Argentina Citizenship by Investment Programme (CBI)

On 2 October 2026 Argentina's Ministry of Economy announced a citizenship by investment programme: a non-refundable USD 350,000 contribution or USD 800,000 in a special government bond, with separate contributions for the spouse and children. The implementing regulation is not yet published; applications are expected in Q4 2026. Garant IN is building a waitlist and preparing files in advance.

Investment options per the announcement

The amounts below come from the Ministry of Economy press release of 2 October 2026. Final parameters will be fixed by a regulation that does not exist yet.

  • Option 1

    Non-refundable contribution to the Treasury

    USD 350,000

    • USD 350,000 — main applicant, direct non-refundable contribution to the Tesoro Nacional
    • Spouse — +USD 100,000
    • Children aged 18–25, unmarried and without children of their own — +USD 100,000 each
    • Children under 18 — +USD 25,000 each
    • Example from the release: two adults and two minor children — USD 500,000
  • Option 2

    Government bond

    USD 800,000

    • USD 800,000 in a bond "created specifically for the programme" (wording of the release)
    • 0 % coupon and a 7-year holding period — press reports only (Bloomberg Línea, La Tercera); the release gives no terms
    • The release lists family add-ons as contributions to the Treasury (+USD 100,000 and +USD 25,000) without linking them to an option; how they combine with the bond will be set by the regulation

    How the bond is bought, held and redeemed will be known from the programme documents. Until then we do not state yield or term as fact.

Real estate. The announcement names only two mechanisms: the USD 350,000 contribution and the USD 800,000 bond. Property purchase has not been announced as an investment option.

What is known about the programme

Citizenship not tied to length of residence

Citizenship Law 346 as amended in 2025 (art. 2 para. 2) allows an investor to be naturalised "regardless of the length of residence in Argentina". The 2 October announcement itself does not spell this out. Important: the amendment was made by emergency decree DNU 366/2025, which the National Electoral Chamber declared invalid in a specific case on 30 June 2026; the decree is still applied and the government is appealing to the Supreme Court. Until the court rules we do not promise "a passport without residence" as a guaranteed feature.

Passport mobility: what is confirmed

Argentina is in Annex II of EU Regulation 2018/1806: Schengen visa-free for up to 90 days in any 180. The United Kingdom is visa-free with an Electronic Travel Authorisation (ETA). Japan is visa-free for up to 90 days. The "140+ countries" figure from the minister's speech is unverified and not stated as fact.

Family: a separate contribution for each member

Per the announcement, the main applicant's spouse and children may apply if they prove the relationship and pay the contribution for their category: USD 100,000 for the spouse and for children aged 18–25 who are unmarried and have no children of their own, USD 25,000 for children under 18. Parents are not mentioned.

DNM decision within 30 working days is only the last step

Under Decreto 524/2025 the National Directorate of Migration decides within 30 working days after the Agency's conclusion. The vetting stage itself (SIDE, UIF, Ministry of Security, Ministry of the Interior) has no statutory time limit, so the total time to citizenship is unknown.

Current status and launch stage

The programme was announced by the Argentine government on 2 October 2026: Economy Minister Luis Caputo and Chief of Cabinet Diego Santilli presented it at Argentina Week in Paris, and the press release is on argentina.gob.ar. As of 12 October 2026 no decree or resolution with the terms has been published: Decreto 524/2025 has no implementing acts and the Official Gazette for 1–9 October contains nothing on the programme. Since April 2026 the Citizenship by Investment Programmes Agency has had an appointed director (Decree 285/2026).

The legal basis is art. 2 para. 2 and art. 2 bis of Law 346, introduced by DNU 366/2025. On 30 June 2026 the National Electoral Chamber declared DNU 366/2025 invalid in a specific case, finding that the executive had exceeded its powers. The decree continues to be applied and the government is appealing: on 24 September 2026 the chamber allowed the appeal and the case is before the Supreme Court (according to Infobae), which has not ruled. Two bills to repeal the regime have been tabled in Congress. This is a legal risk we name openly.

According to the release, the programme will accept applications during Q4 2026. Before the registry opens we expect:

  • the exact start date and filing procedure;
  • the issue, holding and redemption terms of the USD 800,000 government bond;
  • the full document list and the due diligence procedure: source of funds, financial reputation, criminal record, migration history;
  • nationality restrictions, fees and the programme operator;
  • the Supreme Court's position on DNU 366/2025.

Garant IN works within international compliance ethics: no advance payments before applications officially open, and a preliminary due diligence screening of every waitlist candidate so that the file can be submitted in the first days of the programme.

If you need a residence permit specifically

Besides the citizenship programme, Argentina has investor residence under art. 23 d) of Migration Law 25.871: temporary status for up to 3 years, renewable, for those who invest their own funds in productive, commercial or service activities of interest to the country. The implementing decree (616/2010) sets a minimum of ARS 1,500,000; the investment project is submitted to the National Directorate of Migration (DNM).

After 3 years of temporary residence you can move to permanent residence, and you may apply for citizenship by naturalisation after 2 years of continuous lawful residence without leaving the country (Law 346 as amended by DNU 366/2025, filing with the DNM). This route means moving to and living in Argentina, unlike the citizenship by investment programme, where the law sets no residence period.

Frequently asked questions

Can I apply for Argentina citizenship by investment now?

No. On 2 October 2026 the Ministry of Economy only announced the programme; no regulation with the terms has been published and the registry is not open. Per the release, applications are expected during Q4 2026. We are building a waitlist and pre-screening candidates so that files can be submitted in the first days.

What is known about the USD 800,000 bond?

The release says only that it is a government bond "created specifically for the programme". A zero coupon and a 7-year holding period are reported by the press (Bloomberg Línea, La Tercera); the official text has no such terms. Until the documents are published we do not treat them as fact and promise neither yield nor redemption date.

Do I have to live in Argentina to obtain citizenship under this programme?

Law 346 as amended by DNU 366/2025 allows an investor to be naturalised regardless of length of residence. But on 30 June 2026 the National Electoral Chamber declared that decree invalid in a specific case; the decree is still applied and the government is appealing to the Supreme Court. Until the court rules, "citizenship without residence" is a provision of the law, not a guarantee of the programme.

How is this different from Argentine residence and naturalisation after two years?

The classic route is a residence permit (investor, rentier, family reunification), two years of continuous legal residence and naturalisation through the courts or DNM. The announced programme is direct citizenship for a contribution or a bond, without the residence stage. The investor residence route is described further down this page.

Will the investor become an Argentine tax resident?

Not by virtue of citizenship alone. Law 27.802 (art. 194, published on 6 March 2026) added to art. 116 of the Income Tax Law that foreigners who obtain citizenship for a significant investment are not considered tax residents solely because of naturalisation; for tax purposes they are treated as foreigners. Exception: anyone who already held permanent residence in Argentina when obtaining citizenship remains a resident. If you relocate, residence may arise under the general rules, which we assess separately.

Do you offer a refund if the application is refused?

Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
