Grenada Citizenship by Investment: a passport for the whole family and a route to the US E-2 visa

Grenadian citizenship and passports for you and your family for a non-refundable contribution to the National Transformation Fund from USD 235,000 or a share in an approved project from USD 270,000. No visit to the island; a residence requirement has been adopted but will take effect only once the regional regulator is operational. Grenada holds a treaty with the United States that opens the E-2 investor visa route — with conditions that are set out below.

Family
up to 4 people in the base amountspouse, dependent children, parents and grandparents; siblings and parents aged 55 and under carry a surcharge
Timeline
60 working daysthe agency's stated target subject to satisfactory checks and receipt of funds; not a statutory term — open data shows waits of over a year
  • Grenada Citizenship by Investment is a government programme under the Grenada Citizenship by Investment Act 2013. Since 1 July 2024 one price grid applies: a National Transformation Fund contribution of USD 235,000 for a single applicant or a family of up to 4, or a share in an approved project from USD 270,000 plus USD 50,000 to the government.
  • Only a licensed Local Agent may file. No travel to Grenada is needed: due diligence and the interview are remote, and the interview is mandatory for everyone aged 17 and over (USD 1,000 per person). The investment is paid after the application is approved.
  • The IMA states a target of 60 business days subject to satisfactory due diligence and receipt of funds. It is not a statutory term: open data shows waits of over a year, so nobody should plan a move around an advertised timeline.
  • The Grenadian passport is issued for 5 years and dual citizenship is allowed. Grenada has a treaty of commerce and navigation with the United States: the E-2 visa is possible, but US law requires 3 years of continuous domicile in Grenada for those who acquired citizenship by investment.
  • Visa-free entry to the Schengen area and the UK is confirmed as at the verification date. The EU has demanded that Caribbean programmes be wound down by June 2028 — an ongoing process that should be priced into the decision today. For Indian citizens there is a prior question: India does not permit dual citizenship, so this passport replaces the Indian one.

What the programme provides

Citizenship for the family without relocating

The applicant and up to three dependants are covered by the base contribution. No presence in Grenada is required before, during or after filing: checks and the interview are remote. There is no residence requirement today. A residence amendment has already been adopted under the regional agreement, but under IMA Circular No. 2 of 21 August 2026 it will not apply until the regional regulator is operational and the five states set a common date. Its parameters have not been officially published.

A route to the US E-2 visa

Grenada has held a treaty with the United States since 1989. A Grenadian citizen may apply for the E-2 investor visa to run a business in the US — a door closed to Indian passport holders, since India has no such treaty. For citizenship acquired by investment, US law requires 3 years of continuous domicile in the country of citizenship; that path should be planned on real timelines rather than around a passport 'for the visa'.

The region's most disciplined compliance

Applicant checks are built around US and European requirements: online interviews, independent due diligence firms, public sanctions for discounting and developer financing. For the passport's long-term reputation this is an advantage, not an obstacle.

Mobility as at the verification date

Grenadian citizens enter the Schengen area for short stays (up to 90 days in any 180) and the UK without a visa. The list should be re-checked before every trip: visa-free access is a privilege that states revise.

Dual citizenship and a 5-year passport

Grenada does not require you to renounce another citizenship. The passport is issued for 5 years and renewed; the citizenship itself has no expiry. Indian citizens, however, must surrender the Indian passport under Indian law.

A transparent fee grid

All government fees are published by the IMA: contribution, application fee, due diligence, processing, interview. Discounts and 'developer financing' are prohibited — applications built on them are refused and citizenship is revoked.

Official requirements

Facts verified October 12, 2026

Age and good character
The main applicant must be at least 18 and in good health. Applications are refused for anyone convicted in any country of an offence carrying a maximum custodial penalty of more than 6 months (unless pardoned), anyone under criminal investigation, or anyone considered a security risk.
Investment: fund or project
A non-refundable contribution to the National Transformation Fund (NTF) of USD 235,000 for a single applicant or a family of up to 4. Or the purchase of a share in an approved project in the tourism accommodation sector — from USD 270,000 per share plus a USD 50,000 government contribution; for projects outside tourism the minimum is USD 350,000. Payment is made after approval.
Lawful and documented funds
You must show sufficient funds of lawful origin: bank statements, source of wealth, the employment and wealth form. Any discount, developer loan or price below the statutory amount leads to refusal and revocation (IMA Circular No. 2 of 5 March 2025). Resident Indians also fit the remittance within the LRS cap of USD 250,000 per person per financial year.
Due diligence and interview
Independent due diligence on every adult. Since September 2023 an interview is mandatory for the main applicant, spouse, sponsor and dependants aged 17 and over — conducted online, USD 1,000 per person.
Documents on IMA forms
Six agency forms (personal information, fingerprints, Home Affairs particulars, medical, employment and wealth, investment confirmation), police certificates and medical certificates in originals or certified copies, all in English and legalised.
Filing through a licensed Local Agent
Applications cannot be sent directly to the agency: an Authorised International Marketing Agent helps prepare the dossier, and a licensed Local Agent files it and handles correspondence with the IMA.
Nationality and country of residence
The programme applies enhanced checks and restrictions to certain nationalities; the IMA does not publish the current list openly, so it is clarified through the licensed Local Agent before filing.

How the process works

  1. Diagnosis and route selection1–2 days

Assessment of nationality, countries of residence, source of funds, family composition and the goal: reserve status, mobility or the US. Choice of route: the NTF or a project share.

  2. Dossier preparation3–6 weeks

IMA forms, medical examination, police certificates from countries of residence, proof of funds and employment, English translations, legalisation. Application and due diligence fees are paid at filing.

  3. Filing through the Local Agentwhen ready

The licensed Local Agent files the application with the IMA. Each family member aged 17 and over receives a link to the online interview. Since 4 September 2026 applications are transmitted for regional screening through the CARICOM IMPACS portal, with strict requirements for passport scans (IMA Circular No. 3 of 2026).

  4. Due diligence and decisionIMA target 60 business days

Independent due diligence, a recommendation by the CBI Committee, the Minister's decision: approve, delay or refuse. 60 business days is the agency's stated target; in practice it is often longer.

  5. Investment paymentafter approval

The agency issues a letter instructing you to make the NTF contribution or complete the purchase of the project share and pay the government contribution.

  6. Certificate and passportsafter payment

The Committee issues the certificate of citizenship and the Local Agent applies for passports for the whole family. The passport is valid for 5 years; renewal should be planned in advance.

How people actually use it

The official conditions are above. Below is how the programme works in practice, from open sources and industry practice.

Grenada is chosen for specific family goals

It is often sold around the US E-2 visa — a route that matters to Indians because India has no E-2 treaty with the United States. But a passport alone is not enough: eligible applicants must show three years of continuous domicile in Grenada — an actual, provable home. In open discussions, agents rarely volunteer this.

The bigger question for Indian citizens

Taking a second citizenship means giving up the Indian passport, since India does not allow dual citizenship. For many families a residency route solves the task without that trade-off — this question comes first.

Real strengths, without the American visa

Visa-free access to the EU, UK and China, and the region's most disciplined compliance with US and European requirements. Open data shows waits of over a year — plan by verified conditions, not advertising.

Contribution or real estate — count the exit, not the entry

Real estate means purchase price, upkeep, commissions, the mandatory holding period and a realistic future buyer. Sometimes a higher non-refundable cost is clearer and safer than a formally refundable investment with an uncertain exit. For funds remitted from India, the LRS cap shapes how the family structures the payment.

Andrey Boyko

Grenada makes sense only for specific family goals. It is often sold around the US E-2 investor visa — a route that matters to Indians precisely because India has no E-2 treaty with the United States. But an investment passport alone is not enough: eligible applicants must show three years of continuous domicile in the country of citizenship — an actual, provable home, not just years of holding a passport. In practice, agents rarely volunteer this.

For Indian citizens there is a bigger question to answer first: taking a second citizenship means giving up the Indian passport, since India does not allow dual citizenship (OCI is not dual citizenship). For many families a residency route solves the task without that trade-off.

Grenada's real strengths are its visa-free access to the EU, UK and China, and the region's most disciplined compliance with US and European requirements. Published cases include a wait of over a year — plan by verified conditions, not advertising, and remember that European visa-free access can never be guaranteed years ahead.

Who the programme is for

Who the programme may suit, based on its terms.

Entrepreneurs planning for the United States

Grenada is on the US list of E-2 treaty countries — a route that matters because India has no E-2 treaty with the United States. But for citizenship acquired by investment, US law requires 3 years of continuous domicile in Grenada. This route needs to be assessed separately, without promises.

Families based in the UAE

A second passport as a reserve status for the whole family: the base amount covers the applicant and three dependants, and no presence in Grenada is required at any stage.

People who travel constantly

As at the verification date, Grenadian citizens enter the Schengen area and the UK without a visa. Lists change — they should be checked against real itineraries, not marketing tables.

Investors weighing the fund against real estate

The fund contribution is cheaper and simpler; a project share costs more and must be assessed as an asset. Both routes are compared by amount, timeline and the realistic exit from the investment.

Citizenship for the whole family: who can be included

Grenadian citizenship is granted to close relatives in the same application as the main applicant, under the Grenada Citizenship by Investment Act 2013 and Regulations SRO 15 of 2024. Below are the 2026 conditions from IMA Grenada documents, without generic phrases.

  • Spouse

The main applicant's spouse is included in the application and covered by the base contribution (family of up to 4 — USD 235,000 to the fund). Separate fees for the spouse: application USD 1,500, due diligence USD 5,000, processing USD 1,500, interview USD 1,000. The spouse attends the online interview alongside the applicant.

  • Children

Children of the applicant or spouse who are financially dependent on the applicant; the IMA sets no age limit for dependants. Children aged 0–16 pay no due diligence and USD 500 processing; from 17 — due diligence USD 5,000, processing USD 1,500 and a mandatory interview at USD 1,000. Three children with the applicant fit in the base amount; each further one adds USD 25,000.

  • Parents, grandparents, siblings

Dependent parents and grandparents of the applicant or spouse are included with no minimum age. Parents and grandparents aged 55 and under carry a surcharge of USD 50,000 each and are not counted in the base four. Siblings — USD 75,000 each. All adults pay full fees and attend the interview.

  • Family budget

NTF route: single applicant — USD 235,000 + USD 9,000 in fees = USD 244,000. A couple with two children under 16 — USD 235,000 + application USD 6,000 + due diligence USD 10,000 + processing USD 4,000 + interviews USD 2,000 = USD 257,000. Real estate for the same family: USD 270,000 + USD 50,000 to the government + the same fees = USD 342,000. Passport fees and professional fees are costed separately; remittances from India are planned within the LRS cap per family member.

All family members are filed in one application and the decision covers everyone at once. Documents and proof of dependency of each family member are checked against the IMA's 2026 criteria before filing: a refusal for one applicant delays the whole application. Verified on 2 October 2026 against Regulations SRO 15 of 2024 and the IMA Grenada fee grid.

What this programme is and who it suits

Grenada Citizenship by Investment is a government programme under the Grenada Citizenship by Investment Act 2013, administered by the Investment Migration Agency Grenada (IMA). The applicant makes a non-refundable contribution to the National Transformation Fund or buys a share in a government-approved project and, after due diligence, receives citizenship and passports for the whole family. Living in Grenada is not required.

Three kinds of families choose it. First, entrepreneurs who want access to the US E-2 investor visa: Grenada is a treaty country, India is not — but US law requires three years of domicile in Grenada for citizenship acquired by investment. Second, families based in the UAE who want a reserve status for everyone without relocating. Third, frequent travellers: visa-free entry to the Schengen area and the UK as at the verification date.

It does not suit anyone expecting a passport ‘in two months, guaranteed’ or counting on a developer discount: the price grid is set by law, and discounted schemes lead to refusal and revocation. And for Indian citizens the first question is whether the family is ready to surrender the Indian passport — India does not allow dual citizenship.

What comes next

A 5-year passport and renewal

A passport's validity and the citizenship itself are different things. Replacing an expiring document follows the prescribed procedure, and in investment programmes the obligations accepted at naturalisation are checked again. For an Indian-origin family this is now the only passport — the certificate and family documents should be kept in order well ahead of time.

The E-2 route to the US

If the goal is a business in the US, the plan is: at least 3 years of continuous domicile in Grenada, then an E-2 application with an operating business. In parallel, L-1 and EB-5 are worth comparing — sometimes they are faster for the same task.

New family members

A spouse after marriage, newborn children, parents — the conditions and fees for adding them after citizenship are confirmed with the IMA before the main application is filed.

Monitoring visa-free access and the rules

The EU has demanded that Caribbean programmes be wound down by June 2028; negotiations continue. Changes to visa regimes and programme rules need to be tracked and assessed for what they mean for the family.

Frequently asked questions

How does Grenadian citizenship differ from a residence permit, and what does the status include?

It is full citizenship with a passport, not a residence permit: it has no expiry, currently requires no residence in the country and allows another citizenship. A residence amendment has already been adopted under the regional agreement, but under IMA Circular No. 2 of 21 August 2026 it will not apply until the regional regulator is operational and the five states set a common date; its parameters have not been officially published. The passport is issued for 5 years and renewed under the normal procedure. The legal basis is the Grenada Citizenship by Investment Act 2013; the administrator is the government's Investment Migration Agency Grenada (IMA).

How much does Grenada citizenship cost in 2026?

The National Transformation Fund contribution is USD 235,000 for a single applicant or a family of up to 4. The real estate route is from USD 270,000 for a share in an approved tourism project plus USD 50,000 to the government. Fees come on top: application USD 1,500 per person, due diligence USD 5,000 from age 17, processing USD 1,500 (under 17 — USD 500), interview USD 1,000 from age 17. For a single applicant on the fund route that is USD 244,000 before professional and passport fees. Discounts are prohibited: a price below the statutory amount is grounds for refusal.

Does a Grenadian passport give me a US E-2 visa?

Grenada is on the list of US treaty countries, so its citizens may apply for the E-2 investor visa — which Indian passport holders cannot, as India has no such treaty. But since 2022 US law (8 U.S.C. §1101(a)(15)(E)) requires that, where citizenship was acquired through a financial investment, the applicant has been domiciled in that country continuously for at least 3 years before applying. That is a real home that must be proven. This route should be planned on real timelines and compared with L-1 and EB-5.

Will I have to give up my Indian passport?

Yes. India does not permit dual citizenship, and OCI is not dual citizenship. Acquiring Grenadian citizenship means surrendering the Indian passport and switching to OCI for your ties to India. For families whose main need is mobility and a base abroad, a residence permit often solves the task without that trade-off — both options should be compared before committing.

How long does Grenada citizenship take?

The IMA states that an application is approved within 60 business days of submission, subject to satisfactory due diligence and receipt of funds. That is a target, not a statutory term: real timelines depend on the due diligence firms' workload and document requests, and open data shows waits of over a year. Add dossier preparation (usually 3–6 weeks) and passport issuance after payment.

Do I need to visit or live in Grenada?

No. Under IMA rules no visit is required before, during or after the application. There is no residence requirement today. A residence amendment has already been adopted under the regional agreement, but under IMA Circular No. 2 of 21 August 2026 it will not apply until the regional regulator is operational and the five states set a common date. Its parameters have not been officially published. The interview is online. The exception is your own goal: the US E-2 visa needs a genuine domicile in Grenada of at least 3 years.

Where can I travel visa-free with a Grenadian passport?

As at the verification date, Grenadian citizens do not need a visa for short stays in the Schengen area (up to 90 days in any 180) and are not on the UK's visa national list. The full list should be checked against real trips at the time of planning: states revise visa-free regimes, and the EU has demanded that Caribbean countries wind down citizenship-by-investment programmes by June 2028 — an ongoing process that should be built into the decision.

Is the contribution refunded if I am refused?

The investment is paid only after approval, so it is never paid on a refusal. All fees (application, due diligence, processing, interview) are non-refundable under IMA rules. A separate industry-wide risk is a programme closing to citizens of a particular country after payment; refund terms for each payment should be checked in the contract with the agent before payment.

Fund or real estate — which is better value?

The fund contribution is cheaper (USD 235,000 versus USD 320,000 including the government contribution) and easier to value: the money buys the status and does not come back. A project share is formally refundable, but the exit depends on the developer, the holding period and a real buyer; a promised buy-back is not a guaranteed return. Every property should be assessed as a standalone asset, not as a 'free passport'.

I live in the UAE or India. Which documents are needed and from where?

Police certificates from your country of citizenship and the countries where you have lived; the IMA medical form from a doctor where you live; proof of funds — bank statements and source-of-wealth documents. Everything in English and legalised: UAE documents through the UAE Ministry of Foreign Affairs, Indian documents with an apostille from the Ministry of External Affairs. Nationality, countries of residence and past visa refusals are examined by an independent firm — explanations should be prepared in advance.

Are there nationality restrictions?

The programme applies enhanced checks and restrictions to certain nationalities; there is no open list on the IMA website, so it is clarified through a licensed Local Agent before filing.

Can I include parents, grandparents, siblings or adult children in a Grenada citizenship application?

Yes. Dependants are the applicant's financially dependent spouse, children, parents, grandparents and siblings; the IMA sets no age limit for dependants. Parents and grandparents aged 55 and under are charged separately — USD 50,000 each — and siblings USD 75,000 each, and none of them count towards the base four. Every adult goes through due diligence and the interview.

How does the contribution change when applying with a family in Grenada?

The base NTF contribution of USD 235,000 is the same for a single applicant and for a family of up to 4 (applicant plus three dependants). Each further ordinary dependant adds USD 25,000. Parents aged 55 and under (USD 50,000) and siblings (USD 75,000) are counted separately. Fees per person: application USD 1,500, due diligence USD 5,000 from age 17, processing USD 1,500 (under 17 — USD 500), interview USD 1,000 from age 17. On the real estate route the share from USD 270,000 is topped up by a USD 50,000 government contribution for a family of up to 4, with the same surcharges.
