Portugal Golden Visa through cultural investment: residence from EUR 250,000

A Portuguese residence permit for the investor and the family in return for a contribution of EUR 250,000 or more to artistic production or the preservation of national cultural heritage through public and public-interest cultural bodies. A 2-year card with renewals, a minimum of 7 days in Portugal in the first year and 14 days in every following two-year period, visa-free Schengen travel and permanent residence after 5 years. Your Indian passport stays untouched: this is residence, not citizenship. The lowest threshold among the current Golden Visa routes.

Investment
from EUR 250,000capital transfer applied to investment in or support for artistic production, or the recovery and maintenance of national cultural heritage, through state bodies, public institutes, public-interest foundations, intermunicipal entities and public cultural associations; EUR 200,000 in low-density territories (20% reduction)
Family
spouse, children, parentschildren under 18; children aged 18–25 who are unmarried, dependent and studying anywhere in the world; dependent parents; filed together with the investor
Processing
90 days by lawarticle 82(5): 90 days, extendable by 30 in exceptional cases; in practice AIMA's queue for appointments and card issuance is considerably longer and we do not promise a date
  • The Portugal Golden Visa is a residence permit for investment activity (Autorização de Residência para Investimento, ARI) under article 90-A of Law 23/2007. Since 7 October 2023 (Law 56/2023) property purchase and plain capital transfer are no longer qualifying investments; the current routes are job creation, research, culture, investment funds and the capital of a Portuguese company.
  • The cultural route is a transfer of at least EUR 250,000 to support artistic production or to recover and maintain national cultural heritage through state bodies, public institutes, public-interest foundations and public cultural associations. In low-density territories the threshold falls by 20% to EUR 200,000. The investment is held for at least 5 years.
  • The card is issued for 2 years and renewed for 2 years while the investment is maintained. The stay requirement is 7 days in the first year and 14 days in each subsequent two-year period. Entry is on a Schengen visa; no national visa is needed.
  • Government fees in 2026: EUR 842.80 for the analysis of the application, EUR 8,418.90 for issuing the card and EUR 4,210.30 for renewal — per applicant, family members included (25% less when filed through the digital channel).
  • After 5 years with a temporary permit you may apply for permanent residence (basic Portuguese, level A2, required). Citizenship under the law of 18 May 2026 requires 10 years of legal residence; how it will be applied to ARI holders with minimal stay is for practice to show. For Indian citizens a Portuguese passport would mean giving up the Indian one, so we present this as residence, not a fast passport.

What you get

The lowest threshold among Golden Visa routes

EUR 250,000 against EUR 500,000 for the fund, research or company-capital routes; EUR 200,000 in low-density territories. It is the only route below half a million.

7 days a year instead of relocating

The law requires a minimum of 7 days in the first year and 14 days in each following two-year period. You do not have to live in Portugal, and you do not become tax resident automatically: the test is 183 days or a habitual home.

No national visa

The application is filed while you are legally in Portugal on a Schengen visa, within 90 days of first entry. There is no consular stage in New Delhi, Mumbai or Abu Dhabi.

The family in one application

Spouse or partner, children under 18, children aged 18–25 who are studying and dependent, and dependent parents are filed with you, and the usual 2-year wait before family reunification does not apply to an investor's family.

Free movement in Schengen

With a Portuguese residence card you enter other Schengen countries without a visa and spend up to 90 days there in any 180-day period.

Residence that leaves the Indian passport untouched

India does not allow dual citizenship. ARI is residence: the family gains an EU base and keeps its citizenship. The project is vetted by the Ministry of Culture and GEPAC issues a declaration on the transfer, which protects you from 'projects' AIMA would not accept.

Official requirements

Facts verified October 8, 2026

Investment of EUR 250,000 or more in culture
A capital transfer of at least EUR 250,000 applied to investment in or support for artistic production, or the recovery and maintenance of national cultural heritage. The recipient must be a state body, a public institute, a public-sector company, a public foundation, a private foundation with public-interest status, an intermunicipal entity, a municipal association or a public cultural association with duties in this field (article 3(1)(d)(vi) of Law 23/2007).
EUR 200,000 in low-density territories
Article 3(2) of the law allows the threshold to be cut by 20% where the activity takes place in a low-density territory under Portaria 208/2017: fewer than 100 inhabitants per km² or GDP per capita below 75% of the national average. For culture that is EUR 200,000. We check the project's municipality against the annex to the Portaria on the filing date.
Holding period of 5 years
The investment activity must be maintained for at least 5 years; you sign a declaration of honour that you will meet the minimum amount and period. The funds may not be directed, directly or indirectly, into real estate.
GEPAC declaration
The Ministry of Culture's Office for Strategy, Planning and Cultural Assessment (GEPAC) issues a declaration confirming the nature of the investment or support after the competent cultural body has assessed the project. The procedure is set by Despacho 2360/2017: prior appraisal of the project within 10 working days, then a declaration on the actual transfer.
Bank confirmation of the transfer
A declaration from a credit institution authorised or registered with the Bank of Portugal attesting the actual transfer of at least the legal amount. If the contribution is made through a single-shareholder company (sociedade unipessoal por quotas), a commercial registry certificate showing you as the shareholder is required.
Legal presence and general conditions
A valid Schengen visa and regularisation of your stay within 90 days of first entry; means of subsistence, accommodation, no conviction for an offence punishable in Portugal by more than 1 year in prison, no entry ban and no Schengen Information System alert (articles 77 and 90-A).
Documents on the AIMA checklist
Passport; police certificate from the country of origin and from every country where you lived for more than a year — issued within 3 months and translated into Portuguese; proof of health cover (national health service or international insurance for the period of residence); tax number (NIF or equivalent); certificates of no debts to the Portuguese tax authority and social security issued within 45 days; receipt for the analysis fee.
Nationality restrictions
The programme does not apply to nationals of Portugal, the EU, the EEA, Andorra and Switzerland. The law allows refusal to persons under EU restrictive measures (article 77(3)).

How the process works

  1. Diagnosis and choice of route1–2 days

We check nationality, source of funds, family composition and goals. We compare culture with the fund and the other ARI routes and decide whether this route is the right one for you.

  2. Project selection and GEPAC appraisal2–4 weeks

We select a cultural institution and project and submit a request for prior appraisal to GEPAC. The competent body of the Ministry of Culture gives its opinion within 10 working days under the regulation.

  3. Document preparation3–6 weeks

NIF, police certificates with apostille (MEA for Indian documents, MOFA legalisation for UAE documents) and Portuguese translations, insurance, no-debt certificates, 5-year investment declaration, family documents.

  4. Transfer and GEPAC declaration1–3 weeks

You transfer the funds through a bank authorised in Portugal; we obtain the bank's declaration on the transfer and GEPAC's declaration on the purpose of the contribution.

  5. Filing through Portal ARI and biometricsby appointment

Registration in Portal ARI, document upload, payment of the analysis fee by DUC. After the check AIMA schedules a visit to its office to submit originals and give biometrics.

  6. Decision, card and renewal90 days by law

The law gives 90 days for the decision; after approval the issue fee is paid and a 2-year card is printed. We file the renewal within the permitted window, keeping the investment and meeting the stay requirement.

How people actually use it

The official conditions are above. Below is how the programme works in real life, from our cases and research.

The first card is the beginning, not the finish

The status has to be managed: keep the basis, file renewals on time, keep receipts and make sure the payment shows in the system. The research on Portugal records renewals completed in about two and a half months as well as delays caused by a payment not showing.

Renewal is easy if the basis is intact

In our practice a golden visa renews without trouble on one condition: the qualifying asset remains yours. For a cultural contribution that means the funds were used as intended and not withdrawn within 5 years.

Travel after the card expires

A renewal receipt does not always substitute for a document at the border. For families flying regularly between Europe, the Gulf and India we plan trips so that nobody is left without a valid document at the worst moment.

Citizenship is a separate horizon

The law of 18 May 2026 set 10 years of legal residence for nationals of countries outside the EU and the Portuguese-speaking world. We assess the Golden Visa as a status for living and travelling freely, not as a promise of a fast passport — which for Indian citizens would also mean surrendering the Indian one.

Andrey Boyko

In our practice a golden visa renews easily and quickly — the key condition is that the qualifying asset remains in your ownership. At renewal what matters is the preserved basis, a complete document set, correct payment and a confirmed application.

We recommend preparing early and filing within the permitted window. Travel after the card expires must be checked against the current rules: a renewal receipt does not always substitute for a document at the border — a practical point for families flying regularly between Europe, the Gulf and India.

Citizenship needs its own horizon: the law of 18 May 2026 set a general term of ten years (seven for EU and Portuguese-speaking-country citizens), with transition rules for pending applications.

Who the programme is for

Who this programme suits in our practice.

Investors who want an EU status without relocating

You run a business or live in India, the UAE or elsewhere and want Portuguese residence as a reserve base for the family. The stay requirement is 7 days in the first year and 14 days in each following two-year period: the status holds without changing where you live.

Patrons and collectors

The contribution goes into a specific project: restoring a monument, a museum programme, a theatre or music production of a public or public-interest cultural institution. You choose the field; GEPAC, the Ministry of Culture's planning office, confirms that the project qualifies under the law.

Families with children at university

For ARI holders, children aged 18 to 25 are included if unmarried, dependent on you and studying — in India, the UK, the US or anywhere else, not only in Portugal. That is a special rule of article 99 of Law 23/2007 written for investors.

Investors comparing culture with a fund

The cultural threshold is half the fund threshold (EUR 250,000 against EUR 500,000), but the two differ in nature: cultural support is in essence non-refundable, a fund is a financial instrument with market risk. We cost both against your budget and horizon, including LRS planning for money sent from India.

Residence for the whole family: who can be included

For Garant IN the family is a core value: Golden Visa residence is granted to your relatives together with you under articles 98–101 of Law 23/2007, and the usual 2-year wait does not apply to an investor's family. Below are the 2026 conditions from the law and the AIMA checklists, without generic phrases.

  • Spouse or partner

A spouse under a legalised marriage certificate or a partner in a de facto union (article 100): AIMA asks for evidence of cohabitation for more than 2 years. The spouse receives a card for the same period as the investor and is filed at the same time. No separate investment is needed; the fees are paid per person: EUR 842.80 for analysis and EUR 8,418.90 for the card.

  • Children

Children under 18 and incapacitated dependent children of the couple or of either spouse; adopted children under a decision recognised by Portugal; a child of one spouse with the other parent's consent. Adult children aged 18–25 are included if unmarried, dependent on you and studying — for ARI holders the studies may be anywhere in the world (article 99(1)(e)), including India, the UK or the US.

  • Dependent parents

Parents of the investor or the spouse (first-degree ascendants) who are supported by you. There is no age threshold; economic dependency is proven, for example by regular transfers. Grandparents and siblings over 17 are not provided for in the law and we do not promise them.

  • Family budget

One investment per applicant — EUR 250,000 (EUR 200,000 in low-density territories) — and it does not grow with the family. Fees are per person: a couple with two children pays 4 × EUR 842.80 for analysis and 4 × EUR 8,418.90 for cards, EUR 37,046.80 in government fees before issue, then 4 × EUR 4,210.30 for renewal after 2 years. Add means of subsistence and accommodation for everyone (article 101), police and no-debt certificates for each adult, and LRS planning for remittances from India.

The family application is filed together with the investor's through Portal ARI, but the decision on the family depends on the investor's approval. The statutory period is 9 months (article 105). Two years after the first card, family members may obtain an autonomous permit. Garant IN's migration programme experts check each member's documents against AIMA's 2026 criteria in advance to rule out a refusal for an individual applicant. Verified on 6 October 2026 against Law 23/2007 and the AIMA pages.

What we do that others will not

The ARI conditions are the same for everyone. The difference lies in choosing a project AIMA accepts without questions and assembling the family file so that the renewal after 2 years passes without losses.

  1. A project that fits the law, not a glossy deck

Article 3 of the law strictly defines who may receive the funds: state bodies, public institutes, public-interest foundations, public cultural associations. We verify the recipient's legal form and obtain the competent body's prior appraisal before the money moves, not after.

  2. Low density only with proof

The reduction to EUR 200,000 applies only to territories listed in Portaria 208/2017. We match the project's municipality to the list and have it recorded in the appraisal: a mistake here means a refusal on the amount.

  3. The full budget, including LRS

On top of EUR 250,000 come fees for each family member: EUR 842.80 for analysis and EUR 8,418.90 for the card, then EUR 4,210.30 for renewal after 2 years. We show the total for the whole family and the payment schedule before you sign. For funds sent from India we plan within the LRS cap of USD 250,000 per person per financial year.

  4. The family under article 99

Adult children up to 25 at university, dependent parents, a partner without marriage — each category needs its own evidence. We assemble it in advance so the family receives cards together with the investor.

  5. The status after the card

A calendar of days in Portugal, renewal within the permitted window, receipts and status tracking in AIMA's system, a permanent-residence plan after 5 years: we manage the status, not just the filing.

Wording pending approval.

What this programme is and who it suits

Golden Visa is the everyday name for the residence permit for investment activity (ARI) that Portugal has issued since October 2012. Since the 2023 reform the programme is no longer tied to property: the state accepts capital into research, culture, investment funds and job creation. The cultural route is the most accessible by amount: from EUR 250,000, and from EUR 200,000 in low-density territories.

The programme suits three kinds of applicants. The first is an investor based in India, the UAE or elsewhere who wants EU residence for the family without relocating: the law requires only 7 days in the country in the first year and 14 days in each following two-year period, and the Indian passport is untouched because this is residence, not citizenship. The second is a patron or collector who wants the contribution to go into a specific project — restoring a monument, a museum programme, a theatre production of a public or public-interest institution — with the Ministry of Culture confirming its nature. The third is a family with children at university: for ARI holders, adult children up to 25 are included if they study and depend on their parents, even if they study in India, the UK or the US.

It does not suit anyone who expects the money back: cultural support is in essence non-refundable, and for that goal we compare the route with an investment fund from EUR 500,000. Nor anyone expecting a fast passport: the 2026 nationality law requires 10 years of legal residence, and we present the status as a way to live in and travel freely around Europe, not as a promise of citizenship.

What comes next

Renewal after 2 years

Filed through the Portal de Renovações: valid passport, proof that the investment is maintained, the stay requirement met, means of subsistence and accommodation, no tax or social security debts, a fee of EUR 4,210.30. The statutory decision period is 60 days.

Permanent residence after 5 years

Article 80 of the law: at least 5 years with a temporary permit, no sentence of more than a year in the last 5 years, means, accommodation and basic Portuguese (A2). ARI holders receive a permanent residence permit for investment activity that is not cancelled for absence from the country.

Citizenship after 10 years

The nationality law as amended in 2026: 10 years of legal residence (7 for EU and Portuguese-speaking-country citizens), periods added up within a 12-year window, a language and culture test, knowledge of rights and duties. Applications filed before 19 May 2026 are examined under the previous rules. India does not allow dual citizenship, so a Portuguese passport would replace the Indian one.

Tax

You become tax resident in Portugal if you spend more than 183 days there in any 12 months or keep a home that indicates an intention to live there permanently (article 16 of the CIRS). With 7–14 days of stay the status itself creates no tax; a move is planned separately.

Who files your application

Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Portugal is prepared and filed together with licensed local lawyers and authorised agents. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.

Frequently asked questions

What is the Portugal Golden Visa in 2026 and how does it differ from the old property programme?

It is a residence permit for investment activity (ARI) under article 90-A of Law 23/2007. Since 7 October 2023 Law 56/2023 has removed property purchase and plain capital transfer from the programme. Five routes remain: 10 jobs, EUR 500,000 in research, EUR 250,000 in culture, EUR 500,000 in an investment fund and EUR 500,000 in the capital of a Portuguese company. None of them may be directed, directly or indirectly, into real estate.

What counts as a cultural investment?

A capital transfer of EUR 250,000 or more applied to investment in or support for artistic production, or the recovery and maintenance of national cultural heritage. The recipient may only be an organisation from the list in the law: a state body, a public institute, a public-sector company, a public foundation, a private foundation with public-interest status, an intermunicipal entity, a municipal association or a public cultural association. The nature of the contribution is confirmed by a GEPAC declaration under Despacho 2360/2017.

Is the money returned?

The law speaks of 'investment or support' for a cultural project. In practice it is, as a rule, non-refundable support for a public or public-interest institution: you do not receive an asset to sell after 5 years. In return there is no market risk and no asset valuation. If capital recovery matters to you, we compare the route with an investment fund from EUR 500,000.

When does the EUR 200,000 threshold apply?

Article 3(2) of Law 23/2007 allows the minimum amount to be reduced by 20% where the activity takes place in a low-density territory under Portaria 208/2017: fewer than 100 inhabitants per km² or GDP per capita below 75% of the national average. For culture that is EUR 200,000. We check the project's municipality against the annex to the Portaria before the transfer.

How long do I have to stay in Portugal?

A minimum of 7 days in the first year and 14 days in each subsequent two-year period, consecutive or not. The general rule cancelling a residence permit after more than 6 consecutive months abroad does not apply to investors: this special regime applies instead.

What are the government fees?

Under the AIMA fee table (updated 26 February 2026): EUR 842.80 for analysis, EUR 8,418.90 for issuing the card and EUR 4,210.30 for renewal — per applicant and per family member. Filing through the digital channel carries a 25% reduction: EUR 632.10, EUR 6,314.20 and EUR 3,157.80. Permanent residence for an ARI holder costs EUR 11,786.70 to issue and EUR 5,894.10 to renew.

How long does processing take?

Under article 82(5) of Law 23/2007, 90 days, extendable by 30 days in exceptional cases; renewal 60 days; a family application 9 months. These are statutory periods. In practice AIMA's queue for document submission, biometrics and card issuance is considerably longer, and we do not promise a number of months: we give an estimate based on the agency's workload on the filing date.

Do I need a national visa?

No. The ARI application is filed while you are legally in Portugal on a Schengen visa, within 90 days of first entry. Prior registration in Portal ARI is mandatory; AIMA then schedules a visit to its office for originals and biometrics. There is no consular stage in India or the UAE.

Can I work in Portugal with a Golden Visa?

Yes. According to AIMA, an ARI holder may live and work in Portugal, employed or self-employed, and travel freely in Schengen. Work is not a condition of the status: only the investment and the minimum days of stay are mandatory.

Do I have to pay tax in Portugal?

The status itself creates no tax. You become tax resident if you spend more than 183 days in Portugal in any 12 months or keep a home there that indicates an intention to live permanently (article 16 of the CIRS). With 7–14 days of stay that does not happen. If you plan to move, we run the tax calculation before the move.

How is the status renewed, and what if the project is completed?

Renewal is filed through the Portal de Renovações for 2 years: passport, proof that the investment is maintained, days of stay, means and accommodation, no debts, the fee. AIMA states plainly that disposing of or changing the investment may compromise renewal while you rely on it as the basis. For a cultural contribution the funds must have been used as intended and not withdrawn within 5 years.

How many years to citizenship, and what about the Indian passport?

The nationality law as amended by Organic Law 1/2026 (in force since 19 May 2026) requires 10 years of legal residence for nationals of countries outside the EU and the Portuguese-speaking world; periods are added up if they fall within 12 years. The former rule counting time from the date of the residence application has been repealed; applications filed before the law came into force are examined under the old rules. A language and culture test is required. How the new rules will be applied to investors with minimal stay is for practice to show. India does not allow dual citizenship, so a Portuguese passport would mean surrendering the Indian one.

I live in India or the UAE. Which documents are needed and from where?

Police certificates from the country of citizenship and from every country where you lived for more than a year, issued within 3 months, legalised and translated into Portuguese: Indian documents with an apostille from the Ministry of External Affairs, UAE documents legalised through the UAE Ministry of Foreign Affairs. Plus passport, NIF, insurance, Portuguese no-debt certificates and the investment declaration. For the family: marriage and birth certificates, proof of dependency and of studies. Remittances from India are planned within the LRS limit per family member.

Can I include parents or adult children in a Portugal Golden Visa application?

Yes. Article 99 of Law 23/2007 includes dependent parents of the investor or spouse (no age threshold) and adult children who are unmarried, dependent on you and studying. For ARI holders the studies are not limited to Portugal; in practice AIMA states an age of up to 25. The family is filed with the investor, and the 2-year wait of ordinary family reunification does not apply.

How does the amount change when applying with a family in Portugal?

The investment does not change: EUR 250,000 (or EUR 200,000 in low-density territories) is contributed once by the main applicant. The fees grow: each family member pays EUR 842.80 for analysis, EUR 8,418.90 for the card and EUR 4,210.30 for renewal after 2 years. A couple with two children pays EUR 37,046.80 in fees before the cards are issued. You must also show means of subsistence and accommodation for everyone.

Do you offer a refund if the application is refused?

Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
