Vanuatu Citizenship by Investment: contribution from US$130,000 under the Development Support Program

A second passport for a non-refundable contribution to the government's development programme: US$130,000 for a single applicant, US$180,000 for a family of four. No residence, no exams, dual citizenship recognised by Vanuatu. In our practice the most well-worn and fastest route to a second passport — but it no longer offers visa-free travel to the EU or the UK, and for Indian citizens it replaces the Indian passport. We say both up front.

  • Vanuatu citizenship by investment is granted under the Development Support Program (DSP) — honorary citizenship for a non-refundable contribution to the development budget. Legal basis: the Citizenship Act [Cap 112] and the Citizenship (Development Support Program) Regulations Order No. 33 of 2019; decisions are taken by the Citizenship Commission.
  • Contribution under the Citizenship Office tariff: US$130,000 for a single applicant, US$150,000 for a married couple, US$165,000 for a couple with one child, US$180,000 for a couple with two children; each additional applicant US$10,000. Plus FIU due diligence of US$5,000 and an application fee of 5,000 vatu.
  • No residence, language or education requirement. After approval you have 3 months to pay the contribution and take the oath; the oath is taken in a Vanuatu court, and the Citizenship Office has also accepted it by video link. Payments in US dollars only.
  • In our practice the realistic timeline is about two months, three with delays. That is experience, not a statutory term: the six to twelve months quoted in open discussions are usually caused by errors in documents and payments.
  • A Vanuatu passport no longer gives visa-free entry to the EU or the UK: Regulation (EU) 2025/11 moved Vanuatu to the visa-required list, and the UK introduced visas from 19 July 2023. The passport is valid for up to 5 years; Vanuatu recognises dual citizenship — India does not, so an Indian applicant surrenders the Indian passport.

What you get

The lowest threshold among government programmes

US$130,000 for a single applicant and US$180,000 for a family of four under the official Citizenship Office tariff, with no obligation to buy property.

A well-worn, fast procedure

FIU check, internal Screening Committee, Citizenship Commission decision, payment and oath. In our practice about two months, three with delays; the law sets no statutory term.

No residence, no exams

You do not need to live in Vanuatu, travel for an interview or pass a language test. The only mandatory step after approval is the oath and payment within three months.

Dual citizenship recognised by Vanuatu

Vanuatu's Constitution, as amended in 2013, recognises dual citizenship. Whether your own country does is a separate check — India does not, so for Indian nationals this is a change of citizenship, not an addition.

The family in one application

Spouse and children are included in one application under the Citizenship Office tariff; the contribution rises by fixed amounts rather than doubling.

An honest valuation of the passport

We do not sell Vanuatu as 'visa-free Europe'. The passport solves other tasks: status, a backup document, travel to countries that admit it without a visa — a list we verify on the filing date.

Official requirements

Facts verified October 8, 2026

Main applicant
An adult applicant with no criminal record and a documented lawful source of funds. The check is carried out by the Vanuatu Financial Intelligence Unit (FIU) under the new due diligence process introduced in 2025; since 2025 the Commission has strengthened vetting and payment verification.
The Indian question
India does not permit dual citizenship: acquiring Vanuatu citizenship by choice terminates Indian citizenship under the Citizenship Act, and the Indian passport is surrendered. The Overseas Citizen of India card then gives a lifelong visa and NRI-type economic rights, without political rights. We settle this before any fee is paid; for many families a residence programme is the better answer.
DSP contribution
A non-refundable contribution under the Citizenship Office tariff: US$130,000 single applicant, US$150,000 married couple, US$165,000 couple with one child, US$180,000 couple with two children, each additional applicant US$10,000. Paid after approval, within 3 months.
Fees
FIU due diligence — US$5,000. Application fee — 5,000 vatu. Passport — 7,000 vatu per booklet at normal service (up to 21 days), 10,000 vatu express (up to 14 days), 15,000 vatu urgent (up to 3 days). Agent and legal services are separate.
Submission only through a designated agent
Application forms are issued and lodged with the Citizenship Commission through agents on the Citizenship Office register. Copies of forms obtained other than from the Office or its agents are not accepted.
Payment in US dollars only
The Citizenship Office accepts programme payments only in USD; bitcoin and other cryptocurrencies are not recognised. Direct transfers to Vanuatu genuinely stall in international clearing — we plan the payment route in advance, and for resident Indians the contribution must also fit within the LRS limit of USD 250,000 per person per financial year.
Oath and the deadline after approval
After approval the applicant has 3 months to pay the contribution and take the oath. The oath is taken in a Vanuatu court; for applicants abroad the Office has accepted it by video conference — we confirm the current rule on the approval date.
Documents
Passports, birth and marriage certificates with apostille and translation, police clearance certificates, medical certificate, proof of source of funds, photographs, documents for every family member on Citizenship Office forms.

How the process works

  1. Diagnosis and the purpose of the passport1–2 days

We establish what task the document solves today, check nationality, criminal records, source of funds and family composition — and, for Indian nationals, the dual-citizenship consequence. If the goal is Europe, we say honestly that Vanuatu does not cover it.

  2. File preparation2–4 weeks

Citizenship Office forms, passports and certificates with apostille and translation, police clearances, medical certificate, proof of source of funds, photographs, LRS planning where the funds come from India.

  3. Submission through a designated agentwhen ready

An agent on the Office register lodges the application with the Citizenship Commission. The application fee of 5,000 vatu and the FIU due diligence fee of US$5,000 are paid.

  4. FIU check and Screening Committee3–6 weeks in practice

The Financial Intelligence Unit vets the applicant and the source of funds under the 2025 process, then the file goes to the internal Screening Committee. We answer requests immediately.

  5. Citizenship Commission decision, payment, oath3 months to complete

After approval, within 3 months the contribution is transferred (USD only) and the oath is taken — in a Vanuatu court or by video link if the Office allows it on the approval date.

  6. Certificate and passportup to 21 days for the passport

After the oath the certificate of citizenship is issued, then the passport: normal service up to 21 days, express up to 14, urgent up to 3 days. The passport is valid for up to 5 years.

How people actually use it

The official conditions are above. Below is how the programme works in real life, from our cases.

A passport is judged several years ahead

Visa-free travel to the EU and UK — once a big part of Vanuatu's appeal — is no longer available, whatever older marketing still claims. So we start with the question of what job the document does today, not with last decade's promises.

The typical scenario: a family in the Emirates

A family based in the UAE, for whom European visa-free access is not the goal, replacing or adding a passport for the status itself. In that role it is, in our practice, the most reliable and fastest second passport on the market: about two months, three with delays. For an Indian family the extra step is surrendering the Indian passport and switching to OCI.

Where the '6–12 months' comes from

Such timelines appear in open discussions, but they are usually tied to errors in documents and payments rather than to the programme itself. A correctly assembled file and a pre-checked payment route are what shorten the path.

Payment: clearing and LRS

Direct transfers to Vanuatu genuinely stall in international clearing, so we plan the payment route before filing. Resident Indians must also fit the contribution within the LRS cap of USD 250,000 per person per financial year, which for a family often means splitting the remittance between spouses. Indians resident in the UAE are generally outside LRS.

Andrey Boyko

Vanuatu shows why a second passport must be judged several years ahead. Visa-free travel to the EU and UK — once a big part of its appeal — is no longer available on the old terms, whatever older marketing still claims. So we start with the question: what job does this document do today? If the family's main need is free access to Europe, Vanuatu does not meet it.

For other goals it can be the most reliable and fastest second passport on the market: the procedure is well-worn, and in our practice the realistic timeline is about two months, three with delays. The typical scenario we see is a family based in the UAE replacing a passport where European visa-free access is not the goal. Note the Indian rule, though: as a citizenship, Vanuatu's passport means surrendering the Indian one.

One practical point: we plan the payment route in advance — direct transfers to Vanuatu genuinely stall in international clearing, and resident Indians must also fit the contribution within LRS limits.

Who the programme is for

Who this programme suits in our practice.

Families based in the UAE

Our typical scenario: a family in the Emirates for whom European visa-free travel is not the goal, taking a second passport for the status itself — a backup document and a tool in case the first passport becomes restrictive. For Indian nationals this means surrendering the Indian passport and moving to OCI.

Business owners who need a fast second passport

The procedure is well-worn; there is no residence or language requirement. With the documents and the payment prepared correctly, in our practice the passport arrives in two to three months.

Those counting the budget

The lowest entry threshold among active government citizenship programmes: US$130,000 for one person. But count the whole path — fees, oath, passports, the payment route and, for resident Indians, the LRS limit.

Who Vanuatu is not for

If your main goal is free entry to Europe or the UK, this passport does not do the job. We say so at the first consultation and suggest another route.

Citizenship for the whole family: who can be included

For Garant IN the family is a core value: Vanuatu citizenship is granted to your close family in the same application as yours. Below are the conditions under the Citizenship Office tariff as of 2 October 2026, without generic phrases.

  • Spouse

A spouse by registered marriage is included: the tariff for a married couple is US$150,000 instead of US$130,000 for one person, i.e. +US$20,000. Required: marriage certificate with apostille and translation, police clearance and documents on the family's source of funds. Every adult family member takes the oath. An Indian spouse surrenders the Indian passport too.

  • Children

Children are included on the birth certificate: a couple with one child pays US$165,000, with two children US$180,000, i.e. +US$15,000 per child. Each further applicant beyond that is US$10,000 under the Office tariff. Age limits for adult children are not published on the Citizenship Office website — we confirm the conditions for students over 18 with the Office on the filing date.

  • Parents

There is no separate tariff for parents on the Citizenship Office website: whether they can be included as dependent additional applicants, and the age threshold, is confirmed with the Office before filing. We do not promise parents' inclusion until it is confirmed for your specific case.

  • Family budget

Single applicant: US$130,000 + US$5,000 due diligence + 5,000 vatu application fee + 7,000 vatu passport. Couple: US$150,000 + fees. Couple with two children: US$180,000 + fees and four passports at 7,000 vatu each. Each further applicant US$10,000. The contribution is paid after approval, within 3 months, in US dollars only; agent and legal services are separate. For resident Indians: USD 250,000 per person per financial year under LRS, so a family contribution is usually split between spouses.

All family members are filed in one application and pass the FIU check together with the applicant. Garant IN's migration programme experts check every family member's documents against the Citizenship Office forms in advance, to rule out a refusal or delay for an individual applicant. Data verified on 2 October 2026 against the Fees and Charges and Application Process pages.

What we do that others will not

The programme's conditions are the same for everyone. The difference is whether this passport solves your task — and whether the money reaches Vanuatu without getting stuck.

  1. 'Why' first, filing second

If the family's main need is free access to Europe, Vanuatu does not meet it — we say so and suggest something else. If you need a reliable second passport for the status itself, in our practice this is the fastest route. For Indian nationals we first settle what surrendering the Indian passport means.

  2. A payment route for your case

Direct transfers to Vanuatu genuinely stall in international clearing, so we plan the route in advance; resident Indians must also fit the contribution within LRS limits. Promising speed to everyone, or claiming a systematic block, would both be wrong — the route and timing are checked case by case.

  3. Error-free documents are the main accelerator

The six to twelve months quoted in open discussions are usually caused by errors in documents and payments, not by the programme. We build the file on the Office's forms and check it before filing.

  4. Honest about visa-free travel

The EU and the UK withdrew visa-free access for Vanuatu because of this very programme. We treat that as part of the decision and do not carry old '130 countries visa-free' marketing lists onto this page.

  5. A 5-year passport — renewal planned from day one

A Vanuatu passport is valid for up to 5 years and cannot be renewed in the same booklet. We diarise the date and collect the documents for a new passport in advance — for a family that has given up its Indian passport, this is now its only one.

Wording pending approval.

What this programme is and who it suits

Vanuatu is an island state in the South Pacific that has granted citizenship for a non-refundable contribution to its development budget since 2015. The programme is called the Development Support Program; decisions are taken by the Citizenship Commission and applicants are vetted by the Vanuatu Financial Intelligence Unit. There is no residence, language or education requirement, and Vanuatu recognises dual citizenship.

The programme suits families who want a second passport for the status itself: a backup document, citizenship for the children, a tool in case the first passport becomes restrictive. Our typical scenario is a family living in the UAE. In our practice it is the most well-worn and fastest route — about two months, three with delays — when the documents are assembled correctly and the payment route is checked in advance.

It does not suit anyone whose main reason for a passport is visa-free entry to Europe or the UK: the EU and Britain withdrew visa-free access for Vanuatu precisely because of this programme. Nor does it suit an Indian citizen who wants to keep the Indian passport: India does not permit dual citizenship, so this is a change of citizenship with OCI afterwards, not an addition. We say both at the first consultation, not after payment.

What comes next

The passport after 5 years

A Vanuatu passport is valid for a maximum of 5 years and is not renewed in the same booklet: you apply for a new document. The citizenship itself continues. We diarise the date and prepare the documents in advance — this is the family's only passport once the Indian one has been surrendered.

Adding family members

A new spouse or a newborn child is added by a separate application under the Citizenship Office tariff. Conditions and amounts are verified on the date you ask.

If you need visa-free Europe

A Vanuatu passport does not solve that task. If it arises, we look at European residence permits or other citizenship programmes — bearing in mind that the EU is also pressing the Caribbean programmes to close.

Tax and banking

A second passport does not by itself change your tax residence. How banks in India, the UAE or elsewhere will treat the new citizenship is checked before filing, not after.

Who files your application

Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Vanuatu is prepared and filed together with agents authorised by the country's government and licensed local lawyers. The Citizenship Commission accepts applications only through designated agents listed by the Citizenship Office. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.

Frequently asked questions

Does a Vanuatu passport give visa-free entry to the EU and the UK?

No. The EU suspended visa-free travel for Vanuatu from 4 May 2022 and, by Regulation (EU) 2025/11 of 19 December 2024, moved the country permanently to the visa-required list — precisely because of the citizenship-by-investment scheme. The UK introduced visas for Vanuatu nationals from 19 July 2023. If the main goal is Europe, this passport does not do the job.

Can an Indian citizen hold a Vanuatu passport and keep the Indian one?

No. India does not allow dual citizenship: voluntarily acquiring another citizenship terminates Indian citizenship, and the Indian passport must be surrendered. The Overseas Citizen of India card then gives a lifelong multiple-entry visa and parity with NRIs in most economic matters, but no voting or public-office rights. Vanuatu itself recognises dual citizenship, but that does not change the Indian rule. For families who want mobility and a base, a residence programme often solves the task without this trade-off.

Then what is a Vanuatu passport for?

For the status itself: a backup document, a second citizenship for the family, a tool in case the first passport becomes restrictive. Our typical scenario is a family living in the UAE, where European visa-free access is not the goal. In that role it is, in our practice, the most reliable and fastest second passport on the market.

What does Vanuatu citizenship really cost?

Under the Citizenship Office tariff: a contribution of US$130,000 for one person, US$150,000 for a couple, US$180,000 for a couple with two children, US$10,000 for each further applicant. Plus FIU due diligence of US$5,000, an application fee of 5,000 vatu and a passport at 7,000 vatu per booklet. Agent and legal services are costed separately — we send the full budget for your family composition.

How long does it take?

The law sets no statutory term. In our practice — about two months, three with delays. After approval you have 3 months for payment and the oath, then the passport is issued within up to 21 days at normal service. The '6–12 months' from open discussions is usually caused by errors in documents and payments.

When and how is the contribution paid?

After the Citizenship Commission's decision, within 3 months, in US dollars only — the Office does not accept cryptocurrency. Direct transfers to Vanuatu genuinely stall in international clearing, so we plan the route before filing. Resident Indians remit under LRS — USD 250,000 per person per financial year — so a family contribution is usually split between spouses; Indians resident in the UAE are generally outside LRS.

Do I have to travel to Vanuatu?

Not for filing or the check. As a general rule the oath is taken in a Vanuatu court; for applicants abroad the Citizenship Office has accepted the oath by video conference. We confirm which rule applies on your approval date and arrange it.

What is the check, and what leads to refusal?

The check is carried out by the Vanuatu Financial Intelligence Unit (FIU) under the due diligence process updated in 2025, then the file goes to the Screening Committee and the Citizenship Commission. Grounds for refusal are criminal records, an undocumented source of funds and false statements. We check these at the free audit before any fee is paid.

How long is the passport valid and how is it renewed?

A Vanuatu passport is valid for a maximum of 5 years. Machine-readable passports are not renewed in the same booklet — you apply for a new document, and the citizenship continues. Issuance fee: 7,000 vatu at normal service. We diarise the date and collect the documents in advance; for a family that has surrendered its Indian passport this is now its only passport.

Where can I travel with a Vanuatu passport?

The list of visa-free destinations changes, and after the EU and UK decisions the old marketing tables are unreliable. We verify the list on the filing date against official sources and show which destinations matter for your family.

Can parents or adult children be included in a Vanuatu citizenship application?

Children are included under the Citizenship Office tariff. Age limits for adult children and the conditions for including parents are not published on the Office website — we confirm them with the Office for your specific case before filing and do not promise in advance. Each additional applicant beyond a family of four is US$10,000.

How does the contribution change when applying with a family?

Under the Citizenship Office tariff: single applicant US$130,000, couple US$150,000, couple with one child US$165,000, couple with two children US$180,000, each further applicant US$10,000. FIU due diligence of US$5,000 and the 5,000 vatu fee are per application; the passport is 7,000 vatu per person. For resident Indians the total must fit within LRS — USD 250,000 per person per financial year.

Do you offer a refund if the application is refused?

Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
