The only government citizenship programme that accepts BTC or USDT without conversion to fiat. For capital held in crypto this removes the banking stage and the questions that come with wire transfers.
The spouse and children under 18 receive citizenship together with you. The only addition is a USD 999 administrative fee per person; the contribution itself does not grow.
Filing is online. The programme publishes no residence requirement before the passport, no language exam and no interview. After naturalisation the constitutional rules on keeping the status apply — see below.
The programme states up to 6 weeks for the review. It is a target, not a statutory term: checks on the origin of crypto assets can extend it.
Salvadoran citizens enter the Schengen area visa-free for up to 90 days in any 180. The programme claims more than 130 destinations — we verify the list against your trips on the consultation date.
The programme is run by the Ministry of Foreign Affairs and the Legislative Assembly through an official portal, and the right of participants to naturalise is written directly into the Special Law on Migration and Foreigners.

We check nationality, sanctions exposure, source of crypto assets, family composition and the goal: reserve passport, mobility or relocation. For Indian citizens we start with the dual-citizenship question. We decide whether El Salvador is needed at all.
Identity documents, proof of address, selfie in the portal's format, family documents with apostille and translation, proof of source of funds and wallet history.
We register the application on the programme portal and pay the non-refundable fee in BTC or USDT. The review starts from this moment.
Documents, sanctions lists and source of funds are checked. Up to 6 weeks is the programme's target; longer if the origin of funds is queried. The decision arrives by email.
Through the secure link in the notification we pay USD 999,001 and the administrative fees for family members. The programme verifies and confirms the payment.
The naturalisation procedure begins and the passport is issued once it is complete. The collection procedure — in person or through a consulate — is confirmed on the filing date.
The official conditions are above. Below is how we look at the programme, from our research and practice.
Our research discusses a USD 1 million commitment, but no detailed applicant experience was found that would let us verify the whole process through to the result. That does not prove no statuses have been issued — it does limit confidence in timelines and predictability.
The current official conditions, the legal outcome of each stage and a documented, transparent path for transferring the funds — for an Indian applicant, one that can be executed within Indian remittance rules. Comparison with other countries must weigh family rights, not just the price.
Without a confirmed procedure and a clear personal reason to choose El Salvador, we do not build a family's main citizenship plan on this option — remembering that any new citizenship replaces the Indian passport rather than supplementing it.
A naturalised citizen loses the status after two years living in the country of origin or five years of absence without permission. For a reserve passport this is the key condition, and it is rarely spelled out.
On El Salvador's Freedom Visa the research discusses a $1 million commitment, but no detailed applicant experience was found that would let us verify the whole process through to the result. That does not prove no statuses have been issued — it does limit confidence in the timelines and the practical predictability.
At this budget we need to see the current official conditions, the legal outcome of each stage and a documented, transparent path for transferring the funds — for an Indian applicant, one that can also be executed within Indian remittance rules. Comparing with other countries must weigh not only the price but the actual rights the family receives.
Ordinary residency and the investment route are different decisions. Without a confirmed procedure and a clear personal reason to choose El Salvador, we do not build a family's main citizenship plan on this option — remembering, too, that any new citizenship would replace the Indian passport, not supplement it.

Who this programme suits in our practice.
If a large part of your capital sits in BTC or USDT, this is the only government programme where the contribution is made directly in cryptocurrency — no conversion to fiat and no bank wires.
Passports for the applicant, spouse and children under 18 in one application. No need to live in El Salvador before the status is granted; filing is online. For Indian citizens there is a prior question: India does not permit dual citizenship, so this passport replaces the Indian one.
As at the verification date Salvadoran citizens enter the Schengen area without a visa (up to 90 days in any 180). The UK requires a visa. We check the list against your real itineraries, not marketing tables.
The contribution is several times higher than Caribbean programmes. We compare by price, family rights and proven practice — and say plainly when El Salvador is not the right tool for your task.
Our fee depends on the family composition. We send the quote in reply to your message.

Request a quoteFor Garant IN the family is a core value: under the Freedom Passport programme citizenship is granted to your spouse and children together with you in one application, on the terms of the programme's official portal. Below are the 2026 conditions without generic phrases.
One spouse of the main applicant is included. Required: the marriage certificate with apostille and translation and the spouse's own KYC — identity document, proof of address, selfie in the portal's format, sanctions screening. The addition is a USD 999 administrative fee in BTC or USDT; no separate contribution.
All children under 18 — of the applicant and the spouse — are included in the family application on birth certificates with apostille and translation. Each carries a USD 999 administrative fee. Children over 18 are not provided for: an adult child needs a separate application and a separate contribution.
Parents, grandparents and siblings are not part of the programme — neither for a surcharge nor as dependants. For them the ordinary grounds of the Migration Law remain: residence and naturalisation after the qualifying years.
One contribution per family — USD 1,000,000, and it does not grow. A couple: USD 999 fee + USD 999,001 contribution + USD 999 for the spouse = USD 1,000,999. A couple with two children: USD 1,002,997. Everything in BTC or USDT at the rate on the payment date; apostille, translations and our fees are costed separately. For resident Indians the crypto transfer is planned within Indian exchange-control rules.
The family files one application and receives the decision together with the main applicant. Garant IN's migration programme experts check each family member's documents against the portal's requirements in advance to rule out a refusal for an individual applicant. Verified on 2 October 2026 against the programme's official portal and Decree No. 918.
The programme's conditions are the same for every applicant. The difference is whether your file passes the crypto source-of-funds check first time — and whether the passport is still yours two years later.
The contribution is non-refundable, proven practice is thin, and the programme's publications differ even on how the passport is handed over. We first show you the current conditions, the legal outcome of each stage and the path for transferring funds — and only then decide whether El Salvador is for you.
The anti-money-laundering check is the main refusal risk. We assemble wallet history, inflows and source of wealth so that compliance has no open questions before the main contribution is paid.
We calculate fees for your family and prepare the spouse's and children's documents to the portal's requirements: apostille, translations, KYC for every adult. One application, one decision for everyone.
India does not recognise dual citizenship: taking Salvadoran citizenship means surrendering the Indian passport (OCI is not dual citizenship). For many families a residence route solves the task without that trade-off — we compare both before you commit.
Article 94 of the Constitution is a real constraint for anyone not planning to live in El Salvador. We show how not to lose the citizenship: absence limits, permissions, documents.
Wording pending approval.
The Freedom Passport is a government programme of El Salvador under which a foreigner obtains citizenship for a non-refundable contribution to the country’s development programmes. The basis is written into the Special Law on Migration and Foreigners: Decree No. 918 of 20 December 2023 added to Article 156 a paragraph on the naturalisation of participants in government programmes for investors and donors and instructed the migration authority to create an expedited procedure. The contribution — USD 1,000,000 — is accepted only in Bitcoin or USDT: Bitcoin has been legal tender in El Salvador since 2021.
Three kinds of families choose it. First, entrepreneurs whose capital is held in crypto and who want to contribute without converting to fiat or sending bank wires. Second, families in the UAE or India who want a reserve status for everyone at once: the spouse and children under 18 go into one application, and filing is online. Third, people who deliberately choose El Salvador: a personal link to the country, an interest in its economy or plans to live there.
It does not suit anyone expecting a ‘passport in six weeks, guaranteed’ or treating the contribution as a refundable investment: the money goes to the state and does not come back. Nor does it suit anyone who wants a passport ‘in a drawer’ for decades: under the Constitution a naturalised citizen loses the status after two years living in the country of origin or five years of absence without permission. And for Indian citizens the first question is whether the family is ready to surrender the Indian passport — India does not allow dual citizenship. If there is no reason to choose El Salvador specifically, we will honestly propose another route.
Under Article 94 of the Constitution a naturalised citizen loses the status by residing more than 2 consecutive years in the country of origin or staying outside El Salvador for more than 5 consecutive years without permission granted under the law. Citizenship lost this way cannot be recovered. We plan trips and permissions in advance. For a family of Indian origin this is now the only passport.
Passport validity and the renewal procedure at consulates are confirmed on the issue date: we found no official publication on passports issued to programme participants and promise no figures.
Since March 2026 the Migration Law allows minor children of naturalised Salvadorans born abroad to be recognised as citizens on their parents' application to the migration authority.
The programme is young: conditions, fees and the handover procedure may change. We track publications by the Salvadoran authorities and tell you what they mean for your family.

International migration consultancy since 2015.
Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in El Salvador is prepared and filed together with licensed local lawyers and authorised agents. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.
It is a government programme of El Salvador (the portal calls it Adopting El Salvador Freedom Passport, earlier Freedom Visa). The basis is Article 156(5) of the Special Law on Migration and Foreigners: naturalisation of foreigners who meet the requirements of government programmes for investors and donors supporting the country's development with a contribution in legal-tender currency. The provision was introduced by Decree No. 918 of 20 December 2023, and the migration authority was instructed to create a secure and expedited naturalisation procedure.
The contribution is USD 1,000,000 in BTC or USDT: a non-refundable USD 999 fee at filing and USD 999,001 after approval. Each family member carries a USD 999 administrative fee. Apostille, translations and our fees are separate. The passport issuance fee is not published by the programme — we confirm it on the filing date.
No. The programme portal accepts only Bitcoin and USDT on the networks it names. That is the point of the programme: the contribution is made in El Salvador's legal-tender currency, which Bitcoin became in 2021. If your capital is in fiat it has to be converted, and the source of funds is checked all the same. For resident Indians the transfer must also fit Indian exchange-control and crypto rules — we check this before any payment.
Yes. India does not permit dual citizenship, and OCI is not dual citizenship. Acquiring Salvadoran citizenship means surrendering the Indian passport and switching to OCI for your ties to India. For families whose main need is mobility or a base abroad, a residence permit often solves the task without that trade-off — we compare both before you commit.
The application is filed online and the programme publishes no residence requirement before the passport. How the passport itself is handed over, the programme's publications describe differently: in El Salvador or at the nearest consulate, or by post or in person at an office — so we confirm it on the filing date and do not promise 'no trips' in advance. After naturalisation Article 94 of the Constitution applies: more than 2 consecutive years in the country of origin or more than 5 consecutive years outside El Salvador without permission means loss of the status.
The programme states up to 6 weeks for the review and a passport within three months. These are the programme's targets, not statutory terms. In practice, with a complete file and a clean source of funds, the path to the passport takes about two months; checks on the origin of crypto assets can stretch it. We do not promise a 'passport in 6 weeks'.
As at the verification date Salvadoran citizens enter the Schengen area visa-free for up to 90 days in any 180 (German Federal Foreign Office list). The UK requires a visa: El Salvador is on the visa national list of the UK Immigration Rules. The programme claims more than 130 destinations — we check the full list against your trips on the consultation date, as states revise visa-free regimes.
Yes, and it is the main risk for a reserve passport. Under Article 94 of the Constitution a naturalised citizen loses the status by residing more than 2 consecutive years in the country of origin or staying outside El Salvador for more than 5 consecutive years without permission granted under the law, and by a final court judgment in cases set by law. Citizenship lost this way cannot be recovered. The March 2026 reform of the Migration Law clarified these grounds. We plan trips and permissions so that the status is preserved.
Applicants from prohibited jurisdictions: Cuba, North Korea, Iran, Syria, Crimea and the self-proclaimed Donetsk, Luhansk, Kherson and Zaporizhzhia 'republics'. OFAC-sanctioned persons are ineligible. Everyone else is screened against control lists, criminal records and source of funds; the decision rests with the Salvadoran authorities.
Identity (a document valid for at least 6 months), address (a document not older than 3 months), a selfie holding your passport with a handwritten note in the portal's format, sanctions and police lists. For funds — wallet and inflow history, source of wealth and, where needed, documents of companies and foundations you are linked to. The check follows El Salvador's anti-money-laundering law and FATF recommendations; data is kept for at least 15 years. Indian civil documents are apostilled by the Ministry of External Affairs; UAE documents are attested by the UAE Ministry of Foreign Affairs.
The USD 999 fee is non-refundable in all cases. The main contribution is paid only after approval, so a refusal at the review stage does not cost it. Once transferred, the contribution is not returned to the applicant — it remains at the disposal of the Government of El Salvador for development programmes. Family administrative fees are also non-refundable.
Because there is no primary source. The programme's publications describe the handover of the document differently, and passport validity and issuance fee are not published. We state only what is confirmed by law or the official portal; the rest we confirm with the programme on the filing date and give you in writing.
By price and by practice. Caribbean programmes start from around USD 200,000–250,000, have run for decades and have published regulations and statistics. El Salvador is a USD 1,000,000 contribution, a young programme with a short track record and inconsistencies in its publications. It is chosen for a specific reason: capital in crypto, a personal link to the country, an interest in its economy. If there is no such reason, we will propose another route — and for Indian citizens the dual-citizenship question comes first either way.
No. Under the programme's conditions the family application covers one spouse and all children under 18. Parents, adult children and siblings are not included. An adult child may file a separate application with their own contribution; for parents the ordinary grounds of the law remain — residence and naturalisation after the qualifying years.
The USD 1,000,000 contribution is one per family and does not grow. For each included family member — the spouse and each child — a USD 999 administrative fee in BTC or USDT is added. A couple with two children pays USD 1,000,000 plus USD 2,997 in fees. Apostille, translations and professional fees are costed separately.
Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
