Sao Tome and Principe Citizenship by Investment: contribution from US$90,000 under Decree-Law 7/2025

Citizenship of an island state in the Gulf of Guinea for a non-refundable contribution to the National Transformation Fund: US$90,000 for a single applicant, US$95,000 for a family of up to four. Legal basis: Decree-Law 7/2025, in force since 1 August 2025. The programme is new: we show only what the regulation sets out, say plainly what is not yet confirmed — and remind Indian nationals that this is a citizenship, so it costs the Indian passport.

  • Sao Tome and Principe citizenship by investment is granted under the Programa de Cidadania por Investimento ou Doação (PCID) — a special naturalisation route for a non-refundable contribution to the National Transformation Fund (NTF). Legal basis: Decree-Law 7/2025 of 1 August 2025, issued under Article 10 of Nationality Law 7/2022; applications are handled by the Unidade de Cidadania por Investimento e Doação (UCID) under the Ministry of Justice.
  • Minimum contribution under Annex I: US$90,000 for a single applicant, US$95,000 for a family of 2–4, US$5,000 for each further dependant. Due diligence and processing fee: US$5,000 per application, paid on filing and non-refundable.
  • The contribution is paid only after approval: the regulation allows 90 days to transfer it to the NTF, otherwise the file lapses. Then the oath — before an official in Sao Tome or at a diplomatic or consular post abroad; the regulation sets no residence requirement.
  • Vetting: independent due diligence providers, a possible interview, a mandatory prior visa from the Public Prosecutor (Ministério Público) and an AML/CFT Review Committee. The prosecutor may challenge the grant in court within 6 months of acquisition.
  • The programme is just over a year old. There is no statutory overall processing time, and we do not yet have enough confirmed evidence on timelines or on how banks and consulates treat the passport — we make no promises of 'fast and simple'. India does not permit dual citizenship: for an Indian applicant this is a change of passport, not an addition.

What you get

One of the lowest thresholds

US$90,000 for a single applicant and US$95,000 for a family of up to four under Annex I to Decree-Law 7/2025 — no property purchase, no mandatory business investment.

Money after the decision

The US$5,000 fee is paid on filing; the contribution to the NTF only after approval, within 90 days. You do not transfer the main amount before the decision.

No residence, no travel to file

The application goes through the UCID electronic platform; the oath can be taken at a Sao Tome and Principe embassy or consulate abroad. The regulation contains no residence requirement.

The family in one application

Spouse and children join a family application: US$95,000 for 2–4 people, US$5,000 for each further dependant. A spouse added later costs US$10,000, a newborn under one year US$500.

A transparent structure in law

The Fund has a dedicated account under the Finance Ministry, an annual independent audit and oversight by the Court of Auditors and the Central Bank; UCID reports to Parliament quarterly. This is written into the regulation, and that is what we rely on.

Exemption from military service

Citizens naturalised under the programme are permanently exempt from compulsory military service, including during a state of siege or national emergency (Article 16).

Official requirements

Facts verified October 8, 2026

Main applicant
An adult (18+) foreign national who meets Article 10 of Nationality Law 7/2022, with a documented lawful source of funds and no criminal record. The regulation allows a waiver of certain general naturalisation conditions (Article 10(3) of the Law).
The Indian question
India does not permit dual citizenship: acquiring Sao Tome and Principe citizenship by choice terminates Indian citizenship, and the Indian passport is surrendered. The Overseas Citizen of India card then gives a lifelong visa and NRI-type economic rights, without political rights. We settle this before any fee is paid; for many families a residence programme is the better answer — all the more so with an unproven programme.
Contribution to the National Transformation Fund
Non-refundable contribution under Annex I: US$90,000 single applicant, US$95,000 family of 2–4, US$5,000 each further dependant. Paid after approval, within 90 days, to the NTF account.
Due diligence and processing fee
US$5,000 per application — on filing, non-refundable after submission. UCID does not admit an application without the fee and the complete file.
Documents under Annex III
Application in Portuguese or English; certified passport copies; police certificates from countries of nationality and of residence over the last 5 years (not older than 3 months); a medical certificate confirming no communicable diseases; proof of address; a declaration of lawful source of funds with bank documents; a due diligence report from a provider recognised by UCID. Foreign documents apostilled, other languages with certified translation.
Vetting and interview
Due diligence is carried out by independent bodies to AML/CFT standards; UCID may call an interview in person or by video. The file then goes to the Public Prosecutor for a mandatory prior visa; a refusal ends the case.
Filing through a licensed agent
Promoting the programme without a Ministry of Justice licence carries a fine of up to US$500,000; the list of licensed and revoked agents is published officially. We verify the intermediary's authority before you pay anything.
Nationality restrictions
The Government may close the programme to nationals of countries under international sanctions ratified by Sao Tome and Principe and of countries without effective judicial cooperation; the list is approved by Council of Ministers resolution. We check it on the filing date.

How the process works

  1. Diagnosis and the purpose of the passport1–2 days

We establish what job the document does, check nationality, criminal records, source of funds and family composition. If the goal is Europe or a predictable timeline — or if you are an Indian national who wants to keep the Indian passport — we say honestly that Sao Tome does not deliver it.

  2. Verifying the intermediary and preparing the file2–4 weeks

We check the agent's licence against the official list. We assemble the file under Annex III: police certificates from countries of residence over 5 years, medical certificate, proof of funds, apostille, translations into Portuguese or English.

  3. Filing through the UCID platformwhen ready

Application in Portuguese or English, payment of the US$5,000 fee. UCID admits only complete files; preliminary assessment takes 15 days and further documents may be requested.

  4. Due diligence, interview, prosecutor's visanot regulated

Independent providers vet the applicant and the funds; UCID may call an interview. The file then goes to the Public Prosecutor for a prior visa — the term is set by the nationality law, and a refusal ends the case.

  5. Decision and payment of the contribution15 days + 90 days to pay

After the prosecutor's visa the UCID Director decides within 15 days. The proof of approval is released once the contribution reaches the NTF — you have 90 days; for resident Indians the remittance is planned within LRS.

  6. Oath, registration, passport5 days to the registry

Oath before an official in Sao Tome or at a consulate abroad. Within 5 days UCID sends the file to the Central Registry; after registration the certificate is issued, then the passport. The prosecutor may challenge the decision in court within 6 months, without suspending citizenship.

How people actually use it

The official terms are above. Below is how we work with this programme in practice.

Insufficient evidence is no reason to promise

On Sao Tome and Principe it is not yet possible to responsibly state a processing time, a full budget or the outcome for a family. The absence of reviews proves neither reliability nor failure — the programme is simply very new.

Three checks before choosing

The current official conditions, verification of the intermediary's authority and a clear payment scheme, confirmed through official channels. Until those three are closed with documents, promises of 'fast, cheap and simple' are not a sufficient basis for a decision.

We value the passport by where it works

A separate question is where the family could actually use the passport and how banks and consulates will treat it. That is checked on the filing date, not read off marketing tables.

The Indian threshold

For Indian applicants there is the standing point: however inexpensive the passport, it comes at the price of the Indian one, since India does not allow dual citizenship — which makes an unproven programme an even harder case to justify against residency alternatives.

On Sao Tome and Principe, the available evidence is not enough to responsibly state a processing time, a full budget or the outcome for a family. We do not treat the absence of reviews as proof either of reliability or of failure — the programme is simply very new.

Before choosing this route, you need the current official conditions, verification of the intermediary's authority and a clear payment scheme, confirmed through official channels. A separate question is where the family could actually use the passport and how banks and consulates will treat it.

Until those questions are closed with documents, promises of 'fast, cheap and simple' are not a sufficient basis for a decision. Who the programme is for

Who this programme suits in our practice.

Business owners who need a backup document

A second passport for the status itself: a reserve document for the family, a tool in case the first passport becomes restrictive. The regulation does not require residence; the oath can be taken at a consulate. For Indian nationals this means surrendering the Indian passport — we settle that question first.

Those counting the budget

One of the lowest thresholds among government programmes: US$90,000 for one person and US$95,000 for a family of up to four. But count the whole path — the fee, the agent, apostilles, translations, the LRS remittance for resident Indians, and where this passport will actually be accepted.

Families based in the UAE and India

The application is filed online through the UCID platform; documents in Portuguese or English with certified translations. No travel for filing; UCID may hold the interview remotely.

Who the programme is not for

If you need visa-free Europe, the UK or the USA, a predictable timeline and an established track record — this is not Sao Tome. The programme is a year old; we have no confirmed statistics yet on timelines or on how banks treat the passport, and we say so up front.

Citizenship for the whole family: who can be included

For Garant IN the family is a core value: Sao Tome and Principe citizenship is granted to your closest relatives in one application with you. Below are the terms under Decree-Law 7/2025 and Annex I as of 2 October 2026, without generalities.

  • Spouse

The spouse joins the family application under Article 10 of the regulation and Article 10 of the Nationality Law: a family of 2–4 pays US$95,000 instead of US$90,000, that is +US$5,000 for the whole family of up to four. No declaration of support is needed for a spouse. Required: marriage certificate with apostille and translation, police certificates for 5 years, medical certificate. A spouse added after citizenship — US$10,000 plus the fee.

  • Children

Children are included as dependants with the main applicant's declaration of support; a minor's forms are signed by the legal representative, and sole custody requires a court or administrative order. The age limit for adult children is set by Nationality Law 7/2022 (Article 10(4)–(5)) — we verify it per case and do not publish it here. A child born after citizenship — US$500 up to one year.

  • Parents

The regulation names only the spouse and children as dependants (Article 10(1)(b)). Parents and grandparents are not in it: offers of 'parents over 55' seen from intermediaries are not written into Decree-Law 7/2025. We do not promise them; where needed we request UCID's position in writing.

  • Family calculation

Single applicant: US$90,000 contribution + US$5,000 fee. Family of 2–4: US$95,000 + US$5,000 fee. Fifth and each further dependant: +US$5,000. The fee is paid on filing and is non-refundable; the contribution after approval, within 90 days, to the NTF account. Agent, apostilles, translations, medical certificates and passports are extra; for resident Indians the whole amount is planned within the LRS limit.

All family members are vetted together with the applicant; dependants who have reached the age of criminal responsibility under Sao Tome and Principe law are checked separately. Garant IN's migration programme experts check each family member's documents against Annex III in advance to rule out a refusal or return of the file over one applicant. Data verified on 2 October 2026 against the text of Decree-Law 7/2025 in Diário da República No. 33.

What we do that others will not

The programme's terms are the same for everyone. The difference is whether someone verified the intermediary's authority, the payment scheme and the passport's role for your family before you paid.

  1. Documents first, decision second

On Sao Tome and Principe the available evidence is not enough to responsibly state a timeline, a full budget or the outcome for a family. We show the regulation as it is and treat the absence of reviews neither as proof of reliability nor of failure.

  2. Verifying the intermediary and the payment scheme

The regulation allows a private managing entity under concession and licensed agents. We check the licence against the Ministry of Justice list and require the contribution to go to the National Transformation Fund account, not to intermediaries.

  3. Money only after approval

The main amount is transferred after the UCID decision, within 90 days. Before that you pay only the US$5,000 fee — and we tell you in advance it is non-refundable.

  4. Honest about the passport — and the Indian one

Where the family can use the passport and how banks and consulates will treat it is a separate question we check on the filing date. For Indian nationals the standing point remains: however inexpensive, it comes at the price of the Indian passport.

  5. Family by the regulation, not by promises

The regulation names spouse and children as dependants. Parents and grandparents are not in it, whatever intermediaries write — we do not include in an application anyone the law does not provide for.

Wording pending approval.

What this programme is and who it suits

Sao Tome and Principe is an island state in the Gulf of Guinea, a former Portuguese colony. Since 1 August 2025 it has run the Programa de Cidadania por Investimento ou Doação: a special naturalisation route for a non-refundable contribution to the National Transformation Fund, created by Decree-Law 7/2025 under the Nationality Law. Applications are received and vetted by the state body UCID under the Ministry of Justice, and the Public Prosecutor gives a prior visa on every file.

The programme suits families who want a second passport for the status itself and who count the budget: US$90,000 for one person and US$95,000 for a family of up to four — one of the lowest thresholds among government programmes. No residence is required, the oath can be taken at a consulate, and the main amount is transferred only after approval.

It does not suit those who need visa-free Europe, the UK or the USA, an established track record and a predictable timeline. The programme is just over a year old: we do not yet have enough confirmed evidence on timelines or on how banks and consulates treat the passport. And for Indian nationals the standing point applies: India does not allow dual citizenship, so this passport replaces the Indian one. We say all of this at the first consultation, not after the fee is paid.

What comes next

Adding family members

A citizen's spouse is added after citizenship for US$10,000, another dependant for US$5,000, a child under one year for US$500; the due diligence fee is paid separately. We check the terms on the date of application: the regulation lets the Government change the amounts, but not for files already admitted.

Six months after the decision

The Public Prosecutor may file an objection with the administrative court within 6 months of citizenship being acquired. It does not suspend citizenship, but we keep the file in order throughout that period.

If you need visa-free Europe

A Sao Tome and Principe passport does not solve that. If the need arises, we look at European residence permits or other citizenship programmes against the family's goals.

Taxes, banks and the OCI card

A second citizenship does not change tax residence by itself. How your banks in India and the UAE treat the new passport, and the timing of the OCI application after surrendering the Indian one, we check before filing, not after.

Who files your application

Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Sao Tome and Principe is prepared and filed together with agents authorised by the country's government and licensed local lawyers. Programme agents are licensed by the Ministry of Justice (Decreto-Lei 7/2025). This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.

Frequently asked questions

Is this an official government programme?

Yes. The programme was created by Decree-Law 7/2025, published in Diário da República No. 33 of 1 August 2025, under Article 10 of Nationality Law 7/2022. Applications are handled by the state body UCID under the Ministry of Justice; contributions go to the National Transformation Fund overseen by the Finance Ministry, the Court of Auditors and the Central Bank. The regulation allows a private managing entity under concession — that does not replace the state decision on each file.

What does Sao Tome and Principe citizenship really cost?

Under Annex I: contribution US$90,000 for one person, US$95,000 for a family of 2–4, US$5,000 for each further dependant. Plus the due diligence and processing fee of US$5,000 per application. Agent, apostilles, translations, medical certificates, the due diligence report and passports are counted separately — we send the full budget for your family composition.

When is the contribution paid, and what if the application is refused?

On filing you pay only the US$5,000 fee — it is non-refundable. The contribution to the NTF is transferred after approval, within 90 days; if unpaid, the file lapses. On refusal the main amount is never transferred.

How long does it take?

The regulation sets no overall term. The stages are regulated: 15 days for UCID's preliminary assessment, the prosecutor's visa within the term of the nationality law, 15 days for the Director's decision after the visa, 90 days to pay, 5 days to send the file to the registry. How long due diligence and the interview take depends on the checks. We have no confirmed statistics for this programme yet, and we do not promise 'a few weeks'.

Do I have to travel to or live in Sao Tome and Principe?

No. The application is filed through the UCID electronic platform, any interview can be held remotely, and the oath can be taken at a Sao Tome and Principe diplomatic or consular post abroad. The regulation contains no residence requirement.

I am an Indian citizen. Can I keep my Indian passport?

No. India does not permit dual citizenship: voluntarily acquiring another citizenship terminates Indian citizenship under the Citizenship Act, and the Indian passport must be surrendered. You can then apply for the Overseas Citizen of India card — a lifelong visa and NRI-type economic rights, without voting or public office. For many families a residence permit elsewhere does the job without that price; we settle this before any fee is paid.

What vetting is there and what can cause a refusal?

Due diligence to AML/CFT standards is carried out by independent bodies, then the file must go to the Public Prosecutor for a prior visa; in doubtful cases the Review Committee chaired by the prosecutor steps in. Grounds for refusal: criminal records, unproven source of funds, false information, nationality of a country on the restricted list. We check this at the free audit before the fee is paid.

How do I know the intermediary is actually authorised?

Promoting the programme without a Ministry of Justice licence carries a fine of up to US$500,000; the list of licensed agents and revoked licences is published officially. We check the intermediary against that list and require the contribution to go to the National Transformation Fund account, not to third-party accounts.

Where can I travel with a Sao Tome and Principe passport, and how do banks treat it?

That is a separate question we check on the filing date against official sources, not marketing tables. The passport has no visa-free access to the European Union, the UK or the USA. If the main goal is travel to Europe, this document does not solve it, and we say so at the first consultation.

Can citizenship be revoked after it is granted?

Yes, for breaches of the regulation: the sanctions in Article 18 include revocation of citizenship; the general grounds for loss follow the Nationality Law. The Public Prosecutor may challenge the grant in the administrative court within 6 months of acquisition, without suspending citizenship during the dispute. A clean file and a transparent source of funds are the main protection.

Can parents or adult children be included in a Sao Tome and Principe citizenship application?

Parents — no: Article 10 of the regulation names only the spouse and children as dependants; parents and grandparents are not in Decree-Law 7/2025. Children are included with a declaration of support; the age limit for adult children is set by Nationality Law 7/2022, which we verify per case before filing and do not promise in advance.

How does the contribution change when applying with a family?

Under Annex I: single applicant US$90,000, family of 2–4 US$95,000, each further dependant US$5,000. The US$5,000 due diligence fee is per application. A spouse added after citizenship — US$10,000, another dependant US$5,000, a newborn under one year US$500.

Do you offer a refund if the application is refused?

Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
