  • Saint Lucia citizenship by investment operates under the Citizenship by Investment Act No. 14 of 2015. Applications are accepted by the Citizenship by Investment Unit (CIU) only through authorised agents; you cannot file directly.
  • Five investment routes: a non-refundable contribution to the National Economic Fund of US$240,000 for an applicant with three dependants (plus US$10,000 for each further dependant under 18 and US$20,000 from 18); government bonds of US$300,000 plus a US$50,000 fee, non-interest-bearing, returned after 5 years; approved real estate from US$300,000 plus administrative fees; built apartments and villas from US$500,000 plus US$30,000; Cabinet-approved projects from US$250,000 or a business from US$3,500,000.
  • On top of the investment: processing fee US$2,000 for the applicant and US$1,000 per dependant, due diligence US$8,000 for the applicant and US$5,000 for each dependant aged 16 or over. A single applicant on the contribution route pays about US$250,000; a couple with two children under 16 about US$258,000.
  • The application may include a spouse, children up to 21, children up to 30 who are fully supported, parents over 55 who are fully supported, and unmarried siblings under 18. The CIU indicates a decision in about 90 days from acceptance; in open discussions the wait is often around two years and longer.
  • The rules tightened in 2026: a sworn affidavit of financial resources of at least US$350,000, biometrics, a cap of 1,500 approvals a year, a 5-year ban on name changes, and residency and genuine-link requirements that the law introduces from 1 January 2026. For Indian nationals this is a citizenship, so it replaces the Indian passport.

What the programme provides

A refundable option

Government bonds of US$300,000 are registered in your name and returned after 5 years. It is the only one of the Caribbean programmes described on this site where the principal is formally returned, although without interest.

A passport for the whole family

Spouse, children up to 21, children up to 30 who are fully supported, parents over 55 and younger siblings receive citizenship with you. The NEF contribution for an applicant with three dependants does not increase.

A clear entry price

A non-refundable US$240,000 contribution plus fees and checks is the final figure, with no asset to manage or resell.

No relocation and no tests

No language test and no residence before applying. The oath is signed before an attorney-at-law, a consular officer, an honorary consul or a notary, so there is no need to travel to the island for it.

A published processing guideline

Unlike several neighbouring programmes, the Saint Lucia CIU gives a guideline: about 90 days from acceptance. It is a guideline, not a promise: current practice is markedly slower.

Family can be extended later

A citizen's spouse is added for US$35,000, a newborn up to 12 months for US$5,000, other dependants for US$25,000. Each passes due diligence.

Official requirements

Facts verified October 12, 2026

The applicant
Aged 18 or over and of good character. The CIU must refuse for false information, a criminal conviction (other than a minor traffic offence), a criminal investigation, a national security risk, activity likely to bring Saint Lucia into disrepute, and a visa refusal from a country with which Saint Lucia has visa-free travel without a visa obtained afterwards. A refusal by another OECS state is a discretionary ground.
The investment
One of: a contribution to the National Economic Fund of US$240,000 (applicant with three dependants); government bonds of US$300,000 for 5 years without interest plus a US$50,000 fee; approved real estate from US$300,000 plus administrative fees; built apartments and villas from US$500,000 plus US$30,000, held for 5 years after citizenship; a Cabinet-approved project from US$250,000 plus fees; a business project from US$3,500,000 with 3 jobs or a joint one from US$6,000,000 (US$1,000,000 per investor) with 6 jobs.
Financial resources
From 2026 the application must include a sworn affidavit of financial resources of at least US$350,000 and documents evidencing those resources and the source of funds (S.I. 57 of 2026).
Due diligence and biometrics
Checks involving law enforcement and third-party agencies apply to the applicant and every dependant aged 16 or over: US$8,000 for the applicant, US$5,000 per dependant. A successful applicant provides biometric data.
Documents
A medical certificate for each person, a police certificate from the country of residence, a banker's reference, details and evidence of the proposed investment (Act No. 22 of 2025). Documents in a foreign language come with a translation.
Nationality and country of birth
Under an official CIU notice (memorandum of 18 March 2022), applications from nationals of Belarus and Russia are not accepted. The European Commission report of January 2026 also lists Cuba, Iran, North Korea and Venezuela for Saint Lucia. Visa rules should be checked separately: some countries look at place of birth, not only at the new passport, a point Indian-born applicants should not skip.
Genuine link from 2026
Act No. 22 of 2025 inserted section 30A: from 1 January 2026 the applicant and each dependant must comply with residency and genuine-link requirements prescribed by regulation. No published parameters are on the CIU legislation page, so they are verified at the filing date; zero days should not be assumed.

How the process works

  1. Assessment and choice of route1–2 days

Assessment of family composition, source of funds, visa history, nationality and country of birth. Choice of route: NEF contribution, bonds, real estate or an approved project.

  2. File preparation3–6 weeks

Affidavit of financial resources, medical and police certificates, banker's reference, evidence of the investment, legalisation and translations, forms for each family member.

  3. Submission through an authorised agentwhen ready

The application is filed by a CIU authorised agent. Processing and due diligence fees are paid on submission.

  4. Vetting and decisionabout 90 days by guideline

The CIU runs checks with law enforcement and third-party agencies and refers the file to the Board. The guideline is about 90 days from acceptance; in practice the wait is often around two years and longer, which is the unit's workload, not a rule.

  5. Payment and oathafter the grant notice

After the notification of grant you pay the investment and sign the oath before an attorney-at-law, a consular officer, an honorary consul or a notary. A certificate of registration as a citizen is then issued.

  6. Passport and obligationsonwards

The passport is obtained by separate application under the Passports Act. A successful applicant provides biometrics. Bonds are held 5 years, real estate 5 years after citizenship; for built real estate, title must be registered within 90 days of the certificate.

How people actually use it

The official conditions are above. Below is how the programme works in practice, from open sources and industry practice.

Count the timeline by practice, not by guideline

Saint Lucia calls for particular care with timelines. In open discussions, applicants reported waits of around two years and longer. After approval, confirming the payment and issuing the passport can take further time.

A refund does not speed up processing

Bonds look more attractive than a non-refundable contribution, but the vetting is the same. What should be compared is the size of the investment, when the money actually comes back and the period the family will spend without the new document. Five years without interest is also a price. For resident Indians the remittance itself needs planning under the Liberalised Remittance Scheme per-person annual cap.

Real estate is assessed as an asset

Purchase price, upkeep, commissions, the 5-year hold and a realistic future buyer. A promised buy-back is not a refund: the developer's financial standing, the contract terms and your practical ability to enforce your rights matter.

EU visa-free travel and place of birth

European visa-free access cannot be treated as fixed for the whole investment horizon: EU institutions explicitly link Caribbean programmes to security risks. And some countries look at place of birth, not only at the new passport. For an Indian family that will have given up its Indian passport, that understanding is not optional.

Andrey Boyko

St Lucia calls for particular care with timelines. In published discussions, applicants reported waits of around two years and longer. After approval, confirming the payment and issuing the passport can take further time.

A refundable investment looks more attractive than a non-refundable contribution, but it does not by itself speed up processing. Compare the size of the investment, when the money actually comes back, and the period the family will spend without the new document. For resident Indians, the remittance itself needs planning under the LRS limit of USD 250,000 per person per financial year.

Visa rules need a separate check: some countries look at place of birth, not only at the new passport, a point Indian-born applicants should not skip. And since India does not allow dual citizenship, taking St Lucia's passport means surrendering the Indian one; families who are not ready for that should be comparing residency programmes instead. European visa-free access cannot be treated as fixed for the whole investment horizon.

Who the programme is for

Who the programme may suit, based on its terms.

Business owners

A second passport for travel, negotiations and banking. The fund contribution is the simplest route with a final figure: US$240,000 for an applicant with three dependants.

Investors who want the money back

Government bonds of US$300,000 are returned after 5 years without interest. The capital is not spent, but it does not work either: the cost of frozen capital and the US$50,000 fee should be counted.

Families

One application covers a spouse, children up to 21, children up to 30 who are fully supported, parents over 55 and younger siblings. The NEF contribution for an applicant with three dependants does not increase.

Those who want an asset

Approved real estate from US$300,000 or built apartments and villas from US$500,000, held for 5 years after citizenship. The property should be assessed as a standalone investment, not as an entry ticket.

Citizenship for the whole family: who can be included

Saint Lucia citizenship is arranged for close relatives in the same application as the main applicant or later. Below are the 2026 conditions under Act No. 22 of 2025 and the regulations, with no generic phrases.

  • Spouse

The applicant's lawful spouse is included. A citizen's spouse not included in the application is added later for US$35,000. Unregistered partners are not named in the definition of a dependant. The spouse pays US$5,000 due diligence and a US$1,000 processing fee.

  • Children

Children of the applicant or spouse aged 21 or under; aged 22 to 30 if fully supported by the applicant; children with a disability with no age limit if fully supported. A child born after the application is added to it; a citizen's newborn up to 12 months costs US$5,000. A child who does not qualify applies separately as a principal applicant from age 18.

  • Parents and siblings

Parents of the applicant or spouse over 55 who are fully supported by the applicant. Unmarried siblings of the applicant under 18 with the consent of a parent or guardian. Any relative with a disability who is fully supported, with no age limit. Each pays US$1,000 processing and US$5,000 due diligence from age 16.

  • Family calculation

The NEF contribution of US$240,000 covers the applicant and up to three dependants; the fourth and further cost US$10,000 under 18 and US$20,000 from 18. Processing is US$2,000 for the applicant and US$1,000 per dependant, due diligence US$8,000 for the applicant and US$5,000 per dependant aged 16 or over. A single applicant: US$250,000. A couple with two children under 16: 240,000 + 5,000 + 13,000 = US$258,000. A couple with three children, one of them over 16: 250,000 + 6,000 + 18,000 = US$274,000. For bonds and real estate, administrative fees are calculated separately by family size.

The whole family can apply at once, or relatives can be added later at the set amounts. Documents of each family member are checked against the 2026 criteria before filing: proof of full support for children 22–30 and parents, parental consent for siblings, medical and police certificates; a refusal for one applicant delays the whole application. Data verified on 2 October 2026 against Act No. 22 of 2025, S.I. 106 of 2024, S.I. 57 of 2026 and the CIU page.

What this programme is and who it suits

Saint Lucia is one of five Caribbean states with an official citizenship by investment programme. The legal basis is the Citizenship by Investment Act No. 14 of 2015 as amended in 2024–2026; the programme is administered by the Citizenship by Investment Unit (CIU). Applications are accepted only through authorised agents.

The programme suits those who need a second passport for the family without relocating and who want a choice between a non-refundable contribution and refundable bonds: the fund contribution from US$240,000 covers the applicant and three dependants, and bonds of US$300,000 are returned after 5 years. For those who want an asset there is real estate from US$300,000.

It does not suit Indian families who are not ready to surrender the Indian passport, or anyone counting on a passport in three months: the 90-day guideline and current practice differ several times over. These questions should be settled before payment, not after.

What comes next

Certificate and passport

The CIU issues a certificate of registration as a citizen, not a passport. The passport is obtained by a separate application under the Passports Act.

Bonds after 5 years

The bonds are registered in the applicant's name and held for 5 years from first issue. The return should be planned in advance: account details, confirmations, dates.

Adding family

A citizen's spouse US$35,000, a newborn up to 12 months US$5,000, other dependants US$25,000. A child born after the application is added to it. Each passes due diligence.

Name changes and obligations

For 5 years after the certificate a change of name is prohibited except for marriage, divorce, adoption and similar cases; any change must be notified to the CIU and vetted. Genuine-link requirements under the 2026 regulations are checked before renewing documents.

Frequently asked questions

What is the minimum contribution in 2026 and what does it include?

The lowest option is a non-refundable contribution to the National Economic Fund of US$240,000 for an applicant with three dependants. On top: processing US$2,000 for the applicant and US$1,000 per dependant, due diligence US$8,000 for the applicant and US$5,000 per dependant aged 16 or over. A single applicant pays about US$250,000, a couple with two children under 16 about US$258,000. Passport fees are charged separately when the passport is issued.

How long does processing take?

The CIU guideline is about 90 days from acceptance of the application for processing. It is the unit's guideline, not a guarantee: in open discussions applicants reported waits of around two years and longer, and after approval the payment confirmation and passport issuance take further time. Planning should be on a realistic schedule.

Do I need to visit or live in Saint Lucia?

There is no residence before applying, and the oath can be signed before an attorney-at-law, a consular officer, an honorary consul or a notary. However, from 1 January 2026 the law provides for residency and genuine-link requirements for the applicant and each dependant, with the parameters set by regulation. No parameters have been published yet, so zero days should not be assumed; the requirement is verified at the filing date.

Are the bonds really refunded?

Government bonds of US$300,000 are registered in the applicant's name and held for 5 years from first issue, without interest. A non-refundable US$50,000 fee is paid on top. Refundability does not speed up processing and does not remove the vetting. The cost of money frozen for 5 years should be counted and compared with the non-refundable US$240,000 contribution.

Can an Indian citizen keep the Indian passport?

No. India does not allow dual citizenship, so taking Saint Lucia's passport means surrendering the Indian one. Families who are not ready for that should be comparing residency programmes instead; that comparison comes before any payment.

Who cannot apply?

The law requires refusal for false information, a criminal conviction, a criminal investigation, a security risk and a visa refusal from a country with which Saint Lucia has visa-free travel without a visa obtained afterwards.

What about visa-free travel to the European Union?

Saint Lucia citizenship and visa-free entry to the EU are separate legal questions. The revised visa suspension mechanism, in force since 31 December 2025, explicitly names investor citizenship schemes as a ground for suspension. The European Commission has asked the Caribbean states to phase out their programmes by June 2028; on 24 September 2026 the Prime Minister of Saint Lucia discussed a transition path with the EU Commissioner. There is no decision on visa-free travel; talks are under way. A possible change should be priced into the decision today.

What is the US$350,000 affidavit?

From 2026 the application must include a sworn statement that you hold financial resources of at least US$350,000, together with documents evidencing those resources and the source of funds. It is a requirement of S.I. 57 of 2026 and applies whichever investment route you choose.

Does the CIU issue the passport?

No. After approval, payment of the investment and the oath, the CIU issues a certificate of registration as a citizen. The passport is obtained by a separate application under the Passports Act. A successful applicant provides biometric data.

How do I remit the money from India?

Through the Liberalised Remittance Scheme, which has a per-person annual cap, so the funding structure across family members is planned in advance. The CIU checks the source of funds with law enforcement and third-party agencies and due diligence fees are not refunded, so the funds history is assembled before filing.

Can I change my name after citizenship?

For 5 years after the certificate of registration a change of name is prohibited, except for marriage, divorce, adoption, witness-protection programmes and clerical corrections. Any change must be notified in writing to the CIU before a passport application and vetted: US$10,000 for the applicant, US$7,500 per dependant aged 16 or over.

Can family be added after citizenship is granted?

Yes. A citizen's spouse US$35,000, a newborn up to 12 months US$5,000, other dependants US$25,000. A child born after the application is added to it. Each passes due diligence.

How long does the whole process take?

File preparation takes 3–6 weeks; the guideline for the decision is about 90 days, in practice up to two years and longer; then payment, oath, certificate and passport. Three months end to end should not be counted on.

Can I include parents or adult children in a Saint Lucia citizenship application?

Yes. Children of the applicant or spouse are included up to age 21 without conditions, from 22 to 30 if fully supported by the applicant, and children with a disability with no age limit. Parents of the applicant or spouse over 55 who are fully supported. Unmarried siblings under 18 with parental consent are also allowed. They pay a US$1,000 processing fee and US$5,000 due diligence from age 16; the fund contribution does not grow while there are no more than three dependants.

How does the amount change when applying with a family in Saint Lucia?

The NEF contribution of US$240,000 covers the applicant and up to three dependants. Each further dependant adds US$10,000 (under 18) or US$20,000 (from 18). Processing US$1,000 and due diligence US$5,000 (from 16) apply to each. A single applicant: US$250,000; a couple with two children under 16: US$258,000; a couple with three children, one over 16: US$274,000. For bonds and real estate the contribution does not grow; administrative fees apply instead: for real estate US$30,000 alone, US$45,000 with spouse, US$5,000 or US$10,000 per dependant.
