Armenia residence permit for business owners and investors: temporary and permanent status

An Armenian residence permit based on your own business: you register a company or a sole proprietorship, receive temporary status for 1 year and then permanent status for 5 years. There is no investment threshold in the law, the decision is issued within 30 days and the family qualifies under the same rules. A hub for structuring a business and bank accounts between India, the Gulf and Europe. This is residence, not citizenship: the Indian passport stays. Under the amendments to the legislation on foreigners, the procedure for granting residence statuses and quotas changes from 1 November 2026. Lawyers recommend preparing document packages in advance.

What you get

No investment threshold

The law does not require buying property, paying into a fund or holding capital on an account. The ground is an operating business: a sole proprietorship or a company you own and manage.

Decision within 30 days

The processing term for temporary and permanent status is fixed in Article 17 of the Law. By the standards of investment programmes this is a short route.

Visa-free entry for Gulf residents and filing inside the country

From 1 July 2026 to 1 July 2027 Indian nationals with a UAE or other qualifying residence permit enter without a visa for up to 180 days. The permit is filed directly in Yerevan, with no consular stage.

Work in your own company without a permit

Founders and executives of companies with foreign capital do not need a work permit. Holders of permanent and special status work freely.

Path to permanent residence and citizenship

Permanent status for 5 years is available on the same ground. Citizenship comes after 3 years of permanent residence, and Armenia allows dual citizenship; whether to keep the Indian passport is a separate decision under Indian law.

Clear taxes for business

Profit tax 18%, income tax 20%, and for small businesses the turnover tax or micro-entrepreneurship regime. Tax residence starts at 183 days in a year.

Official requirements

Facts verified October 12, 2026

A registered business in Armenia
A sole proprietorship or a limited liability company registered with the State Register Agency of Legal Entities (online at e-register.moj.am). A foreigner may be the sole founder and director. For applications filed before 01.11.2026 the law sets no minimum capital or turnover (from 01.11.2026, according to Armenian lawyers, AMD 2,000,000 in company capital or AMD 1,000,000 for a sole proprietor; the official text of the law has not been published on the legal portal), but the Migration Service assesses the documents under the procedure set by the Government, so the business must genuinely exist: an address, operations, reporting.
Grounds for residence of 1 year or more
Under Article 15, temporary status is granted if the foreigner substantiates circumstances for residing in Armenia for one year or more. For a business these are registration, contracts, a bank account and tax returns.
Lawful entry and stay
Nationals of visa-free countries may stay in Armenia up to 180 days a year (Art. 7 of the Law). Indian nationals need an entry visa, including an e-visa via evisa.mfa.am, unless they qualify for the temporary exemption for Gulf, EU and US residence-permit holders. The application is filed with the Migration and Citizenship Service in Yerevan (14 Tairov Street) by appointment.
Document package
Application form, 3 colour photos 35×45 mm, passport with a notarised Armenian translation, medical certificate, documents proving the ground, receipt of the state duty. For special status: 6 photos and proof of Armenian descent or economic activity.
Permanent status through business
Article 16 distinguishes two routes: relatives of Armenian citizens, with housing, means of subsistence and 3 years of lawful residence; and ethnic Armenians or persons carrying out entrepreneurial activity, with no three-year requirement. How the Migration Service applies this to a new business is checked case by case before filing.
Renewal and keeping the status
Until 01.11.2026 the application to renew a temporary or permanent card is filed no later than 30 days before expiry; from 01.11.2026 there is no renewal, only a new application under the rules and quota then in force (according to Armenian lawyers; the official text of the law has not been published on the legal portal). The law sets no minimum stay for temporary status; a permanent-status holder absent from Armenia for more than 6 months must notify the Migration Service in writing (Art. 17).
Work permit
Temporary status based on business does not by itself exempt you from a work permit for employment. The exceptions under Article 23 are founders and executives of companies where foreign capital holds more than half of the votes, nationals of states with relevant treaties (EAEU), and holders of permanent and special status.
Special status
Granted to ethnic Armenians and to foreigners carrying out economic or cultural activity in Armenia, by decision of the Prime Minister for 10 years. The holder receives a special passport, enters without a visa and enjoys the rights of citizens except electoral rights. From 01.11.2026 special status is abolished and passports already issued remain valid until expiry (according to Armenian lawyers; the official text of the law has not been published on the legal portal).

How the process works

  1. Diagnosis and choice of route1–2 days

We check nationality and entry regime, goals (business, accounts, family relocation) and source of funds. We decide: sole proprietorship or company, temporary status or permanent at once, whether special status is realistic.

  2. Business registrationonline

We register the sole proprietorship or company through the State Register Agency (e-register.moj.am), open the bank account, register for tax and choose the regime: turnover tax, micro-entrepreneurship or general system.

  3. Document preparation1–3 weeks

Notarised Armenian translation of the passport, medical certificate, photos 35×45 mm, proof of business operations, receipt for the duty (AMD 105,000 for applications filed before 01.11.2026).

  4. Filingby appointment

With the Migration and Citizenship Service of the Ministry of Internal Affairs (Yerevan, 14 Tairov Street) while lawfully in the country: on a visa, an e-visa or under the temporary exemption for Gulf and EU residence-permit holders. From 01.11.2026 applications are accepted through the Service's new electronic system (MIA notice of 19.06.2026).

  5. Processing30 days

The decision by law is issued within 30 days (Art. 17). We answer the Service's requests and track the deadlines.

  6. Card, registration and renewal1 + 5 years

You receive the temporary resident card and are registered. 30 days before expiry we file for renewal or for the 5-year permanent card (AMD 140,000 for applications filed before 01.11.2026; from 01.11.2026, according to Armenian lawyers, renewal is replaced by a new application and the permanent status duty is AMD 250,000). After 3 years of residence, the citizenship application.

How people actually use it

There are no expert case notes for Armenia on this page yet. Below is only what follows from the law and official procedures, without invented stories.

Business is a ground, not a formality

The law names the ground as engaging in entrepreneurial activity, while the list of documents and the procedure are set by the Government (Art. 17). So the file contains not just the registration certificate but proof that the business operates.

Permanent status through business needs no three years under the text of the law

The requirement of 3 years of residence, housing and means in Article 16 applies to relatives of Armenian citizens. For entrepreneurs the law contains no such condition. How this applies to a newly created company is confirmed for each case before filing.

The work permit is a separate question

Temporary status based on business is not among the grounds exempting from a work permit for employment (Art. 23). Exempt are founders and executives of companies with more than 50% foreign capital votes, EAEU nationals and holders of permanent and special status.

30 days is a statutory term, not a promise

The term in Article 17 applies to temporary and permanent status and not to residence based on a work permit. For special status the MFA states usually 3–4 months, and this may take longer.

Citizenship after 3 years, only by law

Article 13 of the Law on Citizenship: age 18, the last 3 years of permanent residence under the established procedure, the ability to communicate in Armenian, familiarity with the Constitution. Armenia recognises dual citizenship, India does not, and we do not guarantee the timing or the outcome.

Who the programme is for

Who this programme suits in our practice.

Business owners and sole proprietors

You register a company or a sole proprietorship in Armenia and run real operations through it: trade, services, IT, manufacturing. This is a direct ground for temporary and permanent status, with no property purchase and no fund contribution.

Investors and capital managers

A voting stake in an Armenian company, assets managed through a local structure. Founders and executives of companies with foreign capital work in them without a work permit (Art. 23 of the Law).

Indian and Gulf-based families relocating

Indian nationals need a visa to enter Armenia, but UAE and other Gulf residents with a residence permit valid for at least 6 months enter visa-free from 1 July 2026 to 1 July 2027 and may stay up to 180 days. The application is filed inside the country.

IT and remote professionals

A sole proprietorship, the turnover tax regime or micro-entrepreneurship, 20% income tax. The status is issued on the same ground: entrepreneurial activity.

Residence for the whole family: who can be included

For Garant IN the family is a core value. In Armenia the status of relatives is issued under Article 15 of the Law on Foreigners: the spouse and close relatives of a permanent or special status holder receive a temporary residence permit. Below is what this means in practice under the law, without generic phrases.

  • Spouse

The spouse of an Armenian citizen or of a foreigner with permanent or special status receives temporary residence under point (d) of Article 15(1), for 1 year with renewals. While you hold only a temporary card for business, we find the spouse a ground of their own: a stake and position in the company, their own sole proprietorship, study or employment. After a divorce following a year of marriage and residence in Armenia the spouse may renew the status independently (Art. 15(3)).

  • Children

Children are on the list of close relatives (parent, child, brother, sister, grandparent, grandchild) of a permanent or special status holder. The law sets no age limit for children; each child receives their own card and pays the AMD 105,000 duty (for applications filed before 01.11.2026). How the Migration Service treats adult children is checked before filing.

  • Parents and other close relatives

Parents, brothers and sisters, grandparents and grandchildren of an applicant with permanent or special status apply for temporary residence on the same ground. The law contains no conditions on age or dependency. If the main applicant holds temporary status, parents need a route of their own.

  • Family budget

There is no income or investment threshold for the family: only the duties are added (for applications filed before 01.11.2026, AMD 105,000 per temporary card and AMD 140,000 per permanent card; from 01.11.2026, according to Armenian lawyers, AMD 150,000 and AMD 250,000). Permanent status for relatives is available after 3 years of lawful residence with housing and means of subsistence (Art. 16) or through their own business. Family documents: apostilled marriage and birth certificates with notarised Armenian translation, medical certificates, photos.

Family members file separate applications and each receives their own card; the processing term is 30 days by law. Garant IN's migration programme experts check each relative's documents against the list approved by the Government of Armenia in advance to rule out a refusal for an individual applicant. Data verified on 12 October 2026 against the Law of Armenia on Foreigners and the Armenian MFA.

Garant IN

What we do that others will not

The law is the same for everyone. The difference is which business, in which form, you present to the Migration Service, and how you build the route from the first card to citizenship.

  1. Business form for the task, not a template

Sole proprietorship or company, turnover regime or general system, whether you need founder status to work without a permit: all decided before registration. A wrong business form means extra tax and trouble at renewal.

  2. Business and accounts in one architecture

Armenia is a hub for structuring a business and bank accounts. We prepare the company, proof of source of funds and the bank file in advance; opening the account remains the bank's decision and we do not promise it, but we build the file so that no questions remain. For Indian families, remittances fall under LRS and are planned together with the structure.

  3. Route temporary → permanent → citizenship

We calculate the timing: when to file for the permanent card, how not to lose the status while travelling, when the 3 years for naturalisation are reached and what the language requirement means.

  4. Tax plan before relocation

Tax residence starts at 183 days. We show what changes for your income abroad, which regime to choose for the business and how it fits with tax in your country of citizenship.

  5. Family by law, not by promises

Spouse, children and parents receive status as close relatives of a permanent or special status holder. If you only hold a temporary card for now, we find them a ground of their own.

Wording pending approval.

What this status is and who it suits

Armenian residence for business is the everyday name. In the Law on Foreigners it is temporary and permanent residence on the ground of engaging in entrepreneurial activity. A foreigner registers a sole proprietorship or a company in Armenia, shows that the business operates, and receives a temporary resident card for a year and then a permanent card for five years. The law as in force until 1 November 2026 requires neither an investment amount nor a property purchase, which is the main difference from golden visas.

The programme suits three types of applicant. The first is a business owner who needs a presence in a country with clear taxes, a short decision term and the right to work in their own company without a work permit. The second is an investor or capital manager who structures a business and bank accounts through an Armenian company, with the Gulf and Europe within easy reach. The third is a family relocating together: the spouse, children and parents receive status as close relatives of the permanent card holder.

It does not suit those looking for a card without presence, since the business must genuinely exist and file its returns, nor those expecting a passport in exchange for money: Armenian citizenship is acquired only by law, after three years of permanent residence and with the Armenian language, and for Indian nationals it would mean giving up the Indian passport.

What comes next

Renewal of temporary status

Until 01.11.2026: application no later than 30 days before the card expires, duty AMD 105,000. From 01.11.2026 there is no renewal, only a new application under the rules and quota then in force (according to Armenian lawyers; the official text of the law has not been published on the legal portal). The ground must remain: the business operates and files its returns.

Permanent status for 5 years

A 5-year card renewed for the same term, duty AMD 140,000 for applications filed before 01.11.2026 (from 01.11.2026, according to Armenian lawyers, AMD 250,000). If absent from Armenia for more than 6 months, you must notify the Migration Service in writing.

Special status for 10 years

For applications filed before 01.11.2026, for those with notable economic activity in Armenia: decision of the Prime Minister, a special passport, the rights of citizens except electoral rights, visa-free entry. From 01.11.2026, according to Armenian lawyers, the status is abolished; passports already issued remain valid until expiry.

Citizenship after 3 years

After 3 years of permanent residence, an application via mcs-citizenship.am, duty AMD 50,000. Armenian language and familiarity with the Constitution are required. Armenia recognises dual citizenship; India does not, so naturalising means giving up the Indian passport and switching to OCI.

Who files your application

Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Armenia is prepared and filed together with licensed local lawyers and authorised agents. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.

Frequently asked questions

What counts as entrepreneurial activity: a sole proprietorship or a company?

Either. The law speaks of engaging in entrepreneurial activity without specifying the form. In practice this is a sole proprietorship or a limited liability company registered in Armenia where you are founder and director. We choose the form by tax regime and by whether you need the exemption from a work permit, which is given to founders and executives of companies with more than half of the votes in foreign hands.

Do I have to invest a set amount?

For applications filed before 01.11.2026, no. The Law on Foreigners as currently in force contains no minimum investment, share capital or turnover. The condition is genuine activity: registration, a bank account, contracts, tax reporting. Figures such as USD 10,000 quoted on agency websites are not a legal requirement. From 01.11.2026, according to Armenian lawyers, residence through business requires AMD 2,000,000 in company capital or AMD 1,000,000 for a sole proprietor; the official text of the law has not been published on the legal portal.

What changes from 1 November 2026?

On 19 June 2026 the Migration and Citizenship Service of the Armenian MIA announced that, following amendments to the Law on Foreigners, applications for residence status are accepted through a new electronic system from 1 November 2026, and the migration.e-gov.am platform and the Early One app stop working from that date. The other parameters are known from Armenian lawyers: special status is abolished (passports already issued remain valid until expiry), renewal is replaced by a new application, annual quotas are introduced, residence through business requires AMD 2,000,000 in company capital or AMD 1,000,000 for a sole proprietor, and the duties become AMD 150,000 for temporary and AMD 250,000 for permanent status plus card issuance. According to the same lawyers, applications filed before 1 November are reviewed under the previous rules. The official text of the law has not been published on the legal portal.

How do I enter Armenia as an Indian national?

Under the bilateral agreement only Indian diplomatic passports are visa-free, so an ordinary passport needs a visa, including an e-visa via evisa.mfa.am. From 1 July 2026 to 1 July 2027 there is a temporary exemption: nationals of India and 110 other countries holding a residence permit of the UAE, Bahrain, Qatar, Saudi Arabia, Kuwait, Oman, the EU, Schengen states or the USA valid for at least 6 months from entry enter without a visa and may stay up to 180 days a year. The permit must be shown as a card or a passport sticker with Latin-script details.

How long is the decision?

30 days by law for temporary and permanent status (Art. 17). The term does not apply to residence based on a work permit. For special status the Armenian MFA states usually 3–4 months, and it may take longer if the case needs additional review.

Do I need a work permit?

It depends on where you work. Founders and executives of companies where foreign capital holds more than 50% of the votes work in their companies without a permit (Art. 23). Nationals of EAEU states are exempt under the EAEU Treaty. Holders of permanent and special status work without restrictions. Temporary status based on business does not by itself give the right to be employed by another employer.

What taxes do the business and I pay?

Under the Tax Code of Armenia: profit tax 18% (23% for sole proprietors on the general system), income tax 20%, dividends to non-residents 5%. A business with turnover up to AMD 115 million a year may opt for the turnover tax (trade 10%, manufacturing 7%, rent, interest and royalties 10%, catering 12%), and up to AMD 24 million for the micro-entrepreneurship regime. You become a tax resident after 183 days or more in Armenia; your Indian tax residence is checked separately.

Can I apply for permanent status straight away?

For applications filed before 01.11.2026, under the text of Article 16, yes: for persons carrying out entrepreneurial activity there is no three-year condition, which is set for relatives of Armenian citizens. The duty is AMD 140,000 (from 01.11.2026, according to Armenian lawyers, AMD 250,000) and the card is valid 5 years. How the Migration Service applies the rule to a newly created business is confirmed for each case before filing; usually the temporary card comes first.

How long must I stay in Armenia to keep the status?

For temporary status the law sets no minimum stay; what matters is keeping the ground and renewing the card 30 days before expiry (from 01.11.2026, according to Armenian lawyers, renewal is replaced by a new application). A permanent-status holder absent from the country for more than 6 months must notify the Migration Service in writing (Art. 17(5)). Naturalisation needs 3 years of permanent residence, so long absences are planned in advance.

How do I obtain citizenship and must I give up my passport?

Under Article 13 of the Law on Citizenship, a person over 18 who has permanently resided in Armenia for the last 3 years, can communicate in Armenian and has read the Constitution may apply. The duty is AMD 50,000 and from 1 January 2026 the application is filed only via mcs-citizenship.am. Armenia recognises dual citizenship (Art. 13.1). India does not: acquiring Armenian citizenship means giving up the Indian passport and switching to OCI. The decision is taken by the state and we do not guarantee the timing or the result.

What does special status give and who can get it?

For applications filed before 01.11.2026, special residence is granted to ethnic Armenians and to other foreigners carrying out economic or cultural activity in Armenia, by decision of the Prime Minister for 10 years. The holder receives a special Armenian passport, enters without a visa and has the rights and duties of citizens except the right to vote and stand for election. The duty is AMD 150,000; processing, according to the MFA, usually takes 3–4 months. From 01.11.2026, according to Armenian lawyers, special status is abolished; special passports already issued remain valid until expiry. The official text of the law has not been published on the legal portal.

Do I need an Armenian bank account and how do remittances from India work?

The permit itself does not require an account, but an operating business needs one: operations run through it and it evidences activity. Opening an account is the bank's decision after its checks, so we prepare proof of source of funds and the company structure in advance without guaranteeing the bank's result. Transfers from India fall under the Liberalised Remittance Scheme and are planned together with the structure.

How long does the whole process take?

Business registration is online, translations and certificates take 1–3 weeks, processing is 30 days by law. A realistic term from the first meeting to the card is about 2 months once you are in Armenia; it depends on the appointment with the Migration Service and document requests. We do not promise one-week timelines.

Can parents or adult children be included in an Armenian residence application?

Yes, if the main applicant holds permanent or special status: parents, children, brothers and sisters, grandparents and grandchildren are named in the law as close relatives and receive temporary residence (Art. 15(1)(d)). There are no age limits or dependency conditions in the law. If the main applicant holds temporary status, relatives need a ground of their own: business, employment or study.

How does the threshold or amount change when applying with a family in Armenia?

For applications filed before 01.11.2026 it does not: there is no investment threshold in the programme. Only the state duties are added, AMD 105,000 per temporary card and AMD 140,000 per permanent card, plus translations and apostilles of certificates. From 01.11.2026, according to Armenian lawyers, the duties will be AMD 150,000 and AMD 250,000, and a minimum capital is introduced for the main business applicant (the official text of the law has not been published on the legal portal). No separate income for family members has to be proven under the law unless they take the housing-and-means route to permanent status.

Do you offer a refund if the application is refused?

Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
