Kazakhstan residence by investment through the AIFC: investor visa and tax residency

The AIFC Investment Tax Residency Programme: an investment from USD 60,000 in securities listed on the Astana International Exchange (AIX) or in the capital of an AIFC company gives a 5-year investor visa for you and your family, and after 90 days in the country, Kazakhstan tax residency with foreign income exempt. For investments from USD 300,000 into the Kazakh economy there is a golden visa for 10 years with a path to a residence permit. This is residence, not citizenship: the Indian passport stays.

Visa
A5, up to 5 yearsmultiple-entry; single-entry up to 90 days; issued by the MIA or a Kazakh mission abroad on the petition of the AIFC Administration; extension for investment residents and family up to 5 years
Tax residency
90 days + 7,000 MCItax residency certificate on application; 1 MCI in 2026 is KZT 4,325, i.e. KZT 30,275,000 a year; foreign income and income from programme instruments exempt. An option, not an obligation
  • The legal basis is Article 5-1 of the Constitutional Statute on the AIFC and the AIFC Regulations on the Investment Tax Residency Programme (ITRP): a foreigner over 18 who has not been a citizen or tax resident of Kazakhstan in the last 20 years invests from USD 60,000 in a single instrument, AIX-listed securities, units of AIFC funds or the capital of an AIFC company (digital assets from USD 150,000), and receives an Investment Resident Certificate for up to 5 years.
  • On the certificate an A5 investor visa for up to 5 years is issued to the investor, spouse and children under 18; nationals of EAEU and CIS states receive a temporary residence permit instead of a visa. The investment must be held for the whole term of the certificate; early exit from the programme leads to cancellation of the visa.
  • Tax residency is optional: 90 calendar days in any 12 months instead of 183 and an annual payment of 7,000 MCI to the state budget (KZT 30,275,000 at the 2026 MCI). A programme resident is exempt from tax on foreign income and on income from programme instruments; general Kazakh rates are PIT 10%, CIT 20%, VAT 16%.
  • Programme Office fees: USD 7,750 excluding VAT for the main applicant, USD 11,375 for the applicant with a spouse. Applications only through AIFC authorised agents after due diligence; the visa can be obtained at a consulate, while the temporary residence permit and the tax residency certificate are issued only inside Kazakhstan.
  • The second route is the A6 golden visa: an investment from USD 300,000 into the charter capital of Kazakh companies or local issued securities over the last 12 months, a petition of the Investment Committee of the MFA within 3 working days, a visa for up to 10 years and the right to apply for a residence permit. Citizenship only after 5 years of permanent residence; Kazakhstan does not recognise dual citizenship, and neither does India.

What you get

Low entry threshold

USD 60,000 in liquid AIX securities or the capital of an AIFC company, several times below European golden visas. The investment remains yours and can be replaced with another instrument.

A 5-year visa for the whole family

A multiple-entry A5 investor visa for you, your spouse and children under 18 with unlimited entry to Kazakhstan. For EAEU and CIS nationals, a temporary residence permit for the same term.

90 days instead of 183

For tax residency 90 calendar days in any 12 months are enough. The rest of the time you can live wherever suits you.

Foreign income without tax

A tax resident under the programme is exempt from Kazakh tax on income abroad and on income from programme instruments. In return, a fixed payment of 7,000 MCI a year.

A path to a residence permit

With an investment from USD 300,000 into the Kazakh economy, an A6 visa for 10 years and the right to apply for a permanent residence permit. The residence permit application is processed in 45 calendar days.

A clear jurisdiction under common-law principles

The AIFC operates under its own law based on English common-law principles, with its own court and regulator, the AFSA. Programme documents are accepted in English, Kazakh and Russian.

Official requirements

Facts verified October 8, 2026

Who may participate
A foreign national or stateless person over 18 who has not been a tax resident of Kazakhstan in the last 20 years and whose Kazakh citizenship, if any, was not terminated within that period (section 8 of the Regulations). The check is run through the Office's requests to the MIA and the State Revenue Committee.
Investment from USD 60,000 in a single instrument
Securities admitted to trading on the AIX, shares and units of AIFC funds or the capital of a company registered under AIFC law; digital assets through AFSA-licensed providers from USD 150,000. The funds must be free of pledges and third-party claims and under your exclusive control (section 14). Securities are bought through a broker that is a participant of the AIX central depository.
Due diligence
Through an independent provider the Programme Office checks the applicant and family members: criminal records, sanctions lists, political exposure, legitimacy of the source of funds (section 9). Separately, Kazakh state bodies confirm a clean criminal record before the visa is issued.
Investment Resident Certificate and holding the investment
Issued for up to 5 years once the investment is confirmed. The investment must be held for the whole term of the certificate (section 21); replacement of the instrument is allowed (section 22). Early exit means termination of the certificate, the visa and the family's permits.
A5 visa
Under the Visa Rules, category A5 is for heads of companies investing in Kazakhstan and for AIFC investment residents with their families. Single-entry up to 90 days, multiple-entry up to 5 years; issued by a Kazakh mission abroad on an invitation or by the MIA on the petition of the AIFC Administration. Inside Kazakhstan, visas of categories B3, B9, B10, C3, C4, C5 and C10 can be changed to A5.
Work restrictions
An investor visa holder may not be employed by other companies except as head, deputy head or head of a unit of the company carrying out investment activity in Kazakhstan. Dependants on an A5 visa may not work (programme FAQ).
Tax residency (optional)
At least 90 calendar days in Kazakhstan in any 12 months including the days of arrival and departure, payment of 7,000 MCI to the budget and an application to the tax authority. Documents for the state bodies in Kazakh or Russian.
Family
Dependants under the programme are a spouse over 18 and children under 18, including adopted children. The term of the family's visa or permit cannot exceed the investor's (section 28). Children under 16 do not need a temporary residence permit.

How the process works

  1. Diagnosis and choice of route1–2 days

We check nationality, the 20-year condition, source of funds and family composition. We decide: the AIFC programme (A5) or an investment from USD 300,000 with an Investment Committee petition (A6), and whether a tax residency certificate is needed.

  2. Application through an agent and due diligenceper the Office's procedure

We file through an AIFC authorised agent, pay the fee of USD 7,750 (USD 11,375 with a spouse) and pass the checks of the independent provider and the state bodies.

  3. Investment and certificateper the agreed term

We open a brokerage account through an AIX depository participant or arrange a contribution to the capital of an AIFC company, invest from USD 60,000, confirm it to the Office and receive the Investment Resident Certificate for up to 5 years.

  4. A5 visa or temporary residence permitper MIA and MFA rules

On the petition of the AIFC Administration we obtain the multiple-entry A5 visa for up to 5 years at a consulate or at the MIA; EAEU and CIS nationals receive a temporary residence permit inside Kazakhstan. The family for the same term.

  5. Tax residency90 days + payment

If wanted: spend 90 calendar days in Kazakhstan within 12 months, pay 7,000 MCI and file the application with the tax authority for the residency certificate.

  6. Extension, A6 and residence permitup to 5 / 10 years

We extend the visa for investment residents for up to 5 years. With an investment from USD 300,000 we obtain the Investment Committee petition, an A6 visa for up to 10 years and file for a permanent residence permit (45 calendar days).

How people actually use it

There are no expert case notes for Kazakhstan on this page yet. Below is only what follows from the AIFC Regulations, the Visa Rules and the laws of Kazakhstan, without invented stories.

The investor visa is A5, not C5

In the current Visa Rules the investor visa for heads of investing companies and AIFC programme residents is category A5, and for those who invested more than USD 300,000 it is A6. Category C5 today covers other purposes of entry. We verify the category against the text of the rules, not old articles.

Tax residency is an option, not an obligation

A visa or temporary residence permit can be obtained without a tax residency certificate (programme FAQ). The 7,000 MCI payment arises only on applying for the certificate after 90 days in the country.

The investment is locked for the term of the certificate

Section 21 of the Regulations requires holding the investment for the whole validity of the certificate; replacement of the instrument is possible under section 22. Early exit means cancellation of the visa and the family's permits with an obligation to leave within the term set by migration law.

The visa does not give the right to be employed

An A5 visa holder may only hold managerial positions in the company carrying out investment activity; dependants may not work. Employment requires other grounds.

Citizenship is not part of the programme

The Law on Citizenship requires at least 5 years of permanent residence (Art. 16) and does not recognise another state's citizenship for a Kazakh citizen (Art. 3). The AIFC programme gives a visa and a tax status, not a passport.

Who the programme is for

Who this programme suits in our practice.

Business owners with income abroad

Companies in the UAE, India, Europe or the CIS, and the need for a jurisdiction with transparent tax residency: 90 days a year and a fixed annual payment instead of tax on worldwide income.

Portfolio investors

Liquid instruments on the AIX, with income from them exempt under the programme. The instrument can be replaced without leaving the programme, and the entry amount is among the lowest of investment visas. For Indian families the USD 60,000 falls under LRS.

Families relocating from the Gulf and India

A 5-year multiple-entry visa for the investor, spouse and children under 18, applied for at a Kazakh embassy or consulate abroad. Documents for the state bodies are filed in Kazakh or Russian; the programme itself accepts English.

Larger investors planning a residence permit

From USD 300,000 into the charter capital of Kazakh companies or local securities: a petition of the Investment Committee of the MFA, an A6 visa for 10 years and the right to apply for a residence permit.

Residence for the whole family: who can be included

For Garant IN the family is a core value. In the AIFC programme dependants are defined by Schedule 1 of the Regulations: a spouse over 18 and children under 18. Below is what this means in practice under the programme rules and migration law, without generic phrases.

  • Spouse

A spouse over 18 married to the investor is included in the application as a dependant: an A5 visa or temporary residence permit for no longer than the investor's visa (section 28 of the Regulations). The Office fee for an applicant with a spouse is USD 11,375 excluding VAT instead of USD 7,750. Dependants on an A5 visa may not work: if the spouse plans to work, we find a separate ground.

  • Children

Children under 18, including adopted children, are included on an apostilled or legalised birth certificate with a notarised translation. Children under 16 do not need a temporary residence permit. Adult children are not dependants under the programme and need a route of their own: study, employment or their own investment.

  • Parents

Parents are not on the programme's list of dependants. For them we consider separate grounds under Kazakh migration law. We will not promise parents a visa under the programme.

  • Family budget

The minimum investment of USD 60,000 does not grow with the family. Added are the Office fee (USD 11,375 with a spouse), apostilles and translations of certificates, and consular fees for the visas. The annual payment of 7,000 MCI is set for the holder of the tax residency certificate; whether the spouse needs a separate status is decided by the income structure. For Indian families all remittances fall under LRS.

The family goes through the same due diligence as the investor. The term of the family's visa or permit is tied to the investor's visa; on exit from the programme all permits are cancelled. Garant IN's migration programme experts check each family member's documents in advance against the requirements of the Programme Office and the MIA. Data verified on 6 October 2026 against the AIFC Regulations and the Visa Rules.

What we do that others will not

There is one programme, but the instruments, visas and tax consequences differ. The difference is how the route is assembled from them for your income structure and your family plans.

  1. An instrument for the task, not for the minimum amount

AIX securities, an AIFC fund, the capital of your own AIFC company or digital assets: each has its own liquidity, risk and holding rules for the term of the certificate. We select an instrument you can hold for 5 years without harming the capital.

  2. Visa or tax residency, costed separately

The payment of 7,000 MCI a year only makes sense with a certain structure of foreign income. We compare it with tax in your current country of residence, including Indian residency rules, and decide whether the certificate is needed or the visa alone is enough.

  3. A5 or A6: when USD 300,000 pays off

If the goal is a residence permit and a 10-year visa, the route through the Investment Committee petition may be shorter than the AIFC programme. We show both routes with their document requirements.

  4. Family and work restrictions in advance

The programme covers only the spouse and children under 18, and dependants may not work. For adult children, parents and a working spouse we find separate grounds before filing.

  5. The 20-year condition and due diligence without surprises

We check the history of tax residency, citizenship and source of funds before the Office fee is paid, so that a refusal does not come at the last stage from the state bodies.

Wording pending approval.

What this programme is and who it suits

Kazakhstan residence by investment is the everyday name. Legally it is the Investment Tax Residency Programme of the Astana International Financial Centre (AIFC ITRP), introduced by Article 5-1 of the Constitutional Statute on the AIFC. A foreigner invests from USD 60,000 in AIFC instruments, receives an Investment Resident Certificate, and on it a multiple-entry A5 investor visa for up to 5 years for themselves and the family and, optionally, Kazakh tax residency after 90 days in the country. A residence permit is not part of the programme: it comes through the second route, an investment from USD 300,000 into the Kazakh economy with an Investment Committee petition and an A6 visa for up to 10 years.

The programme suits three types of applicant. The first is a business owner with income outside Kazakhstan who needs a clear tax residence with a short presence and a fixed payment. The second is a portfolio investor ready to hold liquid AIX securities for five years. The third is a family from India or the Gulf looking for a low-threshold long-term visa in a jurisdiction that works under common-law principles and accepts documents in English.

It does not suit those who want to be employed by Kazakh companies, since the investor visa does not allow it, nor those expecting a passport: Kazakh citizenship is acquired only after five years of permanent residence and with the previous citizenship given up, which for Indian nationals is a separate decision under Indian law.

What comes next

Extension of the A5 visa

For AIFC investment residents and their families the visa is extended for up to 5 years on the petition of the AIFC Administration; for other A5 holders, up to 3 years.

A6 golden visa and residence permit

With an investment from USD 300,000, an Investment Committee petition for up to 10 years, an A6 visa and an application to the MIA for a permanent residence permit: 45 calendar days, proof of solvency, state duty 4 MCI.

Citizenship

Only under the general rules: at least 5 years of lawful permanent residence (Art. 16 of the Law on Citizenship). Kazakhstan does not recognise dual citizenship, so the previous passport would have to be given up; India does not allow it either.

Exit from the programme

A notice to the Programme Office at any time; the Office requests cancellation of the visa and the family's permits, and you must leave within the term set by migration law. The investment can then be sold.

Frequently asked questions

What is the AIFC Investment Tax Residency Programme?

A programme of the Astana International Financial Centre (AIFC ITRP) introduced by Article 5-1 of the Constitutional Statute on the AIFC. A foreigner invests from USD 60,000 in AIFC instruments and receives an Investment Resident Certificate, and on it a multiple-entry A5 investor visa for up to 5 years for themselves and the family. Optionally, after 90 days in the country and payment of 7,000 MCI, they become a tax resident of Kazakhstan with foreign income exempt.

What exactly do I invest in?

In a single instrument from the Programme Office's list: securities admitted to trading on the AIX, shares and units of funds incorporated in the AIFC, the capital of a company registered under AIFC law, or digital assets on platforms of AFSA-licensed providers, for which the minimum is USD 150,000. Securities can be bought on other platforms, but for the certificate the funds must pass through an account with a broker that is a participant of the AIX depository.

Who cannot participate?

Kazakh citizens and those who in the last 20 years were tax residents of Kazakhstan or held Kazakh citizenship terminated within that period. Also applicants who fail due diligence: criminal records, sanctions, an opaque source of funds. The Office is not liable for a refusal by the state bodies to issue a visa or a tax residency certificate.

Do I have to become a tax resident?

No. The A5 visa or temporary residence permit can be obtained without a tax residency certificate. The payment of 7,000 MCI (KZT 30,275,000 at the 2026 MCI) arises only on applying for the certificate after 90 calendar days in Kazakhstan within 12 months. Whether it makes sense depends on your income structure and tax in your current country of residence, including whether you remain an Indian tax resident.

What taxes apply in Kazakhstan and what is exempt?

According to the programme: PIT 10% / 15%, CIT 20%, VAT 16%; residents pay tax on worldwide income. A tax resident under the programme is exempt from tax on foreign income and on income from investments in programme instruments. Kazakh-source income is taxed under the general rules.

How does an Indian national get the visa?

The A5 investor visa is applied for at a Kazakh embassy or consulate abroad on the petition of the AIFC Administration, or at the MIA if you are already in Kazakhstan on a visa of category B3, B9, B10, C3, C4, C5 or C10. The temporary residence permit instead of a visa is available only to nationals of Azerbaijan, Armenia, Russia, Tajikistan, Kyrgyzstan, Belarus and Uzbekistan. Documents for the state bodies are filed in Kazakh or Russian with certified translations.

Can I work in Kazakhstan on an investor visa?

Only to a limited extent. An A5 visa holder may hold the position of head, deputy head or head of a unit of the company carrying out investment activity in Kazakhstan, but may not be employed by other companies. Dependants may not work. Temporarily staying immigrants cannot work without permits unless the law or international treaties provide otherwise.

Can I sell the investment early?

The investment must be held for the whole term of the Investment Resident Certificate, up to 5 years. Replacement of the instrument or type of instrument under the Regulations is allowed without leaving the programme. Early exit means a notice to the Office, after which the Office requests cancellation of the visa and the family's permits, and you must leave within the term set by migration law.

How do I get a residence permit rather than just a visa?

Through an investment from USD 300,000 into the charter capital of Kazakh companies or local issued securities over the last 12 months: the Investment Committee of the MFA issues a petition for an investor visa for up to 10 years within 3 working days (free, via egov.kz), and the holder of a multiple-entry investor visa issued on such a petition may apply to the MIA for a permanent residence permit (Law on Migration of Population). Processing takes 45 calendar days and proof of solvency is required.

Does the programme give Kazakh citizenship?

No. Citizenship is acquired under the general rules: at least 5 years of lawful permanent residence or 3 years of marriage to a Kazakh citizen (Art. 16 of the Law on Citizenship). Kazakhstan does not recognise another state's citizenship for its citizens (Art. 3), so naturalisation means giving up the previous passport; India does not allow dual citizenship either. We do not promise this route and it is not part of the programme.

How long does the whole process take?

No statutory terms are published for the stages inside the Programme Office: due diligence and the certificate depend on the completeness of documents and replies from the state bodies. The Investment Committee petition takes 3 working days, the residence permit 45 calendar days. A realistic plan from the first meeting to the visa is several months; we do not promise two-week timelines.

Can parents or adult children be included in an AIFC programme application?

No. Under the Regulations only a spouse over 18 and children under 18, including adopted children, are dependants. Parents and adult children need grounds of their own: study, employment, their own investment or the general rules of Kazakh migration law. We find them before the main application is filed.

How does the investment threshold change when applying with a family?

It does not: USD 60,000 is the minimum per application regardless of family size. What changes is the Programme Office fee: USD 7,750 for the main applicant and USD 11,375 for the applicant with a spouse (excluding VAT). In addition, apostilles and translations of marriage and birth certificates and consular fees for the family's visas.

Do you offer a refund if the application is refused?

Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
