  • The Golden Residency is a programme of Oman's Ministry of Commerce, Industry and Investment Promotion (MoCIIP). It grants residence for 10 years with renewal; the application is filed online through the omanresidence.gov.om portal, and the resident card is issued by the Royal Oman Police.
  • The minimum investment is OMR 200,000 (about USD 520,000) through one of seven routes: a company, completed property in a tourism complex, government bonds, listed shares, a fixed-term deposit of at least 5 years, a company with 50 or more Omanis, or a nomination by an investing company.
  • Property counts only if completed and only in Integrated Tourism Complexes (ITCs); a deposit is placed for at least 5 years; the investment is kept for the whole card term. The threshold does not grow with the family: OMR 200,000 is proven by the investor alone.
  • Family — without limits on age or number: spouse, children, up to 3 domestic workers. The resident may buy one home outside tourism complexes and conduct economic activity without a sponsor; there are dedicated lanes at Muscat and Salalah airports.
  • There is no personal income tax in Oman today; Royal Decree 56/2025 introduces a 5% tax on income above OMR 42,000 a year from 1 January 2028 — the family's position is calculated before filing. The programme grants no citizenship.

What you get

10 years in one decision

An ordinary Omani residence is tied to an employer and a short term. The investor card is issued to the investor personally for 10 years and renewed while the investment remains.

Family without limits

In MoCIIP's wording the family is included without restrictions on age or number: spouse, children, domestic workers. That is rare even among Gulf programmes.

A home outside tourism zones

Foreigners in Oman can usually own property only in Integrated Tourism Complexes. An investor-residence holder may additionally buy one home outside them — for living, commerce or industry.

Business without a sponsor

The resident conducts economic activity without a local sponsor or a work visa; companies with 100% foreign ownership are registered online through the Oman Business Platform.

Low taxes and a stable currency

No personal income tax yet, corporate tax of 15%, and the rial is pegged to the US dollar. A 5% personal income tax above OMR 42,000 a year is already enacted by decree and applies from 1 January 2028 — we factor it into the plan.

A calm Gulf

Oman is politically stable with low crime, direct flights to India, Europe and Asia, and travel across the Gulf for residents under the general GCC rules.

Official requirements

Facts verified October 12, 2026

An investment through one of the routes
A minimum of OMR 200,000 for the 10-year Golden Residency (MoCIIP announcement of 13.09.2025 and Invest Oman announcement of 01.09.2025): registering a company in Oman, buying completed property in an Integrated Tourism Complex, Government Development Bonds, Muscat Stock Exchange shares, a fixed-term deposit with a licensed bank for at least 5 years, a company with 50 or more Omani employees, or a nomination by a company regulated under the Foreign Capital Investment Law. The previous edition of the rules, 2021 (Omani Foreign Ministry, 29.09.2021), required more: 10 years — shares or bonds from OMR 500,000 or 50 jobs, 5 years — assets from OMR 250,000; the current programme portal names only the 10-year term.
Property — only in ITCs
Foreigners and foreign companies may own property in Oman only in approved Integrated Tourism Complexes (MoCIIP Oman Investor Guide). For residence the unit must be completed and registered in the applicant's name; a long lease (usufruct up to 50 years) is not a route.
Deposit and securities
A fixed-term deposit is placed with a licensed Omani bank for at least 5 years; bonds — Government Development Bonds; shares — securities traded on the Muscat Stock Exchange. Proof — bank, broker or depository statements in the applicant's name.
Company and jobs
The company is registered in Oman (100% foreign ownership is allowed in most sectors under the Foreign Capital Investment Law), operates and keeps accounts. The '50 or more Omani employees' route is confirmed by Ministry of Labour and social insurance data.
Retirees
The previous edition of the rules, 2021, provided a separate category for foreign retirees living in Oman. It is not among the Golden Residency routes on the portal, and the ministry publishes no income requirement — applicability is confirmed on the portal for the specific case.
Documents and filing
Passport, proof of investment (company registry extract, title certificate, bank or broker statements), police clearance certificates, health insurance, attested family documents. The application goes through omanresidence.gov.om and the MoCIIP Investor Services Centre; the resident card is issued by the Royal Oman Police.

How the process works

  1. Diagnosis and route selection1–2 days

We check nationality, source of funds, family composition and goals. We decide: company, ITC property, bonds or shares, deposit, jobs — and how to keep the investment for the full 10-year term.

  2. Structuring the investmentdepends on the transaction

Company registration through the Oman Business Platform, a transaction in an approved tourism complex, opening a deposit with a licensed bank or a brokerage account on the Muscat Stock Exchange. We collect supporting documents in the applicant's name.

  3. Application on the portalwhen the file is ready

We file through omanresidence.gov.om with the MoCIIP Investor Services Centre: passport, proof of investment, police clearance, insurance, attested family documents.

  4. Approval and resident cardper the authority's schedule

After the ministry's approval the resident card is issued by the Royal Oman Police; under general ROP rules a resident card is obtained within 30 days of entry. The ministry publishes no statutory processing time.

  5. Family and workersin parallel

Spouse, children of any age and parents receive resident cards under the investor's sponsorship; up to 3 domestic workers — under separate permits.

  6. Life in the status and renewal10 years

The investment is kept for the whole term: the deposit is not withdrawn, the property is not sold without replacement, the company operates. A few months before expiry we assemble the renewal file.

How people actually use it

We have no expert case files for Oman yet, so what follows is not client stories but what follows from the programme rules and primary sources.

The threshold comes from government sources, not old articles

MoCIIP (13.09.2025), Invest Oman and the omanresidence.gov.om portal describe a 10-year Golden Residency from OMR 200,000. Many reviews still retell the 2021 rules with other sums and a 5-year category. The portal shows the detailed requirements per route at filing — we check them before investing.

Property only in tourism complexes — but the resident gets an exception

Under the Oman Investor Guide foreigners may own property only in ITCs; elsewhere, long leases of up to 50 years. An investor-residence holder may additionally buy one home outside ITCs — a direct advantage of the status.

Deposit and bonds are the simple route, but the money is locked

A fixed-term deposit for the Golden Residency is placed for at least 5 years, and the investment must remain for the whole card term. For a family that values liquidity, a completed ITC unit with rental income or an operating company is often wiser.

The tax will arrive — we plan for it now

Decree 56/2025 introduces, from 1 January 2028, a 5% income tax on income above OMR 42,000 a year; a tax resident is anyone spending more than 183 days in Oman. There is no tax today, but the card's horizon is 10 years, so we calculate with the new law in mind — alongside the days-in-India test for Indian families.

Who the programme is for

Who this programme suits in our practice.

Business owners

You register a company in Oman through the Oman Business Platform with 100% foreign ownership in permitted sectors, invest from OMR 200,000 or create 50 or more jobs for Omanis. While the business operates, the status remains.

Property investors

Foreigners in Oman may own property in Integrated Tourism Complexes (ITCs) — resort projects in Muscat, Salalah and on the coast. For the Golden Residency the unit must be completed; the resident may additionally buy one home outside tourism zones.

Passive investors

Government Development Bonds, Muscat Stock Exchange shares or a fixed-term deposit with a licensed bank for at least 5 years. The capital works rather than being frozen in bricks; the Omani rial is pegged to the US dollar.

Families — including Indian families in the Gulf — who want a calm status

Spouse and children of any age are included without limits, domestic workers are allowed, and there is no personal income tax yet. Oman is an alternative to the UAE for those who value quiet, safety and a long horizon, with direct flights to India.

Residence for the whole family: who can be included

For Garant IN the family is a core value: Oman's investor residence extends to your relatives without limits on age or number — that is how the ministry itself describes the programme. Below are the conditions from official MoCIIP and Invest Oman publications, without generic phrases.

  • Spouse

The spouse receives a resident card under the investor's sponsorship for the same term. Required: an attested marriage certificate with an Arabic translation (MEA apostille for Indian documents), passport and health insurance. The spouse needs no separate income or investment.

  • Children

Children are included with no age limit — Invest Oman states 'spouse and children without age limitations'. Documents — attested birth certificates; adult children provide their own police clearance and insurance.

  • Parents

MoCIIP describes the family right as 'without restrictions on age or number', and the previous edition of the rules, 2021, referred to immediate family. Inclusion of the applicant's and the spouse's parents is confirmed on the portal for the specific case — the public rules give no detail.

  • Family calculation

The investment threshold does not grow with the family: OMR 200,000 is confirmed by the investor alone. Each family member pays a resident-card fee per the portal tariff; up to 3 domestic workers are registered separately. No family income is proven.

The family is filed together with the investor or later. Garant IN's migration programme experts check each family member's documents against the portal's requirements in advance to rule out a refusal for an individual applicant. Data verified on 6 October 2026 against MoCIIP, Invest Oman and Omani Foreign Ministry publications.

Garant IN

What we do that others will not

The programme conditions are the same for everyone. The difference is which route fits your money, and how the Omani status fits into the family's business, remittance and tax plan.

  1. Conditions from government sources, not advertising

OMR 200,000 and 10 years are confirmed by MoCIIP, Invest Oman and the programme portal, while many reviews still retell the old 2021 rules. Your route's requirements are checked on the portal before you transfer money.

  2. A route for the client's money

Company, ITC property, bonds, shares, deposit — one card, different liquidity and different risks. We compare them against your budget: a deposit is frozen for 5 years, an ITC unit can be rented out, a company needs real activity. For Indian residents the transfer is planned within LRS.

  3. An ITC transaction without surprises

Only approved tourism complexes are open to foreigners; we check the project's status, the unit's completion and registration in the applicant's name before any deposit.

  4. A tax plan that reflects the new law

There is no income tax yet, but Decree 56/2025 introduces one from 1 January 2028. We calculate how the family's and the business's burden changes and when Oman becomes your tax residence (183 days).

  5. Honest about citizenship

The programme states plainly: an investor gains no entitlement to Omani citizenship. We do not sell an 'Omani passport for investment'.

Wording pending approval.

What this programme is and who it suits

The Golden Residency is Oman’s investor residence, presented by the Ministry of Commerce, Industry and Investment Promotion (MoCIIP) in September 2025: a foreign investor receives a long-term residence permit for 10 years rather than a short employer-tied visa. The minimum investment is OMR 200,000 through one of seven routes — from a company and property in tourism complexes to bonds and a deposit. The programme grew out of the 2021 Investor Residency Programme, whose thresholds were higher.

The programme suits three types of applicant. The first is an entrepreneur who opens or already runs a business in Oman, including with 100% foreign ownership. The second is an investor in completed property in an Integrated Tourism Complex: a resort apartment or villa that can be rented out. The third is a passive investor who prefers government bonds, Muscat Stock Exchange shares or a fixed-term deposit with a local bank. For Indian families already in the Gulf, Oman is a calmer alternative with direct flights home.

It does not suit those seeking a passport through residence: the programme states plainly that an investor gains no entitlement to Omani citizenship. Nor those who want to buy a home in an ordinary Muscat district as the basis — only tourism complexes are open to foreigners, and the right to one home outside them arises only after the card is issued.

What comes next

Renewal after 10 years

Residence is renewed if the investment remains: the company operates, the property is owned, the deposit or securities are in place. We prepare the renewal file in advance.

Family later

Spouse, children of any age and parents can be added after your card is issued — under the same rules, with no limit on number.

Route change

Sold the property or closed the deposit — we move to another route of the programme before the previous basis lapses, so the family does not drop out of status.

Citizenship is a separate question

The programme grants no entitlement to Omani citizenship. If the family needs a second passport, we select a citizenship-by-investment programme in another country.

Who files your application

Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Oman is prepared and filed together with licensed local lawyers and authorised agents. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.

Frequently asked questions

How much do I need to invest for Omani residence?

The minimum investment for the 10-year Golden Residency is OMR 200,000 (about USD 520,000): this is stated by MoCIIP in its announcement of 13 September 2025 and by Invest Oman in its launch announcement of 1 September 2025. The previous edition of the rules, 2021 (Omani Foreign Ministry, 29.09.2021), required more: OMR 500,000 in shares or bonds or 50 jobs for 10 years, and assets from OMR 250,000 for 5 years. Your route's requirements are checked on the portal before investing.

Which investments qualify?

Registering a company in Oman, completed property in an Integrated Tourism Complex, Government Development Bonds, Muscat Stock Exchange shares, a fixed-term deposit with a licensed bank for at least 5 years, a company with 50 or more Omani employees, or a nomination by a company regulated under the Foreign Capital Investment Law.

Can I buy any property in Oman?

No. Under the Oman Investor Guide foreigners and foreign companies may own property only in approved Integrated Tourism Complexes; elsewhere long leases of up to 50 years are available. An investor-residence holder may additionally buy one home outside tourism complexes.

Is there a 5-year investor residence in Oman?

There was one in the previous edition of the rules, 2021 (Omani Foreign Ministry, 29.09.2021): 5 years for assets from OMR 250,000, and 10 years for OMR 500,000 in shares or bonds or for 50 jobs. The current Golden Residency format (MoCIIP, 13.09.2025) and the omanresidence.gov.om portal describe a 10-year residence from OMR 200,000. The MoCIIP home page still mentions '5- or 10-year renewable permits', so if you need a 5-year category specifically, its availability is confirmed on the portal.

Do I need to live in Oman?

The public programme rules set no minimum number of days in the country; the condition of the status is to keep the investment. Tax residence is a separate question: under the personal income tax law a resident is anyone spending more than 183 days a year in Oman, and for Indian residents the days-in-India test applies in parallel.

What taxes does an Omani resident pay?

There is no personal income tax in Oman today; corporate tax is 15%. Royal Decree 56/2025 introduces a 5% income tax on income above OMR 42,000 a year for tax residents (more than 183 days) and on Omani-source income of non-residents; the tax applies from 1 January 2028 (Art. 4 of the decree). The effect on your family is checked before filing.

What are the government fees and how long is processing?

The resident-card fees for the applicant and family members are confirmed on omanresidence.gov.om on the filing date — the ministry publishes no open tariff, and we do not quote figures without a primary source. No statutory processing time is published either, so we do not promise 'two weeks'.

Who can be included in the application?

Spouse and children with no age limit, up to 3 domestic workers; in MoCIIP's wording — the family without restrictions on age or number. Inclusion of parents is confirmed on the portal for the specific case.

Does investor residence lead to Omani citizenship?

No. The programme states plainly that investors gain no entitlement to claim Omani citizenship outside the general procedure. We do not sell an 'Omani passport for investment'.

Can I run a business and work on this card?

Yes: per the ministry's publications an investor-residence holder conducts economic activity without a local sponsor or a work visa. Companies with 100% foreign ownership are registered online through the Oman Business Platform.

What happens if I sell the property or close the deposit?

The basis of residence disappears. You must either replace the investment with another under the programme rules or move to another status before the card is cancelled. We plan this in advance, especially with a deposit placed for at least 5 years.

Can parents or adult children be included in Oman's investor residence?

Children — yes, with no age limit: this is stated directly in Invest Oman and MoCIIP publications. For parents the public rules speak of 'family without restrictions on age or number' and of immediate family without detail, so inclusion of parents is confirmed on the portal for the specific case and is not promised in advance.

How does the investment threshold change when filing with a family in Oman?

It does not: the threshold applies to the investor, and the family comes under his or her sponsorship. Only the resident-card fees for each family member grow — their amount is confirmed on the portal on the filing date. No separate income needs to be proven for the spouse or children.

Do you offer a refund if the application is refused?

Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
