No property and no 'golden visa'
The law contains no property option: only bonds, a stake in a company, a start-up or a donation qualify. That protects you from 'flat plus residence' schemes that Italian law does not provide for.
An Italian residence permit for investors under Article 26-bis of the Consolidated Immigration Act: you choose one of four qualifying investments, the inter-ministerial Committee issues its clearance (nulla osta) within 30 days, and you receive a 2-year permit renewable for 3 years. No property purchase, no minimum stay, the right to work and run a business, and the Indian passport stays untouched because this is residence, not citizenship.

The Committee at the Ministry of Enterprises decides on the nulla osta within 30 days of a complete file. Filing is online, without intermediaries and without a government fee.
Once the investor permit is issued, the continuous-presence obligation does not apply. The status lasts as long as the investment is maintained.
The investor permit gives the same rights as a self-employment permit: you can manage a company, sign contracts and take up employment.
New residents can opt for the regime of Article 24-bis of the Italian Income Tax Code: EUR 300,000 a year instead of progressive tax on all foreign income, plus EUR 50,000 per family member included, for up to 15 years. These are the rates for those who move from 1 January 2026 (Law 199/2025); earlier movers pay EUR 200,000 or EUR 100,000, and EUR 25,000 per family member.
This is a residence permit, not citizenship: the family gains an EU base, Schengen travel of up to 90 days in any 180, and the Indian passport is untouched. Long-term residence after 5 years and naturalisation after 10 remain separate steps.

We check nationality, source of funds, family composition and goals. We decide: bonds, company, start-up or donation.
Statements and portfolio, source-of-funds documents and expert report, apostilled police certificates (MEA apostille for Indian documents, MOFA legalisation for UAE documents), translations into Italian or English, description of the investment and the recipient's consent.
We open your personal account on the portal, upload the documents and sign the declaration electronically. The Secretariat confirms formal admissibility within one working week.
The Committee decides within 30 days; a request for documents suspends the term and you have 30 days to reply. The outcome is a nulla osta valid for 6 months.
We file the visa application at the Italian consulate for your place of permanent residence — the Embassy in New Delhi, the Consulates General in Mumbai and Kolkata, or the Embassy in Abu Dhabi and the Consulate General in Dubai. The passport must be valid for 2 years and 3 months. The investor visa is issued for 2 years.
Within 8 working days of entry we request the permit at the Questura. Within 3 months we complete the investment, deposit the securities with an Italian institution and upload the proof. The permit runs for 2 years from the date of entry.
We request the Committee's nulla osta for renewal and file at the Questura. Renewal is for 3 years while the investment is maintained.
The official conditions are above. Below is how the programme works in real life, from our cases and research.
Italian law has no 'residence for buying property' ground. If you are offered a status through a developer, the question is which Article 26-bis option is actually used and who receives the money. We do not structure routes that do not exist in the law.
In our experience the Italian authorities scrutinise the origin and stability of money very closely. One gap in the 'where did the money come from' chain triggers a request, and a request stops the 30-day clock. We assemble the file with a margin on document quality.
One investment, one recipient. Changing your mind and moving the money into another instrument without losing the status is not possible: that is a new application. So the instrument is chosen before filing, not after approval.
The EUR 300,000 flat tax (for those who move from 1 January 2026) is an election, not an automatic relief, and it suits those whose foreign income is genuinely large. We calculate the tax consequences of Italian residence for every income source in advance, including Indian and UAE income.
We prepare such applications with a margin on the amount and the quality of documents, and we calculate the tax consequences of Italian residence in advance.

Who this programme suits in our practice.
You invest EUR 500,000 in the share capital of an operating Italian company, listed or unlisted, and obtain a status for yourself and your family. The company must be active and have filed at least one set of accounts.
The lowest threshold is EUR 250,000 in an innovative start-up from the official register startup.registroimprese.it. For people who invest in technology anyway and want an EU status alongside it.
The investor permit carries no minimum-stay requirement. You hold the investment, renew the status and come to Italy when you choose. For Indian families it is residence, so no passport is surrendered.
New residents can opt for a flat tax: for those who move from 1 January 2026, EUR 300,000 a year on all foreign income plus EUR 50,000 per family member included, for up to 15 years. We work out whether it suits you before you move.
Our fee depends on the investment instrument and the family composition. We send the quote in reply to your message.

Request a quoteFor Garant IN the family is a core value: the law expressly provides a visa for family reasons for the investor's relatives (Article 26-bis(8) and Article 30 of Legislative Decree 286/1998), with the family definition and conditions set out in Article 29. Below are the 2026 rules, without generic phrases.
A spouse aged 18 or over, not legally separated. Income and housing are proven by the main applicant. The family permit lasts as long as your permit and gives the right to work, employed or self-employed (Article 30(2)). Since 2026 Article 28(1-bis) requires the applicant to have 2 years of continuous legal residence before requesting reunification with a spouse — how this applies to investors' families is being verified with our Italian partner.
Unmarried minor children, including the spouse's children and children born outside marriage, with the other parent's consent. For children under 18 the 2-year residence requirement does not apply. Adult children only where total incapacity for health reasons objectively prevents them from supporting themselves. Italian law has no 'up to 25' threshold, and we do not promise one.
Parents are included if they have no other children in the country of origin, or if they are over 65 and their other children cannot support them for documented serious health reasons. Proof of dependency is required. The 2-year legal residence requirement of Article 28(1-bis) applies to parents.
The investment itself does not grow with the family: one amount, whoever you include. Reunification requires annual income not below the social allowance (EUR 7,101.12 in 2026) plus half for each family member: spouse — EUR 10,651.68; spouse and one child — EUR 14,202.24; spouse and two children — EUR 17,752.80; with two or more children under 14, at least EUR 14,202.24. Plus housing meeting sanitary and space standards. Each family member gets a permit at the same rate as yours: EUR 126.46 for a 2-year card. Under the Article 24-bis flat tax, EUR 50,000 a year per included relative for those who move from 1 January 2026 (previously EUR 25,000). Remittances from India are planned within each person's LRS limit.
The nulla osta for reunification is issued by the Sportello Unico per l'Immigrazione within 150 days (Article 29(8)). Family permits last as long as your permit and are renewed with it. Garant IN's migration programme experts check each family member's documents against the 2026 rules in advance to rule out a refusal for an individual applicant. Verified on 2 October 2026 against Legislative Decree 286/1998 (Articles 26-bis, 28, 29, 30) and INPS data on the social allowance.
The programme's conditions are the same for everyone. The difference lies in choosing the instrument and assembling the source-of-funds file so that the Committee does not send the application back.
Bonds are the most predictable option, but the threshold is EUR 2 million. A stake in a company or a start-up starts at EUR 250,000, but it is genuine business risk and the money must stay in the asset for the life of the permit. We cost both scenarios against your capital and horizon rather than selling the 'cheapest entry'.
The Committee and its Secretariat examine ownership, transferability and lawful origin of every tranche. If the money has been in the account for less than 3 months, transaction documents and an independent expert report are needed. We prepare explanations of difficult episodes in advance, not after a request arrives.
For resident Indians the transfer itself needs planning under the LRS limit of USD 250,000 per person per financial year: EUR 500,000 may need to be spread across family members or financial years, or come from funds already held abroad. We map the route before the application, not after the nulla osta.
The EUR 300,000 flat tax (for those who move from 1 January 2026) is not for everyone: with modest foreign income the ordinary scale is cheaper. Before filing we work out when tax residence starts (183 days), whether a ruling from the Agenzia delle Entrate is needed, and what it means for income in India or the UAE.
The rule requiring 2 years of residence before a spouse joins is recent, and practice for investors' families is still forming. We plan who travels first, who joins later and which documents each person needs, instead of promising 'the whole family in a month'.
Wording pending approval.
The Investor Visa is Italy’s official route for investors, set out in Article 26-bis of the Consolidated Immigration Act since 2017. The state issues a 2-year visa and residence permit to those who invest in Italian government bonds, an operating company or an innovative start-up, or who donate to a project of public interest. The decision is taken by an inter-ministerial Committee at the Ministry of Enterprises, and it is taken quickly: 30 days from a complete file.
Three kinds of applicants choose it. First, an investor or business owner ready to put EUR 500,000 into an Italian company or EUR 2,000,000 into bonds, who wants an EU status without an obligation to live in the country. Second, someone who already invests in technology: the threshold for an innovative start-up is EUR 250,000. Third, a family with substantial worldwide income, for whom Italy’s flat tax (EUR 300,000 a year for those moving from 2026) makes relocation worthwhile. For Indian families there is a built-in advantage: this is residence, so the Indian passport stays.
It does not suit anyone looking for a ‘golden visa for a flat’: buying property is not a qualifying investment and is not accepted as proof of funds. For resident Indians, the EUR 500,000 remittance itself needs planning under LRS, and we do that before the application.
At least 60 days before the permit expires we request the Committee's nulla osta for renewal, confirming the investment was maintained throughout. Then the application to the Questura. Renewal is for 3 years.
After 5 years of legal residence, the indefinite EU long-term resident permit (Article 9 of Legislative Decree 286/1998): income not below the annual social allowance (EUR 7,101.12 in 2026), suitable housing, Italian at A2 level. After that the investment no longer needs to be held.
Law 91/1992 (Article 9) allows naturalisation after 10 years of legal residence, with Italian at B1 level; the procedure takes up to 24 months, extendable to 36. Italy does not require renunciation of a previous citizenship, but India does not allow dual citizenship, so an Italian passport would mean surrendering the Indian one.
Moving the money into a different instrument means a new Investor Visa application. We therefore plan the investment horizon for the full life of the permit, not just the first two years.

International migration consultancy since 2015.
Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Italy is prepared and filed together with licensed local lawyers and authorised agents. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.
No. Article 26-bis lists four grounds: EUR 2,000,000 in government bonds, EUR 500,000 in a company, EUR 250,000 in an innovative start-up and EUR 1,000,000 as a donation. Property is neither a qualifying investment nor accepted as proof of funds. 'Residence for a flat' offers in Italy have no legal basis.
Under the Committee's rules: the file check takes one working week and the decision 30 days. Then the consular appointment and processing, and after entry 8 working days to request the permit and 3 months for the investment. With dossier preparation, a realistic path from the first meeting to the visa is several months and depends on the quality of the source-of-funds documents: every Committee request stops the 30-day clock.
The continuous-presence requirement does not apply to the investor permit (Article 26-bis(5-bis), the Committee's policy guidance). The one condition is to maintain the investment. But EU long-term residence after 5 years and citizenship after 10 require real periods of residence, and spending more than 183 days a year in Italy makes you tax resident there.
Yes. The investor permit holder has the same rights as a self-employment permit holder: running a business, holding company positions, taking up employment. No separate work authorisation is needed.
The permit is revoked and cannot be renewed. The investment must be completed within 3 months of entry and maintained for the entire validity of the permit. Replacing it with another investment means a new Investor Visa application.
If you spend more than 183 days a year in Italy you become tax resident and declare worldwide income. New residents who were not Italian tax residents for 9 of the last 10 years can opt for the regime of Article 24-bis: a flat EUR 300,000 a year on all foreign income plus EUR 50,000 per family member included, for those who move from 1 January 2026 (2026 Budget Law 199/2025). Those who moved between 10 August 2024 and 31 December 2025 pay EUR 200,000 and EUR 25,000; before 10 August 2024, EUR 100,000 and EUR 25,000. The regime lasts up to 15 years. Income earned in Italy is taxed under the ordinary rules. The interaction with Indian or UAE tax residence is assessed separately.
The Liberalised Remittance Scheme caps outward remittances at USD 250,000 per person per financial year, and TCS may apply above the prescribed threshold. EUR 500,000 therefore usually needs to be spread across two family members or two financial years, or come from funds already held abroad. Because the investment must be completed within 3 months of entry, we plan the remittance route before the application and document each tranche for the Committee.
Yes. Since 2020 the application may be filed by the legal representative of a foreign legal entity making the investment (Article 40-quater of Decree-Law 76/2020). The representative's authority must be proven by the articles of association and incorporation documents.
The nulla osta application is filed online through the Committee's portal, free of charge, in Italian or English. The visa is issued by the Italian consulate for your place of permanent residence: in India the Embassy in New Delhi or the Consulates General in Mumbai and Kolkata; in the UAE the Embassy in Abu Dhabi or the Consulate General in Dubai. After entry, bonds or shares must be deposited with a financial institution domiciled in Italy, so an Italian account is needed; we open it in advance.
Certificates of no criminal convictions and no pending charges from every country where you lived for more than 12 consecutive months in the last 10 years from the age of 18; periods in Italy are not needed. A bank statement covering 3 months, issued no more than 30 days before filing. Everything in Italian or English or with a certified translation: Indian documents with an apostille from the Ministry of External Affairs, UAE documents legalised through the UAE Ministry of Foreign Affairs.
The Committee's examination is free. The consular fee for the national visa is EUR 116. The 2-year permit costs EUR 126.46: EUR 30.46 for the electronic card, EUR 16 stamp duty, EUR 30 postal fee and a EUR 50 contribution for a permit of 1 to 2 years. The investment amount and professional fees are separate.
10 years of legal residence (Law 91/1992, Article 9), Italian at B1 level, and a procedure of up to 24 months, extendable to 36. Italy does not require renunciation of a previous citizenship, but India does not allow dual citizenship, so an Italian passport means surrendering the Indian one. The investor permit and the EU long-term permit after 5 years are residence, so the Indian passport stays.
Parents — yes, under Article 29: no other children in the country of origin, or the parent is over 65 and the other children cannot support them for serious health reasons. Adult children — only with total incapacity for health reasons. For a spouse, adult children and parents the law since 2026 requires 2 years of the applicant's continuous legal residence (Article 28(1-bis)); minor children do not wait.
It does not: the investment is a single amount regardless of family size. What changes is the income calculation for reunification — EUR 7,101.12 a year plus EUR 3,550.56 per relative (spouse and two children: EUR 17,752.80) — and the housing requirement. Each family member gets their own permit (EUR 126.46 for a 2-year card). If you opt for the EUR 300,000 flat tax (for those who move from 1 January 2026), each included relative adds EUR 50,000 a year.
Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
