Residence without relocating
The Migration Code states it plainly: periods of absence from the country are no obstacle to renewal. You keep the property, renew the card every 5 years and live wherever suits you.
A permanent investor residence permit in Greece for the purchase of a single property: EUR 800,000 in Attica, Thessaloniki, Mykonos, Santorini and the larger islands, EUR 400,000 in the rest of Greece, EUR 250,000 for a commercial property converted to residential use or a listed building under restoration. A 5-year card with renewals, no obligation to live in Greece, the whole family in one file, visa-free Schengen travel, and your Indian passport stays untouched.

The Migration Code states it plainly: periods of absence from the country are no obstacle to renewal. You keep the property, renew the card every 5 years and live wherever suits you.
The money goes into an apartment, house or building that remains yours. The property can be let long-term, and on a sale to another foreign national the status passes to the new buyer.
Spouse or registered partner, children under 21, parents of both spouses and adult children lacking legal capacity receive permits for the same period as the investor.
With a Greek residence card you enter other Schengen countries and spend up to 90 days there in any 180-day period — a practical gain for a family that otherwise applies for Schengen visas from India or the UAE.
A notarial certificate of payment, a land registry certificate, insurance, biometrics — the law sets a closed list of conditions, not a discretionary assessment. In our practice this is one of the few investment residence programmes in Europe that genuinely work.
The status does not by itself make you a Greek tax resident. For those who move their tax residence, the Income Tax Code offers an alternative regime for high-net-worth individuals (article 5A); its conditions are checked separately and do not arise automatically.

We check nationality, source of funds, family composition and the goal. We decide: EUR 800,000 in Athens or the islands, EUR 400,000 in the regions, or EUR 250,000 in a special category.
At least 120 sq m, a single property, no encumbrances, the property's history (not previously used for a golden visa); for the special categories, the status of the conversion or the listed building.
We obtain the AFM, open an account with a Greek bank, pass its checks and remit the funds. The time depends on the bank — practice, not a statutory term.
Payment of the transfer tax, the notarial deed with the payment details, registration at the land registry, the notary's certificate for the migration service, the E9 declaration.
Electronic filing, after which you receive a certificate of submission confirming lawful stay in Greece until the decision. Biometrics by appointment; Indian passport holders enter on a short-stay Schengen visa.
The decision is issued within 2 months of receipt of the complete file; in practice a first issuance takes longer. A 5-year card, then renewal while the property is held.
The official conditions are above. Below is how the programme works in real life, from our cases and research.
In our practice the Greek golden visa is a clear procedure and a status that gives the family the right to live in Greece and to move freely within Schengen. Thresholds differ by region and property type, so they must be checked on the filing date, not taken from an advertisement.
The Greek government has announced a rise in the property transfer tax on homes bought by non-EU individuals from 3% to 15%; according to the Ministry of Finance and the draft 2027 budget, from July 2027. The law has not been passed yet, so the rate, the date and the exemptions may still change. If the option interests the family at all, the calculation is worth doing now.
Receiving the first card is only the beginning of managing the status. In our practice a golden visa renews easily and quickly on one condition: the qualifying property remains in your ownership. We prepare early and file within the permitted window.
Greek citizenship requires actual residence and knowledge of Greek. The long waits seen in Greek cases relate to a first issuance, not to renewal, and they are no reason to promise a passport within a few years. For Indian citizens a passport would in any case replace the Indian one; the residence permit does not.
In our practice the Greek golden visa is one of the few investment residence programmes in Europe that genuinely work: a clear procedure and a status that gives the family the right to live in Greece and to move freely within the Schengen area. Investment thresholds differ by region and type of property, so they must be checked on the filing date.
A separate reason not to postpone the decision is the tax window. Under the government's announced plans, from 1 July 2027 the tax on property purchases for buyers from outside the European Union may rise from 3% to 15%. If this option is of interest to the family at all, it makes sense to start the calculation now. An additional opportunity: with a Greek residence permit one may consider the flat-tax regime; its conditions are checked separately and do not arise automatically.
It is important not to confuse a residence permit with a passport: Greek citizenship requires actual residence in the country and knowledge of Greek. We treat the golden visa as a long-term residence status and a planning tool, not as a promise of a fast European citizenship.
Receiving the first card is only the beginning of managing the status. In our practice a golden visa renews easily and quickly — the key condition is that the qualifying asset remains in your ownership. At renewal what matters is the preserved basis, a complete document set, correct payment and a confirmed application.

Who this programme suits in our practice.
You are buying an apartment, house or villa in Greece and want the purchase to carry a European status. The property may be let on long-term leases; short-term letting through platforms is prohibited by law.
One file covers your spouse, children under 21 and the parents of both spouses. No one has to live in Greece: there is no minimum stay for renewal, the residence card gives visa-free Schengen travel, and because this is residence, not citizenship, no Indian passport is surrendered.
Today the property transfer tax is 3%. The Greek government has announced that from 1 July 2027 it will rise to 15% for non-EU buyers of homes (residential property and individual buyers only). The law has not been passed yet and the details may still change. If the option interests the family at all, the calculation is worth doing now.
The status lets you relocate: a home of your own, schools for the children, Schengen. The golden visa gives no right to employment, and the path to EU long-term residence and citizenship opens only with actual residence — we say so plainly.

Request a quoteFor Garant IN the family is a core value: permits for your relatives are issued together with yours under article 95 of the Migration Code (as amended by Law 5275/2026). Below are the 2026 conditions as set out in the law, without generic phrases.
A spouse, or a partner under a registered cohabitation agreement. No separate investment is needed; the property may be jointly owned by the spouses. The spouse's permit runs until the investor's permit expires and is renewed with it. Like the investor, family members receive no right to employment.
Unmarried children under 21: the couple's children and the children of either spouse where custody has been lawfully assigned to that spouse. Adult children deprived of legal capacity by a court decision are included at any age if they live with you and depend on you. A child who turns 21 receives an autonomous 3-year permit.
Direct ascendants of the applicant and of the spouse or partner — parents on both sides. The law sets no age or dependency conditions; what is needed is proof of kinship with an apostille from the Ministry of External Affairs and a translation, insurance, and police certificates for adults. Siblings and grandchildren are not included.
The investment does not grow: one property at EUR 800,000, 400,000 or 250,000 covers the whole family. The fees do: EUR 2,000 for the investor plus EUR 150 for each adult family member, children under 18 exempt; card printing EUR 16 per person. The family needs insurance for everyone, marriage and birth certificates with apostille and sworn translation, and police certificates for adults. Remittances from India are planned within each family member's LRS limit.
Family permits are filed together with the investor's application or later and expire together with it. Garant IN's migration programme experts check each family member's documents against the 2026 requirements in advance to rule out a refusal for an individual applicant. Verified on 2 October 2026 against Migration Code 5038/2023 and Law 5275/2026.
The golden visa conditions are the same for everyone. The difference lies in the property: whether it fits the zone, the size and the history, and whether the transaction passes the bank and the migration service first time.
A 'Greek residence from EUR 250,000' exists only for two special categories. We check the zone, the size, the use and whether the property has been used for a golden visa before — before any deposit is paid.
Payment only through a bank, full payment before filing, the correct notarial certificate. A mistake in the method of payment is a cause of refusal that cannot be fixed afterwards.
The Greek bank will examine the origin of the money before the migration service does. We prepare the evidence in advance and plan the remittance from India within the LRS cap and the TCS rules, or from funds already held abroad, before any contract is signed.
A file for every family member, simultaneous filing, insurance and fees for everyone in the budget from the start. For children approaching 21 we plan the autonomous permit.
We show what the status gives and what it does not: no right to employment, and EU long-term residence or citizenship require living in Greece. We treat the golden visa as a long-term residence status, not as a promise of a fast passport — and we remind Indian families that a passport would replace the Indian one.
Wording pending approval.
Golden Visa is the everyday name. In the Migration Code it is the permanent investor residence permit, permit type B.5 under article 100 of Law 5038/2023. The threshold used to be uniform across the country; from 2024 Law 5100/2024 split it by zone: EUR 800,000 where housing demand is highest, EUR 400,000 in the rest of the country, and EUR 250,000 for two special categories where the buyer returns a commercial property to residential use or restores a listed building.
Three kinds of families choose it. First, investors based in India, the UAE or elsewhere who are buying property in Greece anyway and want the purchase to carry a 5-year status with renewals and no obligation to live in the country. Second, families who want a reserve status in the EU for everyone at once — spouse, children under 21 and the parents of both spouses — while keeping the Indian passport, because this is residence, not citizenship. Third, those planning to relocate: a home of their own, schools for the children, Schengen, and after 5–7 years of actual residence, EU long-term status and the possibility of naturalisation.
It does not suit anyone looking for ‘residence from EUR 250,000’ without understanding the basis: that amount works only for a conversion or the restoration of a listed building. Nor anyone who intends to take a job in Greece or let the apartment by the night: the first the status does not allow, the second is prohibited on pain of revocation and a fine.
We file before the card expires. One condition: the property remains in your ownership (or the tourist-complex lease remains in force), plus insurance and the EUR 2,000 fee. Absence from Greece is no obstacle. For a listed building the first renewal requires completed restoration.
Available only to those who actually live in Greece: 5 years of continuous residence with absences of less than 6 consecutive months and no more than 10 months in total, income of at least the annual minimum wage, insurance and Greek at level B1.
The permanent investor permit is on the list of statuses that allow a naturalisation application: 7 years of continuous legal residence, the naturalisation knowledge certificate exam (language, history, culture) and proven economic and social integration. Without real life in Greece this route does not work — and for Indian citizens it would mean giving up the Indian passport, since India does not allow dual citizenship.
If the property is sold to another third-country national, the right to a permit passes to the new buyer and your status is revoked. To keep the status, buy a new property at or above the threshold first, then sell the old one.

International migration consultancy since 2015.
Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Greece is prepared and filed together with licensed local lawyers and authorised agents. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.
It is the permanent investor residence permit (permit type B.5) under article 100 of the Migration Code. The basis is ownership of property in Greece at or above the zone threshold. Unlike other permits, it is issued for 5 years at once, renewed for the same period with no requirement to live in the country, and is not tied to work or study. It gives no right to employment.
EUR 800,000 — the Attica region (including Athens), Thessaloniki, Mykonos, Santorini and islands with more than 3,100 inhabitants; EUR 400,000 — the rest of Greece; EUR 250,000 — a property converted from commercial to residential use, or a listed building under restoration. The thresholds were set by Law 5100/2024 and apply to purchases from 1 September 2024.
No. Since 2024 the investment under every category goes into a single property. A storeroom and a parking space bought under the same contract in the same building may be counted towards the amount, but not towards the 120 sq m.
No. Article 100 of the Migration Code expressly provides that periods of absence from the country are no obstacle to renewal. Actual residence will be required for EU long-term resident status and for citizenship.
Long-term — yes, the law allows it. Short-term letting (under 60 days, including through platforms) and subletting are prohibited: a breach leads to revocation of the permit and a EUR 50,000 fine. The ban does not cover a long-term lease to a tourist operator that provides additional services, for example where the property is a hotel.
In full before filing and only through a bank: by transfer, crossed cheque or POS into the seller's account at a bank in Greece. The buyer, the spouse or a relative up to the second degree may pay. The method and the payment details are recorded in the notarial deed, and the notary issues a separate certificate for the migration service.
By law, 2 months from the moment the complete file reaches the issuing authority. In practice a first issuance takes longer because of biometrics appointments and the workload of the regional services — this is not a statutory term and we do not promise it. After filing you receive a certificate of submission that confirms lawful stay in Greece until the decision.
As an employee — no: article 100 states expressly that these permits give no access to any form of employment. Letting the property long-term is allowed. If you plan to work or run a business in Greece, a different basis is needed.
No. The golden visa is residence, not citizenship: your Indian passport stays as it is. Only naturalisation — after 7 years of actual residence and an exam — would mean acquiring a foreign citizenship, and since India does not allow dual citizenship, the Indian passport would then have to be surrendered. That is a separate decision years away, not part of the golden visa.
Outward transfers by resident Indians run through the Reserve Bank of India's Liberalised Remittance Scheme, currently USD 250,000 per person per financial year, and larger remittances attract tax collected at source above a threshold. A purchase is therefore planned across family members, financial years or funds already held abroad — the law allows the spouse or relatives up to the second degree to pay. Indians resident in the UAE or elsewhere abroad are generally outside LRS.
On purchase — the property transfer tax of 3% of the taxable value plus a municipal surcharge of 3% on the tax. The status itself does not make you a tax resident. If you move your tax residence, the Income Tax Code has an alternative regime for high-net-worth individuals (article 5A): its conditions are checked separately and it does not arise automatically with the permit.
In September 2026 the Greek government announced a rise in the property transfer tax for non-EU buyers of homes from 3% to 15% (residential property and individual buyers only; 15.45% instead of 3.09% including the municipal levy). The Ministry of Finance has named the start as 1 July 2027, and the draft 2027 state budget uses the same timing. According to the Ministry of Finance, the increase does not apply to ethnic Greeks (omogeneis) or long-term residents. As of 16.10.2026 no bill has been tabled in Parliament, so the rate, the date, the scope of buyers and possible exemptions (including for the Golden Visa) may still change. We treat it as a tax window, not as a settled fact: if the decision interests you, the calculation is worth doing now.
EU long-term resident status after 5 years of continuous residence in Greece with absences of less than 6 consecutive months and no more than 10 months in total, income of at least the annual minimum wage, insurance and Greek at level B1. Citizenship after 7 years of continuous legal residence, with the naturalisation knowledge certificate exam and proven integration. Both routes require actually living in Greece.
The permit is revoked and the right to it passes to the new buyer if they are a third-country national. To keep the status, a new property at or above the threshold is bought first and the old one sold afterwards. For a listed building a sale before completion of the restoration is void and carries a EUR 150,000 fine.
The application is filed in Greece after the purchase: you enter on a short-stay Schengen visa or another lawful basis. Police certificates, marriage and birth certificates need an apostille or legalisation and a sworn translation into Greek. Indian documents carry an apostille from the Ministry of External Affairs; UAE documents are legalised through the UAE Ministry of Foreign Affairs.
Parents — yes: article 95 of the Migration Code counts the direct ascendants of both spouses as family, with no age condition. Adult children — only up to 21 and unmarried; from 21 the child receives an autonomous 3-year permit. Since 2026, adult children deprived of legal capacity are also included at any age.
It does not: one property at the zone threshold covers the investor, spouse, children and parents. What is added are the fees — EUR 2,000 for the investor and EUR 150 for each adult family member, children under 18 exempt — insurance for each person and card printing at EUR 16 each.
