Paraguay Permanent Residency: 2-year temporary residence, then permanent

Paraguayan permanent residency in two steps: temporary residence for up to 2 years, then permanent residence with no expiry, a card renewed every 10 years and the right to a Paraguayan identity card. No investment and no proof of income at the first stage. Each family member gets their own status, and dependants need no income of their own at the PR stage.

Legal basis
Law 6984/2022 'On Migration', arts. 46–47temporary residence is a mandatory step before permanent; details set by resolutions of the National Directorate of Migration (DNM), 2024–2026
Time to PR
about 2 yearsthe change of category is filed in the last 3 months of the temporary card, provided you have not been away for more than 1 year; otherwise only an extension of temporary residence
Proof of funds
only for PRno fixed amount: pension, employment, business, property, shares — documents by category (DNM resolution 407/2026). Not required for temporary residence
Citizenship
a separate stageno earlier than 3 years of permanent residence, through the Supreme Court; not automatic, and India does not permit dual citizenship
  • Residency in Paraguay is governed by Law 6984/2022 'On Migration' (in force since October 2022, replacing Law 978/1996). The standard route is temporary residence for up to 2 years, followed by permanent residence with no expiry.
  • Temporary residence needs no proof of income: you file your passport, entry record, birth certificate, civil-status document and police clearances. Filing is in person in Paraguay. Proof of funds is required only when moving to permanent residence, with no fixed amount.
  • DNM fees from 1 July 2026: PYG 2,926,925 for temporary residence and the same for permanent (25 daily minimum wages each). The PR card is renewed every 10 years for PYG 468,308.
  • You move to PR in the last 3 months of the temporary card, provided you have not been away from the country for more than 1 year. Permanent residence is lost after more than 3 years' absence without good reason.
  • Citizenship is a separate stage: the Constitution requires at least 3 years of residence, which the courts count from the date of PR. Adulthood, an occupation in the country and good conduct are required; the Supreme Court decides, a passport is not automatic — and for Indian citizens it would replace, not sit beside, the Indian passport.

What you get

No investment on the standard route

Neither temporary nor permanent residence requires buying property or making a contribution. Investment is needed only if you want PR straight away through a SUACE certificate.

A simple first step

For temporary residence the law does not require proof of income, and while the application is reviewed the DNM issues a temporary card valid for 90 days.

PR with no expiry

Permanent residence has no end date and the card is renewed every 10 years. A permanent resident obtains a Paraguayan identity card (cédula) valid for 10 years.

Gentle presence rules

PR is lost only after more than 3 years' absence without good reason. An absence can be agreed with the DNM in advance, and a lost status can be restored within 3 years.

Own status for each family member

Your spouse, children and parents file alongside you. At the PR stage a spouse and parents you support need no income of their own, and children under 18 need no proof of funds.

A path to citizenship

After 3 years of permanent residence you may apply to the court for naturalisation. It is a separate procedure with its own conditions, not an automatic continuation of PR.

Official requirements

Facts verified October 9, 2026

Lawful entry into Paraguay
You need an entry record and, if your nationality requires one, a consular visa — for Indian passport holders we check this before travel is booked. Filing for residency is personal and in person only.
Documents for temporary residence
Under article 50 of Law 6984/2022: a valid passport, birth certificate, civil-status document, two declarations by the applicant, an Interpol certificate, a certificate from Paraguay's National Police for foreigners and the fee receipt. Foreign documents must be apostilled or legalised and translated into Spanish.
Police clearance certificates
From your country of origin or any country where you lived for more than a year in the last 3 years — for India, a PCC with MEA apostille; for UAE residents, a UAE certificate legalised through the UAE Ministry of Foreign Affairs. Required from age 14. Residency may be refused for an intentional offence carrying more than 2 years' imprisonment.
Window for PR
The change of category to permanent is filed in the last 3 months of the temporary card. It can also be filed after the card expires, but with a fine.
Presence in the country
If migration records show that a temporary resident has not been away for more than 1 year, they apply for PR; if longer, only an extension of temporary residence for the same term (DNM resolution 081/2026).
Proof of funds for PR
Documents showing real income or resources under one DNM category: professional, employee, self-employed, remote worker, property owner (title registered for at least 2 years), shareholder, farmer, retiree, dependant, student. The rules set no fixed amount.

How the process works

  1. Assessment and choice of route1–2 days

We check nationality, criminal record, family and goals. We decide: the standard route through temporary residence or PR at once as a SUACE investor.

  2. Documents at home2–6 weeks

Birth and marriage certificates, police clearances, MEA apostille or legalisation, Spanish translations. Timing depends on authorities in your country — this is practice, not a statutory term.

  3. Trip and filing with the DNMby appointment

You enter Paraguay, obtain local certificates and file in person with the National Directorate of Migration. A temporary card valid for 90 days is issued during review.

  4. Temporary residenceup to 2 years

You receive the temporary resident card. We make sure absences do not exceed 1 year and prepare the proof of funds for the chosen category.

  5. Moving to PRlast 3 months of the card

We file the change of category to permanent with proof of funds. After the decision — the permanent resident card and the Paraguayan identity card (cédula).

  6. Life in status and citizenshipfrom 3 years

The PR card is renewed every 10 years. Three years after PR, if the family decides, we prepare the naturalisation application to the Supreme Court.

How people actually use it

The official conditions are set out above. Below is how we look at Paraguay in practice.

Residency and passport are different stages

A residence permit being relatively affordable does not mean a passport will be issued automatically after three years. We plan PR and a future naturalisation as two separate projects.

Three years is only part of the conditions

Naturalisation depends on actual residence, ties to the country, documents and the court's decision. Detailed success stories are few, so we do not name a reliable timeline to a passport.

Country first, status second

We consider Paraguay when the country itself suits the family and the purpose of residency is clear. If all you want is a 'backup passport' with no link to the country, this route calls for an especially sober assessment.

Dual citizenship is one-sided for Indians

Paraguay's Constitution allows multiple nationality only by treaty or reciprocity — and India does not permit dual citizenship at all. A naturalised Paraguayan passport would replace the Indian one; this has to be understood before the first document is filed.

Andrey Boyko

In Paraguay you must separate obtaining residency from a future naturalization. The fact that a residence permit is relatively affordable to obtain does not mean a passport will be issued automatically after three years.

The three-year period discussed for naturalization is only part of the conditions. Actual residence in the country, ties to it, documents and the decision of the competent authorities all matter. The research contains few detailed success stories, so no reliable end-to-end timeline to a passport can be drawn from it.

We consider Paraguay when the country itself suits the family and the purpose of the residency is clear. For Indian citizens the compatibility question is one-sided: whatever Paraguay allows, India does not permit dual citizenship, so a naturalized Paraguayan passport would replace the Indian one, not sit beside it. That trade-off has to be understood before the first document is filed.

Who the programme is for

Residency for families who like the country itself and want a clear long-term status in South America.

Entrepreneurs and investors

You do business in the region or are ready to invest from USD 70,000 in a project with jobs — then a SUACE investor certificate gives permanent residence straight away, with no temporary stage.

Retirees

You draw a pension and want a calm country with moderate living costs. For PR, a pension statement showing the amount and the account it is paid into is enough.

Families wanting a reserve status

Residency for each family member, PR with no expiry after about 2 years and a rule that you must not be away for more than 3 years in a row. Suits those who plan to visit and tie part of their life to the country.

Remote professionals

You work online for foreign clients or an employer — in India, the UAE or elsewhere. DNM rules for moving to PR have a dedicated 'remote workers and digital nomads' category.

Residence for the whole family: who can be included

For Garant IN, family is a core value: in Paraguay each family member receives their own residency under Law 6984/2022, and at the PR stage DNM rules let a spouse and parents rely on your income. Below are the 2026 conditions, without boilerplate.

  • Spouse

Files for temporary residence with the same set of documents as you. When moving to PR, a spouse you support files as a 'dependant': an apostilled marriage certificate and a copy of your residence card, no income of their own.

  • Children

The law sets no age limit for children: each obtains their own residency. Children under 18 are exempt from proof of funds at the PR stage — the parents are responsible. Police clearances from age 14. Adult children can move to PR as students or under their own category.

  • Parents

Parents, and also grandparents, supported by their children or grandchildren file as dependants at the PR stage: proof of the relationship and a copy of the supporter's residence card. DNM rules set no minimum age.

  • Family budget

There is no threshold that rises with each family member. Fees do: PYG 2,926,925 per person for temporary residence and the same for permanent. A family of four pays PYG 11,707,700 at each stage. Plus apostille and Spanish translations of everyone's documents.

Family members file with the main applicant or later; each must be present in person at the DNM. Garant IN's migration programme experts check every family member's documents against 2026 DNM requirements in advance. Data checked on 9 October 2026 against Law 6984/2022 and the National Directorate of Migration website.

What we do that others will not

Residency rules are the same for everyone. The difference is whether the documents are right before you fly and whether absences cost you the right to PR.

  1. Documents before the flight, not in Asunción

MEA apostille, Spanish translations, police clearances from every country where you lived for over a year in the last 3 years. One wrong document means another trip across the ocean.

  2. Absence control

A year outside the country on temporary residence closes the door to PR; 3 years on PR costs you the status. We keep a travel calendar and arrange absence permissions in time.

  3. PR category chosen early

Retiree, remote worker, shareholder or dependant — each category has its own documents. We choose it while you are still on temporary residence, including income proof from India or the UAE.

  4. SUACE investor — if you need PR at once

We compare the standard route with an investor certificate: from USD 70,000 in production with 5 jobs, USD 150,000 in tourism or USD 200,000 in financial instruments or property, planned within LRS limits.

  5. Citizenship without illusions

We explain what the court requires, how the 3 years are counted and what naturalisation means for an Indian passport. We do not promise a passport 'automatically after three years'.

Wording pending approval.

What this programme is and who it suits

Paraguay has no separate ‘residency programme’ with an investment threshold: residency comes from the general Law 6984/2022 ‘On Migration’. A foreign national first receives temporary residence for up to 2 years, then moves to permanent residence with no expiry. Filing is in person in Asunción, and income has to be proven only at the second step.

The route suits three kinds of family. First, retirees and people living on capital who want a calm country with clear rules. Second, entrepreneurs and remote professionals working in the region or online. Third, families who want a long-term reserve status and are ready to visit the country from time to time: permanent residence is lost only after 3 years away.

It does not suit those looking for a ‘passport in three years without moving’. Citizenship is a separate court procedure: the application is filed no earlier than 3 years after PR, and the court assesses your actual ties to the country. For Indian citizens there is a further filter: India does not permit dual citizenship, so naturalisation would mean giving up the Indian passport.

What comes next

Extension of temporary residence

If you were away from the country for more than 1 year before the temporary card ends, you cannot move to PR: temporary residence is extended for the same term, fee PYG 1,287,847.

Permanent residence

No expiry, the card is renewed every 10 years. More than 3 years' absence without good reason costs you the status; a long absence is agreed with the DNM in advance.

Naturalisation

No earlier than 3 years from PR: adulthood, a profession or occupation in the country, good conduct. The application goes to the Supreme Court through an advocate, electronically from 12 October 2026. For an Indian citizen it means giving up the Indian passport.

Restoring status

If PR is cancelled for absence, it can be restored by applying within 3 years of the cancellation (DNM resolution 376/2026).

Who files your application

Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Paraguay is prepared and filed together with licensed local lawyers and authorised agents. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.

Frequently asked questions

What is the difference between temporary and permanent residence?

Temporary residence is granted for up to 2 years and under Law 6984/2022 is mandatory before permanent. Permanent residence has no expiry, the card is renewed every 10 years, and it lets you obtain a Paraguayan identity card (cédula). Only certain categories get permanent residence at once — for example SUACE-certified investors and spouses and children of Paraguayan citizens.

Do I need to prove income or open a deposit?

Not for temporary residence: DNM resolution 407/2026 states that proof of funds applies only to permanent residence. When moving to PR, funds are shown by documents under a category — a pension statement, an employment contract, tax returns, a property title, a shareholding. DNM rules set no fixed amount.

Do I have to live in Paraguay?

Living there full-time is not required, but absences count. On temporary residence, an absence of more than 1 year blocks the move to PR and may lead to cancellation. On permanent residence the status is lost after more than 3 years away without good reason. A long absence can be agreed with the DNM in advance.

What are the government fees?

Under the DNM table from 1 July 2026: PYG 2,926,925 for temporary residence and the same for permanent, PYG 1,287,847 to extend temporary residence, PYG 468,308 to renew the PR card every 10 years. Fees are set in daily minimum wages (PYG 117,077) and change with the minimum wage.

How long does a decision take?

The DNM does not publish a statutory processing term. During review a temporary card valid for 90 days is issued, once. We do not promise 'two weeks': timing depends on the authority's workload and the completeness of the file.

Can I get PR straight away, without temporary residence?

Yes, if you are an investor with a SUACE certificate from the Ministry of Industry and Commerce: from USD 70,000 in a productive project with 5 jobs, USD 150,000 in tourism or USD 200,000 in financial instruments or property not for personal use (resolution 0283/2026). For Indian investors we plan the transfer within the Liberalised Remittance Scheme. Spouses and children of Paraguayan citizens also get PR directly.

Do I need to travel to Paraguay to apply?

Yes. Filing for residency with the DNM is personal and in person only, and the National Police certificate is obtained locally. Documents from India or the UAE are prepared in advance: MEA apostille or UAE legalisation and a Spanish translation.

How many years until citizenship?

The Constitution requires at least 3 years of residence, and Paraguay's judiciary counts them from the date of PR. So the realistic horizon is at least 5 years from first residency. Besides the period, you need to be an adult, have a profession or occupation in the country and good conduct. The Supreme Court decides; a passport is not issued automatically.

Can I keep my Indian citizenship?

No. Paraguay's Constitution allows multiple nationality only by international treaty or reciprocity, and India does not permit dual citizenship. Naturalising in Paraguay would mean giving up the Indian passport. Permanent residence, by contrast, does not affect your Indian citizenship.

What does the identity card (cédula) give?

A permanent resident obtains a Paraguayan identity card issued by the National Police, valid for 10 years. It is a convenient document for everyday life in the country. A resident's cédula does not confer citizenship.

Can parents or adult children be included in a Paraguay PR application?

Yes. Paraguay has no 'inclusion in the application': each family member obtains their own residency with the same set of documents. The law sets no age limit for children. At the PR stage parents and grandparents supported by their children or grandchildren file as dependants, adult children as students or under their own category.

How does the cost change when applying with family in Paraguay?

There is no income threshold that rises per family member. Fees change: PYG 2,926,925 per person for temporary residence and the same for permanent. At the PR stage a spouse, parents you support and children under 18 do not need to prove income of their own.

Do you offer a refund if the application is refused?

Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
