  • The Portugal Golden Visa is the everyday name for the residence permit for investment activity (ARI, article 90-A of Lei 23/2007). The regime has run since 8 October 2012; from 7 October 2023 Lei 56/2023 removed property purchase and plain capital transfer from it.
  • Current routes: EUR 250,000 in support of artistic production or national cultural heritage; EUR 500,000 into a non-property investment fund (fund maturity of at least 5 years, at least 60% invested in companies based in Portugal), into scientific research, or into a Portuguese company with jobs; or the creation of 10 jobs. For jobs, research and culture the threshold is 20% lower in low-density territories.
  • Minimum stay: 7 days in the first year and 14 days in each subsequent 2-year period. The card is issued for 2 years and renewed; the investment must be held for at least 5 years.
  • AIMA fees from 1 March 2026: EUR 842.80 to receive and analyse the application, EUR 8,418.90 to issue the permit and EUR 4,210.30 per renewal — per applicant, family members included.
  • After 5 years of temporary residence you can apply for permanent residence (basic Portuguese required). Citizenship comes after 10 years of legal residence under the law of 18 May 2026, with a language and culture test. India does not allow dual citizenship, so that step would mean surrendering the Indian passport; the residence permit itself does not.

What you get

Residence without relocating

The law requires 7 days in Portugal in the first year and 14 days in each following 2-year period. Your business, your children's school and your home stay where they are.

No property involved

Every current route — fund, research, culture, business — may not, by law, be directed directly or indirectly into property. That protects you from a refusal over the 'wrong' asset.

Family in one file

Spouse, minor children, dependent students up to 25 and dependent parents apply with you. Under Lei 61/2025, ARI holders are exempt from the 2-year wait before family reunification.

Schengen without visas

With a Portuguese residence card you enter other Schengen countries and spend up to 90 days there in any 180-day period — a practical gain for a family that otherwise applies for Schengen visas from India or the UAE.

The right to live and work

ARI gives the right to live and work in Portugal if you choose to. There is no obligation to work or run a business.

Years that count towards PR and citizenship

Time on the ARI card counts as legal residence: permanent residence after 5 years, the right to apply for citizenship after 10 years with knowledge of the language and culture.

Official requirements

Facts verified October 8, 2026

A nationality outside the EU
The programme is for third-country nationals only: Portuguese, EU, EEA, Andorran and Swiss citizens cannot use it. The law allows refusal to persons under EU restrictive measures (article 77 of Lei 23/2007).
An investment under one of the routes
EUR 250,000 in support of artistic production or the restoration or upkeep of national cultural heritage through public and recognised cultural bodies. EUR 500,000 in units of a non-property fund (maturity of 5 years or more, at least 60% in Portuguese companies), in scientific research, or in setting up a company with 5 permanent jobs or increasing the capital of an existing one with 5 new permanent jobs or 10 jobs maintained for 3 years. Or the creation of at least 10 jobs.
Not into property
Article 3 of Lei 23/2007 expressly prohibits directing the investment, directly or indirectly, into real estate. Funds with property in the portfolio do not qualify.
Capital transferred through a bank in Portugal
A declaration from a credit institution registered with the Bank of Portugal confirming the actual transfer of at least the threshold amount. The money must arrive by international transfer; you may invest personally or through a Portuguese single-member company. From India, the remittance runs through the Liberalised Remittance Scheme, currently USD 250,000 per person per financial year, so a EUR 500,000 transfer needs planning across family members or financial years.
A 5-year commitment
The applicant signs a declaration of honour to keep the investment at the required level for at least 5 years. Selling or changing the investment before then can jeopardise renewal (AIMA FAQ).
Documents for the applicant
Passport, proof of legal entry and stay in Portugal, health cover (the national health service or international insurance for the permit period), a criminal record certificate from the country of origin and any country of residence of more than a year — no older than 3 months, translated into Portuguese and certified — a tax number, certificates of no debt to the Portuguese tax and social security authorities (no older than 45 days), and the receipt for the analysis fee.
Minimum stay
7 days in the first year and 14 days in each subsequent 2-year period, consecutive or not.

How the process works

  1. Diagnosis and choice of route1–2 days

We check nationality, source of funds, family composition and the goal. We decide: fund, culture, research or business, and whether the family files at once or later.

  2. NIF, bank, transfer of capital2–6 weeks

We obtain the tax number, open an account with a Portuguese bank, pass its checks and send the capital by international transfer. The time depends on the bank — practice, not a statutory term.

  3. Investment and proofper the fund or project

Purchase of fund units, contribution to a cultural project or capitalisation of a company. We collect the bank declaration, the unit certificate, the management company's or GEPAC's declaration.

  4. Filing through the ARI portalwhen the dossier is ready

Mandatory online pre-registration, upload of documents, payment of the analysis fee by DUC. A partner Portuguese lawyer is registered in the portal as your representative under your power of attorney under a power of attorney.

  5. Biometrics and decisionno statutory term

Appointment at an AIMA office for biometrics — Indian passport holders enter on a short-stay Schengen visa, no residence visa is needed — and replies to requests. After approval: the EUR 8,418.90 issuance fee and a 2-year residence card.

  6. Life in the status and renewal2 + 2 years

We track the minimum stay and the investment. Renewal through AIMA's renewal portal (open to ARI since 16 February 2026). After 5 years: permanent residence.

How people actually use it

The official conditions are above. Below is how the programme works in real life, from our cases and research.

Renewal is easy when the qualifying asset is still there

In our practice a golden visa renews easily and quickly on one condition: the investment that gave rise to the status is preserved. Selling fund units or leaving the project before renewal is the main cause of refusals.

Receipts and application status are an asset

On Portugal, the research records renewals completed in about two and a half months as well as delays caused by a payment not showing in the system. We keep every DUC receipt and track the status in the portal.

Travel after the card expires

A renewal receipt does not always substitute for a document at the border — a practical point for families flying regularly between Europe, the Gulf and India. We plan flights and file within the permitted window, not in the last week.

Tax and citizenship are a separate horizon

A residence permit does not by itself make you a tax resident and does not grant a preferential regime automatically. Citizenship takes 10 years under the 2026 law. We assess the Golden Visa as a status for the family, not as a promise of a fast passport.

Andrey Boyko

Receiving the first card is only the beginning of managing the status. In our practice a golden visa renews easily and quickly — the key condition is that the qualifying asset remains in your ownership. At renewal what matters is the preserved basis, a complete document set, correct payment and a confirmed application.

We recommend preparing early and filing within the permitted window. Travel after the card expires must be checked against the current rules: a renewal receipt does not always substitute for a document at the border — a practical point for families flying regularly between Europe, the Gulf and India.

Citizenship needs its own horizon: the law of 18 May 2026 set a general term of ten years (seven for EU and Portuguese-speaking-country citizens), with transition rules for pending applications.

Who the programme is for

Who this programme suits in our practice.

Entrepreneurs and capital owners

A European residence without relocating: 7 days in the first year and 14 days in each following 2-year period. A fund returns capital on its own terms, a cultural contribution does not. We show the difference in money, not slogans.

Families who want a reserve status in the EU

One file covers your spouse, children and dependent parents. No one has to live in Portugal, the residence card gives visa-free Schengen travel, and because this is residence, not citizenship, no Indian passport is surrendered.

Investors still looking for a 'golden visa for an apartment'

Buying a home has not qualified since 7 October 2023. What remains is funds, research, culture and business — we explain which one fits you and what it really costs.

Those planning EU citizenship over the long term

The law of 18 May 2026 set 10 years of legal residence and a language and culture test. We build the horizon honestly, with no promise of a fast passport, and we say plainly that an EU passport would replace the Indian one.

Residence for the whole family: who can be included

For Garant IN the family is a core value: the Golden Visa is granted to your relatives with you or later under articles 98–99 of Lei 23/2007. Below are the 2026 conditions as described by AIMA and set by Lei 61/2025, without generic phrases.

  • Spouse or partner

A marriage or de facto union that is valid and recognised under Portuguese law; both partners must be at least 18 on the filing date (Lei 61/2025). The spouse needs no separate investment. AIMA fees apply per person: EUR 842.80 for analysis and EUR 8,418.90 for issuance.

  • Children

Minor children of the couple or of one spouse, including children adopted under a decision recognised by Portugal. Adult children up to 25 if unmarried, dependent and studying. Older children only through a route of their own.

  • Dependent parents

Parents of the applicant or spouse who depend on the applicant; there is no minimum age. Dependency must be proven: remittances, shared household, no income of their own. Siblings only if minors under the applicant's guardianship by a recognised decision.

  • Family budget

The investment does not grow: EUR 250,000 or EUR 500,000 covers the whole family. AIMA fees do: per person EUR 842.80 for analysis and EUR 8,418.90 for issuance, then EUR 4,210.30 per renewal. A couple pays EUR 18,523.40 in fees at issuance, a couple with two children EUR 37,046.80. Add insurance for everyone, police certificates for adults, apostille from the Ministry of External Affairs and translations of marriage and birth certificates. Remittances from India are planned within each family member's LRS limit.

The family application is filed together with the investor's, but its outcome depends on approval of the main permit. ARI holders are exempt from the 2-year residence requirement before reunification (Lei 61/2025). Garant IN's migration programme experts check each family member's documents against AIMA's 2026 requirements in advance. Verified on 6 October 2026 against the AIMA site, Lei 56/2023 and Lei 61/2025.

What we do that others will not

The ARI conditions are the same for everyone. The difference lies in choosing the route that fits the family's goal and in whether the file passes the bank and AIMA first time.

  1. The route for the goal, not for the advert

Fund, culture, research or business mean different money, different refundability and different checks. We work out which is better for you — EUR 250,000 with no return or EUR 500,000 with a chance to recover the capital — and say plainly where the risk is.

  2. The fund is checked as an investment, not as a visa

CMVM registration of the fund and depositary, the management company, 60% in Portuguese companies, a maturity of at least 5 years, fees and exit terms. We look at what happens to the money, not only to the card.

  3. Source of funds and the transfer

The Portuguese bank will examine the origin of the money before AIMA does. We prepare the evidence in advance and plan the remittance from India within the LRS cap and the TCS rules, or from funds already held abroad, before any deal is signed.

  4. Family from day one

A file for every family member, simultaneous filing, AIMA fees for each person in the budget from the start. Reunification later is also possible.

  5. The horizon: PR and citizenship

We show how the years on the card add up, what the 2026 law requires for citizenship (10 years, language, culture) and which periods count. We do not promise a fast passport, and we remind Indian families that citizenship would replace the Indian one.

Wording pending approval.

What this programme is and who it suits

Golden Visa is the everyday name. In law it is the residence permit for investment activity (autorização de residência para investimento, ARI), article 90-A of the foreigners law, Lei 23/2007. Portugal launched the regime in October 2012, and in October 2023 Lei 56/2023 removed property purchase and plain capital transfer from it. Today ARI means investing in the economy: funds, research, culture, companies with jobs.

Three kinds of families choose it. First, entrepreneurs and capital owners based in India, the UAE or elsewhere who want a European residence without relocating: 7 days in the first year and 14 days in each following 2-year period. Second, families who want a reserve status in the EU for everyone at once — spouse, children and dependent parents — while keeping the Indian passport, because this is residence, not citizenship. Third, those planning permanent residence and, eventually, citizenship over a 10-year horizon under the 2026 law.

It does not suit anyone looking for a ‘visa for an apartment’: that route no longer exists. Nor anyone promised a passport in five years: the law of 18 May 2026 set ten years of legal residence and a language and culture test, and for Indian citizens that passport would replace the Indian one.

Three routes — three separate pages

What comes next

Golden Visa through an investment fund

The main route: EUR 500,000 into a regulated non-property fund. How to choose a fund, what to check with the management company and which documents AIMA needs — on the dedicated route page.

Golden Visa through culture and heritage

EUR 250,000 in support of artistic production or national heritage through recognised bodies, with a GEPAC declaration. The lowest threshold, but the contribution is not returned — details on the route page.

Golden Visa through business and jobs

A company in Portugal with EUR 500,000 of capital and 5 permanent jobs, or the creation of 10 jobs. For those genuinely running a business in the country — details on the route page.

Renewal, PR and citizenship

Renewal every 2 years while the investment and the minimum stay are maintained. After 5 years: permanent residence (a 5-year card, the status itself has no expiry). After 10 years of legal residence: the right to apply for citizenship with a language and culture test — which, for Indian citizens, would mean giving up the Indian passport.

Who files your application

Two levels of quality control: Garant IN's migration consulting and case management department runs a rigorous pre-application compliance screening (Pre-Due Diligence) and prepares the document package to 2026 requirements, while the application in Portugal is prepared and filed together with licensed local lawyers and authorised agents. This is how we minimise the risk of refusal at the preparation stage, before the documents reach the government authority.

Frequently asked questions

What is the Portugal Golden Visa and how is it different from the old one?

It is the residence permit for investment activity (ARI) under article 90-A of Lei 23/2007. Until autumn 2023 the most common route was buying property. Lei 56/2023 removed property and plain capital transfer from 7 October 2023; funds, research, culture and business with jobs remain. Permits issued earlier for property are renewed under the old rules.

Which routes apply in 2026?

Five: the creation of at least 10 jobs; EUR 500,000 in scientific research; EUR 250,000 in support of artistic production or national cultural heritage; EUR 500,000 in units of a non-property investment fund (maturity of 5 years or more, at least 60% in Portuguese companies); EUR 500,000 in setting up a Portuguese company with 5 permanent jobs or in the capital of an existing one. For jobs, research and culture the threshold is 20% lower in low-density territories.

How long do I need to spend in Portugal?

7 days in the first year and 14 days in each subsequent 2-year period, consecutive or not. It is the lightest stay requirement among European residence-by-investment programmes: you do not have to live in the country.

What are the government fees?

Under the AIMA table in force from 1 March 2026: EUR 842.80 to receive and analyse the application, EUR 8,418.90 to issue the permit and EUR 4,210.30 per renewal — per applicant, family members included. Permanent residence for an ARI holder: EUR 11,786.70. Payment is by DUC through the portal; cash is not accepted.

Can I buy an apartment and get the Golden Visa?

No. Property purchase has not been a route since 7 October 2023, and the law expressly prohibits directing the investment, directly or indirectly, into real estate. Funds holding residential or commercial property do not qualify either. If someone offers you a 'fund with apartments for the golden visa', check the fund's documents.

How long does a decision take?

The AIMA site gives no deadline for ARI decisions, and the agency runs a dedicated plan to clear its backlog. In our practice and research a renewal takes about 2.5 months; a first issuance takes longer and depends on the biometrics queue. This is not a statutory term, and we will not promise 'four months'.

Does the residence permit affect my Indian citizenship?

No. ARI is residence, not citizenship: your Indian passport stays as it is. Only naturalisation — after 10 years under the 2026 law — would mean acquiring a foreign citizenship, and since India does not allow dual citizenship, the Indian passport would then have to be surrendered. That is a separate decision many years away, not part of the Golden Visa.

How do I send EUR 500,000 from India?

Outward transfers by resident Indians run through the Reserve Bank of India's Liberalised Remittance Scheme, currently USD 250,000 per person per financial year, and larger remittances attract tax collected at source above a threshold. A family investment is therefore planned across family members, financial years or funds already held abroad. The Portuguese bank must confirm the money arrived by international transfer.

Do I have to pay tax in Portugal?

The permit itself does not make you a tax resident. If you spend more than 183 days a year in Portugal or keep a permanent home there, residence has to be assessed separately. Preferential regimes such as IFICI are not granted automatically to permit holders: profession, employer and the legal basis of the relief all matter. We run the tax calculation before the move, not after.

When can I get PR and citizenship?

Permanent residence after 5 years of temporary residence with basic Portuguese; the PR card is issued for 5 years and the status itself has no expiry. Citizenship under the law of 18 May 2026 after 10 years of legal residence (7 for EU and Portuguese-speaking-country citizens), with a language and culture test. The rule counting time from the date of the residence application has been repealed; applications filed before 19 May 2026 are decided under the previous rules.

Can I work or run a business in Portugal?

Yes. According to AIMA, an ARI holder has the right to live and work in Portugal. There is no obligation to work: the minimum requirements are the stay and keeping the investment.

What if the fund closes or the project ends before 5 years?

AIMA states plainly that selling or changing the investment on which the permit is based can jeopardise renewal while the status depends on that investment. That is why we check the fund's maturity and exit terms before buying units and prepare a replacement basis in advance if an early event occurs.

I live in India or the UAE. Which documents are needed and from where?

The application is filed online through the ARI portal, and you travel to Portugal for biometrics on a short-stay Schengen visa or another legal basis — no residence visa is needed. Police certificates are required from the country of citizenship and from every country where you lived for more than a year, no older than 3 months, translated into Portuguese and certified. Indian documents carry an apostille from the Ministry of External Affairs; UAE documents are legalised through the UAE Ministry of Foreign Affairs.

Can I include parents or adult children in a Portugal Golden Visa application?

Yes. According to AIMA, family members are the spouse, minor children, unmarried dependent children up to 25 who are studying, and dependent parents of the applicant or spouse. They may apply with you or later; under Lei 61/2025 ARI holders do not need 2 years of residence before reunification.

How does the amount change when applying with a family in Portugal?

The investment is one per family: EUR 250,000 or EUR 500,000 depending on the route. Only AIMA fees change: EUR 842.80 for analysis and EUR 8,418.90 for issuance per person, EUR 4,210.30 per renewal. A couple with two children pays EUR 37,046.80 in fees at issuance. Everyone needs insurance, and adults need police certificates.

Do you offer a refund if the application is refused?

Yes. If the application is refused through the fault of our team or an error in building the case, we refund the company's service fee less a minimal retention for costs actually incurred. Refund terms, the payment schedule and the rules on retaining service costs are fixed in the contract before work begins. Before we start, we check your documents and risk history free of charge and tell you about any risks in advance.
