Investment
No thresholda company is registered with the Business Registers Agency (APR) with capital from RSD 100 (Art. 145 of the Companies Law); for property the law requires only ownership of a residential house or flat where you live (Art. 54)
Processing
30 daysArt. 42, temporary residence; 15 days for the unified permit (Art. 46g). The clock runs from a complete file; practice varies by police directorate
  • The legal basis is the Serbian Law on Foreigners as amended in 2023: temporary residence is granted on 14 grounds (Art. 40), among them employment, including work in your own company, and ownership of residential real estate. Since 1 February 2024 those who work receive a unified residence-and-work permit (Art. 46a) issued by the Ministry of Interior.
  • Both temporary residence and the unified permit are issued for up to 3 years and renewed for the same period (Arts. 44, 46e). The law sets no minimum investment: a company is registered with capital from RSD 100, and for property only ownership is required.
  • The decision on temporary residence takes 30 days (Art. 42), on the unified permit 15 days from a complete file (Art. 46g). The state fee is RSD 23,450 for temporary residence or RSD 22,770 for the unified permit, plus RSD 2,190 for the card (tariff number 37).
  • Permanent residence after 3 years of continuous residence on a permit (Art. 67): absences of up to 10 months in total or up to 6 months at a stretch within the three years are allowed; decision within 60 days. Citizenship is a separate procedure under the Citizenship Law that we do not promise.
  • Taxes for a resident: 15 % corporate income tax, 10 % on salary, 15 % on dividends, 20 % on rental income. Tax residence arises after 183 days in Serbia within 12 months.

What you get

No investment threshold

The law requires neither minimum capital nor a minimum property price: a company is registered with capital from RSD 100, and any home qualifies if it is in your name and you live in it.

Status for up to 3 years from the start

Since the 2023 reform temporary residence and the unified permit are issued for up to three years instead of the former one. Renewal is for the same period while the basis holds.

Fast decision

30 days for temporary residence and 15 days for the unified permit are deadlines written in the law, not expectations. Filing is electronic, through the government eForeigner portal.

Permanent residence after 3 years

Permanent residence after three years of continuous temporary residence, with clear rules on permitted absences. A permanent resident has the same rights as citizens, save for exceptions under the Constitution and the law (Art. 67).

Transparent taxes

15 % on profit, 10 % on salary, 15 % on dividends: flat rates without progression under the personal income tax and corporate tax laws. We calculate the burden before the company is registered.

Filing from abroad

Nationals of visa-free countries, including the UAE, may file the temporary residence application electronically before travelling (Art. 41). Indian passport holders enter on a D visa and file after arrival.

Official requirements

Facts verified October 8, 2026

Basis: company or property
Either you are the sole or controlling member of a Serbian company and work in it as a self-employed founder (unified permit, Art. 2 of the Law on Employment of Foreigners), or you own a residential house or flat in Serbia where you live (temporary residence, Art. 54 of the Law on Foreigners).
General conditions (Art. 43)
A valid passport, proof of means for the period of stay, a registered address in Serbia, health insurance for the period of stay, documents justifying the ground, and proof of payment of the fee. The law names no fixed amount of means: sufficiency is assessed by the Ministry of Interior on the documents.
Lawful entry and filing deadlines
The application is filed by a foreigner who entered without a visa or on a D visa (Art. 41). Visa-free nationals may file for temporary residence and the unified permit electronically from abroad. Renewal is filed no earlier than 3 months before and no later than the expiry date; a timely application keeps the stay lawful until the decision.
Genuine activity of the company
For the unified permit the founder proves registration with the APR and declares the type, duration and scope of activity. Under the Law on Employment of Foreigners the activity must start within 90 days of issue, and at renewal the Ministry checks that the company actually operates.
Ownership of a home
For this ground the law recognises residential buildings and flats (Art. 54). Ownership is proven by a cadastre extract in your name; commercial premises and land without a dwelling do not qualify.
Security assessment
Besides the general conditions the Ministry obtains an assessment from the security authority as to whether your stay poses an unacceptable risk (Art. 42). The assessment takes 25 days within the overall 30-day period.
Documents with apostille and translation
Marriage and birth certificates, police clearances and powers of attorney from India or the UAE come with an apostille or consular legalisation and a translation into Serbian by a court-certified translator.

How the process works

  1. Diagnosis and choice of ground1–2 days

We check nationality, entry regime, source of funds, family composition and plans. We decide: unified permit through a company or temporary residence through property.

  2. Company registration or property deal1–3 weeks

We register a d.o.o. with the Business Registers Agency (APR) with capital from RSD 100, open a bank account and set up accounting. Or we support the purchase of a home and registration of title in the cadastre.

  3. Document preparation2–4 weeks

Passport, health insurance, proof of means, address registration, documents for the ground, apostille and court-certified translations, payment of the fee. For Indian passport holders, the D visa at the Serbian embassy or via the eVisa portal.

  4. Filingonline or in person

Unified permit: electronically only, through the eForeigner portal (Art. 46b). Temporary residence: electronically, including from abroad for visa-free nationals, or in person at the police directorate for the registered address (Art. 41).

  5. Processing15 / 30 days

Unified permit, 15 days; temporary residence, 30 days from a complete file; within that period the Ministry obtains the security assessment. A timely application keeps the stay lawful until the decision.

  6. Biometrics and cardafter approval

The invitation to biometrics arrives in the portal account; the residence card with a foreigner registration number (EBS) follows.

  7. Renewal and permanent residence3 years → PR

Renewal is filed 3 months before expiry while the basis holds. After 3 years of continuous residence, an application for permanent residence; decision within 60 days.

How people actually use it

There are no expert case studies for Serbia on this page yet. Below is only what follows from the law and official procedures, without invented stories.

The unified permit is tied to real work in the company

Self-employment under the Law on Employment of Foreigners means working in a company where you are the sole or controlling member, and the activity must start within 90 days of issue. A company that exists only on paper, without operations and filings, is a weak basis at renewal.

Property: residential only, and yours

Art. 54 defines real estate for this ground as residential buildings and flats in which the foreigner lives. Commercial units, a share in a property held in someone else's name, or land without a house do not fall under the rule.

Three years means effective residence

For permanent residence the law requires three years of continuous residence, and continuity is defined precisely: absences of up to 10 months in total or a single absence of up to 6 months (Art. 67). If you plan to live in Serbia in short visits, permanent residence moves further away.

Deadlines run from a complete file

The 30 and 15 days in the law run from a complete application. Electronic filing through eForeigner requires documents in the right formats and the fee paid online, so the file is prepared before the button is pressed, not after a request.

Who the programme is for

Who this programme suits in our practice.

Business owners and entrepreneurs

You register a d.o.o. in Serbia, become its sole or controlling member and obtain a unified residence-and-work permit as a self-employed founder. Genuine activity of the company is both the basis of the status and the argument at renewal.

Home buyers

A flat or house you own is a stand-alone ground for temporary residence under Art. 54. Price and size are not limited by law; what matters is that the property is residential and you live in it.

Indian and UAE families relocating to Europe

UAE nationals enter visa-free for 90 days in any 6 months and may file electronically even before travelling; Indian passport holders obtain a D visa (90–180 days) first and file after entry. Indian and UAE documents are accepted with apostille or consular legalisation and a court-certified translation.

IT professionals and remote teams

A Serbian company as the contracting entity for clients and invoices, salary taxed at 10 %, dividends at 15 %. The status is obtained on the same ground: your own company.

Residence for the whole family: who can be included

For Garant IN family is a core value: your close relatives obtain temporary residence on the ground of family reunification (Arts. 55–57 of the Law on Foreigners) for the term of your permit. Below are the 2026 rules, without generic phrases.

  • Spouse or partner

The law's immediate family includes spouses and unmarried partners (Art. 55). The spouse files for reunification with you or later; the spouse's permit runs until your permit expires (Art. 57). If you receive the unified permit as a working founder, members of your immediate family are exempt from proof of means and insurance (Art. 43a).

  • Children

Children of spouses and partners under 18 who are unmarried, including adopted children. Adult children only as extended family, if a health condition prevents them from supporting themselves; study alone or financial dependence is not a ground.

  • Parents

Parents belong to the immediate family only as parents of a child under 18. Parents of an adult applicant may qualify only as extended family, if dependent and without adequate family care in the country of origin, at the Ministry's discretion. A stand-alone ground is more reliable: a flat in the parent's name gives temporary residence under Art. 54.

  • Family calculation

The law sets no fixed supplement per family member: sufficiency of means is assessed by the Ministry, and the family of a working founder does not prove means or insurance at all. The fee is RSD 23,450 per family member plus RSD 2,190 for the card. Documents: marriage and birth certificates with apostille and a court-certified translation. After 4 years of residence on reunification a family member may obtain an independent ground (Art. 57).

The family files with you or joins later; family members' permits run until yours expires and are renewed together. Garant IN's migration programme experts check each family member's documents against the 2026 rules in advance to rule out a refusal for an individual applicant. Data verified on 6 October 2026 against the Law on Foreigners (Arts. 43a, 55, 57) and the tariff of administrative fees.

What we do that others will not

The law is the same for everyone. The difference is which ground to choose for the family's real plans and how to build the file so that renewal after three years and permanent residence are never in doubt.

  1. A route for the task, not for the advert

A company gives the right to work and build a business, but requires genuine activity and bookkeeping. Property is easier to maintain, but the right to work on that ground is a separate question of law. We calculate both options against your goals: who works, where taxes are paid, how many months a year you are in Serbia.

  2. A company that survives renewal

The unified permit is issued to a self-employed founder on the basis of genuine activity. We register the d.o.o., set up accounting and a bank account so that at renewal in three years the Ministry sees an operating company, not an empty entry in the register.

  3. Property checked before the deal

The Art. 54 ground works only with residential property registered in the applicant's name. We check the property in the cadastre, encumbrances and the status of the premises before purchase, not after a refusal.

  4. Filing without extra trips

For nationals of visa-free countries the application is filed electronically from abroad, with biometrics on arrival. For Indian passport holders we plan the D visa and the filing after entry so that no deadline is missed. The file is prepared to the eForeigner portal's requirements: formats, translations, fee.

  5. Strategy towards permanent residence

We show how the three years of continuous residence are counted, which absences are permitted (up to 10 months in total or 6 at a stretch) and what the Ministry checks on the transition to permanent residence.

Wording pending approval.

What this permit is and who it suits

Serbia does not sell golden visas: the Law on Foreigners has no ‘residence by investment’ ground with a threshold in euros. It does have two straightforward grounds that work for well-off families: your own company in which you work as a founder, and a residential property you own. Since the 2023 reform both routes give a status for up to three years from the start, and after three years of continuous residence they open the door to permanent residence.

The programme suits three types of applicant. The first is an entrepreneur who needs a European company, a bank account and a base for business between India, the Gulf and the EU; the unified residence-and-work permit is issued to a self-employed founder of a d.o.o. The second is a family that buys a home in Belgrade or Novi Sad and wants to live in it lawfully, without an obligation to open a business. The third is a professional who works for foreign clients through a Serbian company and values flat taxes: 10 % on salary, 15 % on dividends.

It does not suit those who want a status ‘just in case’ without presence: for permanent residence the law counts effective residence, and at renewal the Ministry checks that the company operates or the home is still yours. Nor does it suit those expecting a quick passport: Serbian citizenship is a separate discretionary procedure, and we do not promise it.

What comes next

Renewal

We file no earlier than 3 months before and no later than the expiry date (Art. 41). The conditions must hold: an operating company or property still in your name, insurance, address, means. A timely application keeps the stay lawful until the decision.

Permanent residence after 3 years

Permanent residence after 3 years of continuous temporary residence (Art. 67), including on the unified permit. Permitted absences: up to 10 months in total or up to 6 months at a stretch. Decision within 60 days (Art. 69), fee RSD 17,100, foreigner ID card RSD 6,220.

Citizenship is a separate story

The Citizenship Law (Art. 14) allows admission of a permanent resident with 3 years of registered residence, release from the previous citizenship or a statement of readiness to renounce it, and a written declaration that he regards Serbia as his state. It is a discretionary procedure; we promise neither timing nor outcome.

Change of ground

If you sell the property or close the company, we move to another ground under Art. 40 before the current permit expires so that the time towards permanent residence is not interrupted.

Who files your application

Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Serbia is prepared and filed together with licensed local lawyers and authorised agents. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.

Frequently asked questions

How does the unified permit differ from temporary residence?

The unified permit (jedinstvena dozvola) is residence and work in one decision; it goes to those who work, including in their own company. It is issued by the Ministry of Interior for up to 3 years, the decision takes 15 days and filing is electronic only. Temporary residence (privremeni boravak) is granted on other grounds, for example ownership of a home: also up to 3 years, decision in 30 days. Both count equally towards permanent residence.

Is there a minimum investment?

No. The Law on Foreigners names neither minimum company capital nor a minimum property price. The share capital of a d.o.o. under the Companies Law is from RSD 100. What is actually checked is the genuineness of the company's activity for the unified permit and title to a residential property for the property route.

How long does the whole process take?

By law: 30 days for temporary residence and 15 days for the unified permit from a complete file. Add company registration or the property deal, document collection with apostille and translation, biometrics and card issue, and for Indian passport holders the D visa. A realistic path from the first meeting to the card is several months; we do not promise two weeks.

Do Indian nationals need a visa to enter Serbia?

Yes, for ordinary passports, according to the Serbian Ministry of Foreign Affairs. A long-stay D visa (90–180 days, Art. 22) is obtained at the Serbian embassy or through the government eVisa portal, and the residence application is filed after entry; the basis of the application must match the basis of the D visa. UAE nationals enter visa-free for 90 days in any 6 months and may file electronically from abroad. Indian citizens resident in the UAE still need the D visa.

Can I work on a Serbian residence permit?

With the unified permit, yes: it includes the right to work. For temporary residence through property, Art. 46a(3) provides a right to work without a unified permit for foreigners holding temporary residence on other grounds, in accordance with the employment law; how exactly the rule applies to your case we check before filing rather than promise in advance.

What taxes does a Serbian resident pay?

Corporate income tax is 15 % (Art. 39 of the Corporate Income Tax Law). For individuals: 10 % on salary (Art. 16), 15 % on dividends and interest (Art. 64), 20 % on rental income (Art. 68 of the Personal Income Tax Law). You become a tax resident after 183 or more days in Serbia within 12 months (Art. 7). The application of double taxation treaties is calculated for your country.

Do I need to live in Serbia permanently?

For the permit itself the law sets no minimum number of days, but at renewal the Ministry checks that the basis still holds. For permanent residence the requirement is specific: three years of continuous residence with absences of up to 10 months in total or up to 6 months at a stretch (Art. 67). Tax residence is a separate 183-day calculation.

How are means and insurance proven?

The law requires proof of means for the period of stay and health insurance, but names no fixed amount: bank statements, company income and contracts are accepted. The family of a working founder is exempt from proof of means and insurance (Art. 43a). The policy is chosen to the Ministry's requirements; a travel policy for a few weeks does not qualify.

What happens if the company stops operating or I sell the flat?

The basis disappears and the status cannot be renewed on it. Before the permit expires we move to another ground under Art. 40, such as another company, a new home or family reunification, so that the time towards permanent residence is not interrupted.

How many years to citizenship, and must I give up my current one?

Citizenship is not part of this programme. The Citizenship Law (Art. 14) allows admission of a permanent resident with 3 years of registered residence who is over 18, has been released from the previous citizenship or has declared readiness to renounce it, and signs a declaration that he regards Serbia as his state. The decision is discretionary; we neither promise it nor build the plan on it.

Can parents or adult children be included in a Serbia residence application?

Not directly: the immediate family under Art. 55 is the spouse, partner and children under 18. Adult children and the parents of an adult applicant are treated as extended family only if dependent and unable to care for themselves, at the Ministry's discretion. The working route for parents is their own ground, for example a home in their name under Art. 54, which gives temporary residence on the same terms as yours.

How does the threshold change when filing with a family in Serbia?

There is no monetary family threshold in the law: the Ministry assesses whether the means cover everyone living with you, on statements and contracts. If you obtain the unified permit through a company, immediate family members are exempt from proof of means and insurance (Art. 43a). Only the fees grow: RSD 23,450 plus RSD 2,190 for the card per person.

Do you offer a refund if the application is refused?

Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
