The family in one decision
The foreign spouse, minor children and dependent adult children acquire citizenship together with the investor. One investment covers everyone — the law provides no surcharge per family member.
Turkish citizenship for you, your spouse and minor children for buying real estate from USD 400,000 with a commitment not to sell it for 3 years. An exceptional route under Article 12 of the Citizenship Law: no five years of residence and no language exam. The passport of a large country — provided the property itself is a sensible purchase.

The foreign spouse, minor children and dependent adult children acquire citizenship together with the investor. One investment covers everyone — the law provides no surcharge per family member.
General naturalisation under Article 11 requires five years in Turkey and knowledge of Turkish. The exceptional route under Article 12 has neither: an investment, an investor residence permit and no security obstacle are enough.
Law No. 5901 does not require you to renounce another citizenship when acquiring Turkish citizenship. How your own country treats a second passport is checked separately — for Indian citizens the answer is that India does not allow it.
Unlike a non-refundable fund contribution, the property stays yours: you can live in it, let it and sell it after 3 years. The only question is the price you paid.
A deposit, government bonds, fund units or the pension system from USD 500,000 for 3 years — for those who do not want to buy a flat for a passport. Switching between investment types to complete the three-year period is allowed.
The conditions are written in Law No. 5901 and its implementing Regulation; the threshold and property requirements change by Presidential decisions published in the Official Gazette — we track every one.

We check nationality, source of funds, family composition and the goal. For Indian citizens we start with the dual-citizenship question. We decide what fits: real estate from USD 400,000 or a financial route from USD 500,000.
Independent valuation, clean title, the unit's status in the registry, rental demand, resale prospects. Report by a licensed appraiser (TTB).
Sale of currency to a bank and the Central Bank, currency-sale certificate, payment, registration at the land registry with the 3-year no-sale annotation, DASK insurance.
The land registry checks the amount, the payment and the annotation and forwards the file for the certificate of the Ministry of Environment, Urbanisation and Climate Change. The certificate goes to the migration authority and the population directorate.
A short-term residence permit under Article 31(1)(j) of Law No. 6458 for the investor, spouse and children. Filed in person.
Application to the provincial directorate of population and citizenship where you hold the permit, security check, Presidential decision. After the decision — ID cards and passports for the whole family. In practice — several months.
The official conditions are above. Below is how the programme works in real life, from our cases and research.
The passport of a large, strong country with a clear link to it through property. The property must meet the programme's requirements, cost from USD 400,000 and stay in your ownership for at least three years. For a resident Indian family that also means planning the remittance across LRS limits.
The biggest financial risk is overpaying for a flat for the sake of citizenship and being left with illiquid stock. Practitioners note markups on 'qualifying' properties; that cannot be applied to the whole market, but the risk is real and must be named.
We look at independent valuation, rental demand and realistic resale. If the asset is poor on its own, the passport will not save it.
Schengen travel still needs visas on a Turkish passport, family members may face military-service obligations, and Turkish citizenship means giving up the Indian passport — points rarely raised before the deal.
Turkey is a decent option for a family that wants the passport of a large, strong country with a clear link to it through property. On the investment route, the property must meet the programme's requirements, cost from USD 400,000 and stay in your ownership for at least three years. For a resident Indian family, USD 400,000 also means planning the remittance across LRS limits — often across two family members or two financial years.
But the main money is lost elsewhere. The biggest financial risk is overpaying for a flat for the sake of citizenship: practitioners in our research note markups on 'qualifying' properties, and illiquid stock is common. We look at independent valuation, rental demand and realistic resale before anything else. A passport does not turn a bad purchase into a good one.
Two more checks: Schengen travel still needs visas on a Turkish passport, and possible military-service obligations for family members. And the standing Indian trade-off applies — Turkish citizenship means giving up the Indian passport, so families wanting to keep it should look at residency routes instead.

Who this programme suits in our practice.
Turkey is an economy with its own market, banks and air links. Citizenship gives the right to live, work and run a business without permits or renewals.
A flat in Istanbul or on the coast as a real home and, at the same time, the basis for citizenship for the spouse and children under 18. Living in Turkey before or after the passport is not required. For Indian citizens there is a prior question: India does not permit dual citizenship, so this passport replaces the Indian one.
The main risk of this route is overpaying for a 'qualifying' property and being left with illiquid stock. We look at independent valuation, rental demand and realistic resale before we talk about the passport.
As at the verification date a Turkish passport needs a visa for the Schengen area and the UK. If the goal is visa-free Europe, Turkey does not solve it, and we say so at once.

Request a quoteFor Garant IN the family is a core value: Turkish citizenship by investment is granted to your spouse and children together with you under Article 12(1)(b) of Law No. 5901 and Article 31(1)(j) of Law No. 6458. Below are the 2026 conditions from the law and the regulation, without generic phrases.
The investor's foreign spouse obtains the investor residence permit and citizenship in the same route. Required: the marriage certificate with apostille and translation, the spouse's own residence permit and in-person filing. The law provides no separate investment or surcharge for the spouse. One spouse's acquisition of citizenship does not by itself extend to the other — the spouse files together with the investor.
Minor children of the investor and the spouse, and dependent adult children, are included in the same route. A child in the custody of one parent acquires citizenship with the consent of the other parent; if consent is refused, by decision of the court of the country of habitual residence. Children not processed together with their parents apply after majority under the general rules of Article 11.
The investor's parents and siblings are not part of the exceptional route. For them the general grounds remain: a residence permit under other articles of Law No. 6458 and naturalisation after 5 years of residence under Article 11.
One investment from USD 400,000 covers the investor, spouse and children — the threshold does not grow. Per person separately: residence permit and card fees, the citizenship application fee, apostille and translation of certificates, health insurance for the residence permit. Fee amounts change every year — we calculate them on the filing date. Remittances from India are planned within the LRS cap per family member.
The family files together with the investor: one certificate of conformity, residence permits and citizenship applications for each person. Garant IN's migration programme experts check each family member's documents against the 2026 requirements in advance to rule out a refusal for an individual applicant. Verified on 2 October 2026 against Law No. 5901, Law No. 6458 and the Regulation on the Implementation of the Citizenship Law.
The programme's conditions are the same for everyone. The main money here is lost not on fees but on the property itself — so we start with the property, not the passport.
We check independent value, rental demand and resale prospects after 3 years. If the property costs what it costs only because it 'qualifies for citizenship', we say so and propose another.
Currency through a bank and the Central Bank, the currency-sale certificate, the appraiser's report, the no-sale annotation — every mistake here means a refused certificate of conformity and a repeat transaction.
India does not recognise dual citizenship: taking Turkish citizenship means surrendering the Indian passport (OCI is not dual citizenship). For families wanting to keep it, a residence route in Turkey or elsewhere solves the task without that trade-off — we compare both before you commit.
A Turkish passport gives no visa-free access to the Schengen area or the UK. If the task is Europe, we compare European residence and citizenship routes rather than selling a 'fast passport'.
For sons and men in the family we check military-service obligations by age; for everyone — tax residence and reporting. We check this before the transaction, not after.
Wording pending approval.
Turkish citizenship by investment is not a separate ‘golden passport law’ but an exceptional route to citizenship under Article 12 of the Turkish Citizenship Law. A foreigner who invests the amount set by the President obtains an investor residence permit and then citizenship for themselves, their spouse and children by decision of the President. The main route is buying real estate from USD 400,000 with a commitment not to sell it for three years; financial routes start from USD 500,000.
Three kinds of families choose it. First, entrepreneurs who want the passport of a large country with its own economy, banks and air links, without having to live there. Second, families in the UAE or India already considering a home in Istanbul or on the coast as a second base: the purchase solves two tasks at once. Third, investors ready to treat the property as an asset rather than a ‘ticket to a passport’.
It does not suit anyone expecting visa-free Schengen or UK travel from a Turkish passport — there is none — or anyone willing to overpay for a ‘qualifying’ property for the sake of speed: a passport does not make a bad purchase good. And for Indian citizens the first question is whether the family is ready to surrender the Indian passport — India does not allow dual citizenship. We start with independent valuation, rental demand and resale prospects, and only then talk about citizenship.
The no-sale annotation runs for 3 years from registration. Selling earlier breaches the condition on which citizenship was granted — we do not take that risk. The property can be let and used as a home.
After the Presidential decision the family receives Turkish ID cards and passports. For a family of Indian origin this is now the only passport; validity and renewal follow the general rules for citizens — we plan ahead.
Men of conscription age who acquire citizenship fall under Turkish military-service legislation, with allowance for age and service in the country of origin. We check this before filing.
Citizenship by itself does not make you a Turkish tax resident, but owning property and rental income are taxable. We plan this together with your country of tax residence.

Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Turkey is prepared and filed together with licensed local lawyers and authorised agents. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.
Article 12(1)(b) of the Turkish Citizenship Law No. 5901: foreigners holding a residence permit under Article 31(1)(j) of Law No. 6458 (investors in the scope and amount set by the President), their foreign spouse and minor or dependent children may acquire citizenship by decision of the President, provided there is no security obstacle. The investment amounts are set by Article 20(2) of the Regulation on the Implementation of the Law.
Real estate from USD 400,000 or the equivalent in foreign currency with a 3-year no-sale restriction. The financial routes start from USD 500,000: a deposit, government bonds, units in real estate or venture capital investment funds, the pension system — all for 3 years. Or creating jobs for 50 people. Separately: valuation, title deed and land registry fees, residence permit and application fees, insurance, translations and our fees.
Yes. India does not permit dual citizenship, and OCI is not dual citizenship. Acquiring Turkish citizenship means surrendering the Indian passport and switching to OCI for your ties to India. Turkey itself does not require renunciation — the constraint is on the Indian side. For families whose main need is a base in Turkey rather than a new nationality, a residence permit — including the investor permit of up to 5 years — solves the task without that trade-off.
Since 12 December 2023 — only property with condominium ownership (kat mülkiyeti), a construction servitude (kat irtifakı) or land with a building on it. Agricultural land and vacant plots do not count. A share in a property is not accepted. The value is confirmed by a report from an appraiser licensed by the Capital Markets Board, valid for 12 months, and by the actual payment through a bank.
The Regulation speaks of real estate worth USD 400,000 or more, and the land registry answers this question in its own guidance. We check how it applies to your set of properties under the registry's current practice on the transaction date and do not promise in advance.
The foreign currency is sold to a bank operating in Turkey and by the bank to the Central Bank before the transaction is registered; the land registry receives the currency-sale certificate and confirmation of payment. This is required by Article 20(10) of the Regulation, and the procedure is set by the Central Bank. Cash or payments without bank confirmation do not count for citizenship. For resident Indians the money leaves India under the LRS, which caps remittances at USD 250,000 per person per financial year — so the payment is usually structured across family members or financial years.
There is no statutory term. The stages: transaction and registration, certificate of conformity, investor residence permit, application to the population directorate, security check, Presidential decision, passport. Our research puts the whole path at several months, depending on the authorities' workload and the completeness of the file. We do not promise a 'passport in two months'.
No. Five years of residence and knowledge of Turkish are conditions of general naturalisation under Article 11. The exceptional route under Article 12 has neither. Personal presence is needed, though: the certificate of conformity, residence permit, card and citizenship application are filed in person; these steps cannot be done by power of attorney.
Turkey does not require it: Law No. 5901 contains no renunciation condition in either the general or the exceptional route. How your own country treats a second passport is a separate question we check before filing — and for Indian citizens the answer is that India does not allow dual citizenship.
As at the verification date Turkish citizens need a visa for the Schengen area (German Federal Foreign Office list) and for the UK (Turkey is on the visa national list of the UK Immigration Rules). A Turkish passport solves tasks inside the country and in a number of destinations, but not the task of 'visa-free Europe' — we say so at once.
The registry annotation bars a sale for 3 years, and the commitment not to sell is a condition of acquiring citizenship. An early sale breaches that condition, and the law provides for the annulment of naturalisation where its conditions are breached. We do not plan an exit before the term and assess liquidity on a 3-year horizon.
Men who acquire citizenship fall under Turkish military-service legislation; the obligations depend on age at acquisition and service in the country of origin. This must be checked for the sons and men of the family before filing — a separate item in our diagnosis.
Passport with a notarised translation, marriage and birth certificates with apostille or legalisation and translation, photographs, the identity declaration form for the land registry, DASK insurance for residential property, the currency-sale certificate and the bank's confirmation of payment and, where needed, a sworn translator at the transaction. UAE documents are attested through the UAE Ministry of Foreign Affairs; Indian documents carry an apostille from the Ministry of External Affairs. Police certificates are requested at the residence-permit and citizenship stages.
Parents — no: Article 12(1)(b) of Law No. 5901 names only the foreign spouse and the minor or dependent children of the investor and the spouse. An adult child is included if their dependency is documented; an independent adult child needs their own investment.
It does not: the USD 400,000 threshold for real estate or USD 500,000 for the financial routes is one for the investor with spouse and children. Only per-person fees are added — residence permit, card, citizenship application, insurance, apostille and translations. Their amounts are revised every year, so we calculate them on the filing date. Resident Indians also plan the remittance within the LRS cap per family member.
